Over two days (May 17th and 18th), the 18th Congress of the Vietnam Fatherland Front of Tho Xuan District, for the term 2024-2029, took place. Ms. Pham Thi Thanh Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Department, and Chairwoman of the Provincial Fatherland Front Committee, attended and directed the congress.

During the past term, the Fatherland Front at all levels and its member organizations in Tho Xuan district actively innovated the content and methods of their activities, completing and exceeding all 10 targets set forth in the Resolution of the District Fatherland Front Congress for the 2019-2024 term, contributing to building and consolidating the great national unity. The Fatherland Front at all levels focused on advising and organizing 425 conferences to disseminate and explain resolutions, directives, and conclusions of the Central Government, the province, and the district to over 100,000 participants.
Mr. Do Kim Tho, Chairman of the District Fatherland Front Committee, 17th term, 2019-2024, opened the Congress.
Implementing the "National Solidarity Movement for Building New Rural Areas and Civilized Urban Areas," the Fatherland Front at all levels has mobilized the people to donate over 25,000 square meters of land to expand rural roads and mobilized labor and resources from the people totaling nearly 200 billion VND to build cultural centers, rural roads, and social welfare facilities.

The organization conducted surveys on people's satisfaction, achieving a consensus rate of over 98%. The Fatherland Front at all levels implemented 285 model projects and over 3,000 model projects by member organizations. They promoted and encouraged people to consolidate land, apply science and technology to production, and develop 38 OCOP products; participated in 385 innovative ideas and products, startups, and 382 experience-sharing initiatives at the district and provincial levels...

The emulation movement "For the poor – leaving no one behind" continues to receive active participation from organizations and individuals inside and outside the district. The Fatherland Front at all levels has mobilized contributions to the "For the Poor" Fund totaling over 6.5 billion VND; coordinated support for the construction and repair of 323 houses, provided 120 livelihood support packages, 81 bicycles, and 15,792 gift packages totaling over 22 billion VND to disadvantaged families... The promotion of the people's right to self-governance and participation in building the Party and government is becoming clearer in terms of organizational methods; social supervision and criticism are being implemented with increasingly rigorous and effective processes.

The discussions at the Congress seriously reviewed and frankly pointed out the shortcomings and limitations in the organization and operation of the District Fatherland Front Committee during the 2019-2024 term; at the same time, they set forth 11 targets and 6 action programs for the District Fatherland Front Committee for the 2024-2029 term with key objectives, tasks, and specific solutions.

In their guiding remarks at the Congress, comrades Pham Thi Thanh Thuy, Member of the Standing Committee, Head of the Provincial Party Committee's Mass Mobilization Department, and Chairman of the Provincial Fatherland Front Committee; and Le Dinh Hai, Provincial Party Committee Member, Secretary of the District Party Committee, and Chairman of the District People's Council, acknowledged and highly appreciated the outstanding achievements of the Fatherland Front at all levels in Tho Xuan district; while also frankly pointing out the limitations in directing and organizing the implementation of the Fatherland Front's work during the past term.

To ensure the continued development of front work, with profound impact and practical results, the comrades proposed that the Fatherland Front at all levels promote its core political role, continue to strengthen propaganda work, and raise awareness among cadres, Party members, and all strata of the people about the cause of national unity, and about the position, role, functions, and tasks of the Vietnam Fatherland Front in the new period. They also suggested continuing to effectively fulfill the role and functions of the Fatherland Front in the current period, mobilizing the people to effectively implement patriotic emulation movements, actively participating in building the Party and the government, and consolidating the political system to become increasingly strong.

Implementing democracy, representing and protecting the legitimate rights and interests of the people, and effectively carrying out social supervision and criticism, in accordance with the spirit of Directive 18 and the regulations of the Party and the State. Regularly coordinating closely with the government at all levels to organize meetings with voters, dialogues, and listen to the people, creating high consensus in the implementation of tasks in the district.

Furthermore, it is necessary to continue innovating and improving the quality of implementing campaigns and patriotic emulation movements in a practical and effective manner, focusing strongly on residential areas; strengthening the role and responsibility of member organizations and the Advisory Board to meet the requirements of the new situation. Continue to encourage people to actively shift the production structure, apply science and technology, and consolidate land to develop large-scale, high-tech agriculture; promote the "One Commune, One Product" program to boost socio-economic development. Continue to propagate and encourage people to participate in the movement to donate land for road expansion to build a comprehensive transportation system, with the goal of transforming Tho Xuan district into a town before 2030.

Continue to do a good job in people-to-people diplomacy, actively promoting the positive image of the people of Tho Xuan in particular and Thanh Hoa in general to develop the tourism economy. Effectively implement Conclusion No. 610 of the Provincial Party Standing Committee on continuing to implement Resolution No. 02 on reforming and improving the quality of activities of the Vietnam Fatherland Front and political and social organizations. In addition, attention should be paid to training and developing a team of cadres at all levels of the Vietnam Fatherland Front who possess moral qualities, practical abilities, scientific working methods, mass mobilization skills, close contact with the grassroots, courage, and the willingness to think, act, speak, and take responsibility, always dedicated and committed to their assigned work.

With the motto "Unity - Democracy - Innovation - Development," the Congress democratically elected 79 members to the Tho Xuan District Fatherland Front Committee, 18th term, 2024-2029. At the first meeting, the 18th term Fatherland Front Committee elected 3 members to the Standing Committee of the District Fatherland Front Committee. Mr. Do Kim Tho, a member of the District Party Committee's Standing Committee, was re-elected as Chairman of the District Fatherland Front Committee, 18th term, 2024-2029. The Congress also elected 13 delegates to attend the 15th Provincial Fatherland Front Congress, 2024-2029.
