Attending the meeting with voters were: Comrade Doan Minh Huan, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Nguyen Hoang Ha, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; Nguyen Cao Son, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee; leaders of the Vietnam Fatherland Front Committee of the province, a number of provincial departments and agencies, and Kim Son district.
At the conference, voters heard representatives of the Provincial National Assembly Delegation announce the expected time and program of the 6th session of the 15th National Assembly.
Accordingly, the 6th session of the 15th National Assembly is scheduled to take place from October 23rd to November 29th; focusing on reviewing and approving 9 draft laws, 2 draft resolutions, and providing opinions on 8 draft laws, as well as considering and deciding on other important issues.
Speaking at the meeting, voters from the communes expressed their agreement and high appreciation for the active, effective, and responsible work of the Provincial National Assembly Delegation and the National Assembly representatives in conveying many opinions and aspirations of voters to the National Assembly, the Government , and central ministries and agencies; many of the voters' recommendations have been addressed.

Voters hope that in the future, the National Assembly, the Government, central ministries and agencies, and provincial and district authorities will continue to pay attention to and promptly find solutions to the current situation where some laws have been enacted but implementing guidelines such as decrees and circulars are issued slowly, causing difficulties in the application process at the grassroots level.
The study proposes appropriate salary policies for local government officials and civil servants to ensure their livelihoods and prevent situations like the resignation of officials and civil servants in the health and education sectors.
Research is being conducted to amend the 2012 Law on Handling Administrative Violations in order to increase the authority of the Chairman of the People's Committee at the commune level to handle administrative violations and to provide stricter and more specific regulations on sanctions for compliance with decisions on handling administrative violations; and on the enforcement of decisions on handling administrative violations by the Chairman of the People's Committee at the commune level.
Regarding the development of transportation infrastructure in the area, voters requested that all levels of government pay attention to resolving difficulties and obstacles to accelerate the construction progress of the coastal road project, the section passing through Con Thoi commune, Kim Son district, Ninh Binh province, according to the plan and achieving the set objectives.
The voters requested the repair and upgrading of National Highway 12B, extending from Ca Mau Bridge to Kim Dong. They also requested continued support for the construction of school facilities and called for attracting investment to develop the marine economy of Kim Son.
Increase support for village and hamlet activities in the "All People Unite to Build a Culturally Rich Life" movement, linked with the "All People Unite to Build New Rural Areas and Civilized Urban Areas" campaign…
The opinions and suggestions of voters from Kim My and Con Thoi communes have been received, discussed, answered, and clarified by leaders of relevant departments and the People's Committee of Kim Son district.
Speaking at the conference, Ms. Nguyen Thi Thu Ha, Member of the Central Committee of the Party, Vice Chairwoman and Secretary General of the Central Committee of the Vietnam Fatherland Front, expressed gratitude for the regular attention and monitoring of the activities of the National Assembly and the Provincial National Assembly Delegation by voters and local people. The contributions of voters over the past period have significantly contributed to promoting the development of the district and the province.

The comrade also discussed and clarified issues of concern to voters. Regarding feedback on the delay in issuing implementing guidelines for some laws that have been enacted, Comrade Nguyen Thi Thu Ha stated that this is one of the shortcomings and deficiencies of the ministries and sectors. These shortcomings and limitations have many causes, both objective and subjective. To overcome this situation, the National Assembly has requested the Government to: Direct ministries and sectors to continue tightening discipline, strengthening order and responsibility in the organization and implementation of laws and resolutions of the National Assembly, especially the responsibility of the heads of agencies, organizations, and units.
Timely issuance of plans for the implementation of laws and resolutions passed by the National Assembly; timely guidance and effective solutions to address existing problems and shortcomings, ensuring compliance with practical requirements and the provisions of laws and resolutions.
More decisive solutions are needed to address the backlog of outstanding documents and delays in issuing detailed regulations and guidelines for the implementation of laws and resolutions.
Promoting rational decentralization and delegation of power, coupled with strengthening inspection, auditing, and supervision; promptly and effectively addressing the situation of shirking responsibility, avoiding accountability, and irresponsibility among some officials and civil servants; and strictly handling violations…
With the functions and tasks assigned to them, the Provincial National Assembly Delegation and the National Assembly representatives of the province will continue to strengthen their oversight of law enforcement and the implementation of National Assembly laws and resolutions at the local level; paying attention to monitoring the issuance and implementation of detailed regulations for the implementation of National Assembly laws and resolutions.
At the same time, continue to dedicate adequate time to researching and consulting with local agencies and organizations, experts, scientists, and voters to contribute quality opinions and propose practical solutions in the process of drafting, perfecting, and implementing the Laws and Resolutions of the National Assembly.
The comrade suggested that the People's Councils and People's Committees at all levels continue to enhance their proactiveness, responsibility, creativity, and flexibility in organizing the implementation of legal regulations at the local level; mobilize the participation of agencies, departments, and sectors, the support and cooperation of all strata of the local population, and close coordination with ministries and sectors at the central level;
Develop appropriate roadmaps and implementation solutions, promptly issue plans and regulations, and seriously carry out the tasks of local authorities in implementing the National Assembly's Resolution;
Early detection of shortcomings in the implementation process at the grassroots level is crucial for proposing appropriate amendments, resolving obstacles, and removing institutional bottlenecks to promote development and maximize the practical significance and effectiveness of policies enacted by the National Assembly.
Regarding the issue of salary policy for local government officials and civil servants, Ms. Nguyen Thi Thu Ha stated: This is one of the key issues with great significance for people's lives as well as for investment and socio-economic development. The Provincial National Assembly Delegation has previously forwarded the voters' petition to the Ministry of Interior, and the Ministry of Interior responded to the petition in Document No. 6598/BNV-TL dated December 22, 2022.
The comrade stated: The government is very interested in reforming the salary policy for officials, civil servants, public employees, armed forces personnel, and workers in enterprises. However, due to the adverse impact of many domestic and international factors, especially the direct impact of the COVID-19 pandemic in the past period, the conditions have not yet been met to reform the salary policy according to the set roadmap.
In the period before implementing salary reform, to ensure consistency with the socio-economic situation and the State budget capacity, the Government assigned the Ministry of Interior to proactively coordinate with the Ministry of Finance and relevant agencies to develop and submit to the Government for promulgation Decree No. 24/2023/ND-CP dated May 14, 2023, adjusting the basic salary level from VND 1,490,000/month to VND 1,800,000/month (an increase of 20.8%) from July 1, 2023, for cadres, civil servants, public employees, and the armed forces.
The comrade also informed that, during this 6th session, the Government will submit to the National Assembly a roadmap for reforming salary policies. Taking into account the opinions of voters, the Provincial National Assembly Delegation will continue to provide feedback to the National Assembly, promoting the early implementation of this issue.
Regarding the proposal to amend the Law on Handling Administrative Violations of 2012 to increase the authority of the Chairman of the People's Committee at the commune level to handle administrative violations, Ms. Nguyen Thi Thu Ha stated: This matter has already been addressed by the 15th National Assembly and answered by the Ministry of Justice in Document No. 3315/BTP-VP dated September 7, 2022.
Accordingly, the Law amending and supplementing a number of articles of the Law on Handling Administrative Violations in 2020 has amended several provisions to increase the authority of the Chairman of the People's Committee at the commune level and the Head of the Commune Police to confiscate exhibits and means of administrative violations.
The Chairman of the People's Committee at the commune level and the Head of the Commune Police have the authority to confiscate exhibits and means used in administrative violations "with a value not exceeding twice the fine amount". However, the authority to impose fines by the Chairman of the People's Committee at the commune level and the Head of the Commune Police remains at 5,000,000 VND.
