The Chairman of the Provincial People's Committee inspected natural disaster prevention work in Yen Khanh and Kim Son districts.

* In Yen Khanh district, the Chairman of the Provincial People's Committee and the delegation inspected the Huu Day dike section through Khanh Phu commune. It is currently being eroded due to the current approaching the foot of the dike. In the immediate future, Yen Khanh district has developed a protection plan; prepared adequate materials, equipment, and human resources to be ready to respond and ensure the safety of the dike. In the long term, the district proposed that the province pay attention to allocating investment funds and upgrading the dike to meet the requirements of disaster prevention and control.

The delegation inspected the construction of Cong Cai Pumping Station in Khanh Phu Commune. Up to now, the contractor has completed about 80% of the work, including the following items: Suction tank, discharge tank, discharge culvert. The station house is currently being completed and waiting for the pump installation. The T1 canal is being dredged, weathered and paved with about 1,700 m of mud, and the construction of culverts on the route is underway. The T2 canal is being weathered and dredged, with about 1,450 m of embankment.

The Chairman of the Provincial People's Committee and the delegation also inspected Cong Do. The project was built in 1982 and is now degraded; many locations are broken, eroded, and leaking through the culvert body; the embankment roofs upstream and downstream of the culvert have sunk and collapsed; the concrete of the valve system has exploded, causing vibration during operation; the concrete structure of the culvert surface combined with the traffic road is very thin and weak, not ensuring traffic safety for people and vehicles passing through the culvert as well as workers operating the culvert.

Through inspecting and grasping the situation of some urgent and key projects and listening to the leaders of Yen Khanh district report on the 2024 disaster prevention plan, Chairman of the Provincial People's Committee Pham Quang Ngoc highly appreciated the locality's initiative in developing the plan early, which is the foundation for the district to proactively prevent and minimize damage when natural disasters occur.

He emphasized: In recent years, the Central Government and the province have paid attention to investing in basic projects of dykes, embankments, culverts, and pumping stations in the area, increasingly meeting the capacity, proactiveness, and readiness to respond to natural disasters.

However, to ensure safety during the rainy and stormy season, he hopes that the district will continue to conduct a general inspection and review of key works at risk of landslides and unsafe operations, promptly develop a plan to handle, overcome, and repair them, meeting urgent requirements in disaster prevention and control.

Particularly for Cong Cai Pumping Station and some irrigation works under construction in the area, he suggested that the district closely coordinate with the investor, creating conditions for the contractor to speed up the progress and ensure quality construction. In addition, coordinate with the Provincial Industrial Park Management Board to soon develop coordination regulations, improve the efficiency of exploitation, management and operation of the Pumping Station to meet the requirements of disaster prevention and control as well as wastewater treatment for the Industrial Park. On the other hand, prepare the "4 on-site" plan, especially the rescue plan, to ensure proactive human resources and equipment to respond when natural disasters occur.

* In Kim Son district, the Chairman of the Provincial People's Committee and the working delegation inspected a number of disaster prevention, search and rescue works such as: Binh Minh 4 sea dike route phase 1, listened to the route plan and investment scale of phase 2; Binh Minh 3 sea dike (section from K12+475 / K13+075); Command center for mobilizing human resources and boats to participate in protecting the sovereignty of sea and islands and search and rescue of the Ninh Binh Provincial Border Guard Command at Con Noi.

According to the report of the professional agency, the Binh Minh 4 sea dike invested in the 2016-2020 period is 6.3 km long with a design elevation of +5.6m and a width of 6.5m. It has now been completed and put into operation. The Department of Agriculture and Rural Development is developing a plan to build a new sea dike connecting and synchronously with the Binh Minh 4 dike (phase I) to the Binh Minh 3 sea dike along the route to Con Noi with a length of about 1.7 km and upgrading the hardened surface of the Binh Minh 4 dike in phase I with a total length of about 6.3 km.

For the Binh Minh 3 sea dike, section from K12+475 / K13+075 in Kim Hai commune, there are longitudinal cracks on about 600 m of the dike surface, affecting the safety of the dike. This is a sea dike, directly affected by ocean waves during storms and tropical depressions, so it needs to be invested in to fix and handle it soon.

In the immediate future, the People's Committee of Kim Son district has developed a protection plan and prepared sufficient materials, equipment, and human resources to be ready to respond and ensure the safety of the dike. In the long term, it is necessary to arrange funds to handle the cracks by the following solutions: Demolition of the concrete surface of the dike, excavation of the dike body in the incident section; compacting the dike body, drilling and grouting to reinforce the dike body and complete the dike surface; planting grass combined with embankment to reinforce the dike foot and dike slope on the field side.

The Provincial Border Guard Command reported to the Inspection Delegation on the progress of the construction of the Command Center to mobilize human resources and ships to participate in protecting the sovereignty of the sea and islands and rescue the Ninh Binh Provincial Border Guard Command at Con Noi.

Accordingly, up to now, the project has completed the construction of basic items, estimated to reach more than 90% of the construction volume according to the approval decision of the competent authority. It is expected to complete the project in the third quarter of 2024. The construction process ensures to meet the requirements of quality, technique, aesthetics, progress, in accordance with current procedures and regulations.

To ensure the needs of living and working when putting the above project into use and performing well for emergency tasks, the unit proposes to add items that are currently not available, such as: road to the command center, gate, surrounding fence; well water and equipment systems in the command house. It is recommended that competent authorities consider approving the policy of establishing an investment project to build auxiliary items and install equipment for the Command Center to mobilize human resources and ships to participate in protecting the sovereignty of the sea and islands and rescue and relief of the Ninh Binh Provincial Border Guard Command.

At the meeting, the delegation also listened to the leaders of Kim Son district report on the district's review and inspection of disaster prevention and control works in the area, and the "4 on-site" plan to proactively respond to extreme weather situations in 2024.

Through on-site inspection and listening to reports from relevant agencies, the Chairman of the Provincial People's Committee acknowledged and highly appreciated the proactive, methodical, and close-knit spirit of the Party Committees and authorities at all levels of Kim Son district and coordinating units in preparing to respond to natural disasters and search and rescue.

He pointed out that Kim Son is a locality that is often affected by extreme weather conditions such as storms, floods, rising sea levels, etc. Therefore, the province has focused on capital to synchronously and solidly build multi-purpose projects to ensure security, national defense, natural disaster prevention, and serve traffic and socio-economic development. Therefore, the district needs to focus on inspection, maintenance, and effective exploitation of post-investment projects to serve economic development, especially the aquaculture economy, contributing to the development of the agricultural sector of Ninh Binh province.

To prepare for this year's storm season, the Chairman of the Provincial People's Committee requested Kim Son district to coordinate with local military units to inspect vulnerable points, in the spirit of "prevention first". Research and propose solutions to handle vulnerable points to ensure long-term, sustainable and effective. For projects under construction, investors and localities must closely follow contractors to monitor and direct construction work in accordance with the design, technical, aesthetic and safety requirements during the storm season.

The Chairman of the Provincial People's Committee also noted that Kim Son district and its coordinating units need to seriously implement the proposed disaster prevention and control plans, including forces, equipment, and evacuation plans when necessary. Ensure that the handling of situations must be safe and accurate, minimizing damage to people and property of the people and the State.
