On the morning of May 23, Prime Minister Pham Minh Chinh chaired an online meeting of the Government Standing Committee with localities on the implementation of the 500kV circuit 3 power line project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen).
Deputy Prime Minister Tran Hong Ha and leaders from various ministries, departments, and localities attended the meeting.
At the Nghe An provincial meeting point, Comrade Nguyen Duc Trung - Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee - presided over the meeting. Attending the meeting were leaders of departments, agencies, and localities through which the 500kV circuit 3 power line project passes.
PROJECT IMPLEMENTATION ON SCHEDULE
According to Vietnam Electricity Group (EVN), the 500kV circuit 3 transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has so far completed land compensation and clearance for 1177 out of 1177 tower foundation locations; handed over the transmission line corridor for 478 out of 513 spans; and 35 out of 513 spans remain to be handed over.
The steel pole supply work has been completed for 667 out of 1177 pole locations, with 510 out of 1177 pole locations yet to be delivered.
Regarding construction progress, to date, foundation casting has been completed for 1162 out of 1177 locations, and construction is underway at 15 out of 1177 locations. 398 out of 1177 pole installations have been completed, and installation is currently underway at 222 out of 1177 locations. Wire pulling has been completed for 10 out of 513 spans, and wire pulling is currently in progress for 7 out of 513 spans.
To complete the project's energization according to the schedule assigned by the Prime Minister, Vietnam Electricity Group (EVN) is aggressively urging construction contractors to focus manpower and machinery on completing the foundation construction, pole erection, and wire laying as committed. They are also urging material and equipment suppliers to expedite the fabrication and transportation of materials and equipment to the construction site for installation.
It is expected that the foundation casting will be completed by May 23, 2024; the pole erection will be completed by June 15, 2024; the installation of insulators, accessories, and wiring will be completed by June 20, 2024; and testing, acceptance, and power connection will take place from June 20-30, 2024.
COMPLETE HANDOVER OF THE LINE CORRIDOR BEFORE MAY 31ST
At the meeting, leaders from nine localities: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh, Hai Duong, and Hung Yen; and leaders from ministries, sectors, and units reported specifically on the progress of implementation, obstacles encountered, plans, and solutions for the future.
Speaking at the meeting, Chairman of the Nghe An Provincial People's Committee Nguyen Duc Trung said that, following the direction of the Prime Minister, Nghe An has coordinated decisively with the investor to carry out land clearance work. To date, Nghe An has handed over 202/202 pole locations and 84/87 anchor spans.
Three sections of the Nam Dan district that have not yet been handed over are facing issues regarding land ownership. The province has agreed with the investor to compensate residents for their property, ensuring that land clearance is carried out on schedule. First, the province will focus on persuading residents to hand over the three sections before May 31, 2024, to ensure the construction site is ready.
In addition, by May 31, 2024, Nghe An province will also complete the compensation plan for the pole locations and anchor points to proceed with compensation payments to the people. The province has agreed on the resettlement location for 18 households and has encouraged residents to rent alternative locations in case the resettlement land cannot be handed over, ensuring that the installation of power lines and energization will not be affected.
According to Chairman of the People's Committee of Nghe An province, Nguyen Duc Trung, to date, 202 out of 202 pole foundation locations have been handed over in the province, with 200 completed and 2 under construction; 54 pole locations have been erected, and 21 are currently being erected.
"Over the past period, the province has directed localities to coordinate with the investor to implement the 'four on-site' principle: mobilizing machinery, labor, materials, and logistics to assist the investor and contractors in construction. In the coming time, Nghe An will continue to focus on supporting the investor and contractors in the work of erecting poles and pulling wires, contributing to ensuring the project is completed on schedule," said Nguyen Duc Trung, Chairman of the People's Committee of Nghe An province.
WITH CLOSE COORDINATION, WE STRIVE TO COMPLETE THE PROJECT ON JUNE 30TH.
Concluding the meeting, Prime Minister Pham Minh Chinh stated that, due to the country's positive economic recovery, the demand for energy is very high. Therefore, more efforts are needed to supply electricity, especially for production and business, particularly during the peak months of June and July.
Emphasizing the commendable and valuable achievements made in the past period, with the high responsibility of ministries, sectors, and localities, the Prime Minister stated that localities from the provincial to the commune level have actively participated; the support and agreement of the people for this key national project are noteworthy.
In particular, the Prime Minister commended the efforts of the Vietnam Electricity Group and the National Power Transmission Corporation; the ministries and agencies also actively participated, and the enthusiastic work ethic of 8,000-10,000 construction workers on the site with the spirit of: "overcoming the sun and rain", "working 3 shifts, 4 teams", "only talking about doing, not talking about turning back", "working through holidays and Tet".
Emphasizing the tasks ahead, Prime Minister Pham Minh Chinh requested a focus on reviewing and directing the production and erection of poles. Local authorities in Ha Tinh, Nghe An, Nam Dinh, Thai Binh, and Hung Yen were urged to accelerate the completion and handover of the transmission line corridor.
Investors are coordinating with local authorities to mobilize sufficient manpower to ensure construction continues on site. Ministries and agencies are actively cooperating to resolve obstacles related to customs clearance.
Vietnam Electricity Corporation is reviewing and rebuilding the critical path of the project, ensuring that the power line installation is completed by June 20, 2024. "We must monitor progress daily and weekly to ensure the inauguration of the 500kV circuit 3 power line before June 30, 2024."
The Prime Minister urged agencies, units, and workers to make greater efforts and show more determination to overcome difficulties in order to complete assigned tasks with the spirit of "only talking about doing, not talking about retreating." Besides accelerating progress, it is necessary to improve the quality of construction, ensure construction safety, and protect the environment.
At the meeting, Prime Minister Pham Minh Chinh assigned specific tasks to ministries, agencies, units, and localities, and requested close, specific, and effective coordination. Local leaders need to continue leading, directing, and supervising projects passing through their areas; ensuring the legitimate rights and interests of people in the project areas.
