Slow change

A field inspection at the construction site of Truong Giang Bridge (Thang Binh district) and some sections of the route in Tien Phuoc district revealed that the construction sites remain deserted and have not yet become bustling following the Provincial Party Secretary's directive from the inspection in March.

According to the Provincial Project Management Board for Investment and Construction of Transportation Works, the project will invest in the construction of approximately 31.5km of roads passing through four districts: Thang Binh, Phu Ninh, Tien Phuoc, and Bac Tra My.

The total investment is over 768 billion VND (equivalent to 34.514 million USD; of which ODA capital from the South Korean Government is 25.474 million USD; counterpart capital is 9.04 million USD).

The project commenced in July 2023 and was expected to be completed in December 2025. However, only about 12.48/31.5km of land has been handed over so far, and the value of work completed has only reached 80/516 billion VND (15.5%).

Within the handed-over site, some construction segments are not continuous and are still obstructed by numerous medium and low-voltage power poles, telecommunication cables, and post-meter power lines (along National Highway 40B). At the Tai Da - Tien Ky section and component 2 (located in Phu Ninh, Thang Binh), the construction unit is facing difficulties with the availability of fill soil.

“The project implementation period under the loan agreement, effective from October 28, 2020 to October 28, 2024, is almost over. Meanwhile, numerous obstacles have arisen in various localities, leading to delays in construction progress.”

"The section passing through Thang Binh district is only 2km long, but there are still many obstacles related to some long-standing shrimp ponds cultivated by local people, the review of the 5% land allocation in Binh Nam commune, and the lack of specific land prices for residential land to apply. In addition, the Nghia Hoa resettlement area project has only been approved as a project, and resettlement arrangements for affected households have not yet been made," informed Mr. Nguyen Van Thuong, Deputy Director of the Provincial Project Management Board for Investment and Construction of Transportation Works.

According to Mr. Nguyen Hung Anh, Vice Chairman of the Tien Phuoc District People's Committee, the compensation and land clearance work for the Central Region Linkage Project has been directed and implemented vigorously by the District Party Committee and the District People's Committee, but the progress has not met the plan. Specifically, for the two communes of Tien My and Tien Phong, 4.8 out of 7 km have been handed over, reaching 69% of the volume, and the handover is expected to be completed in July.

“Some households have raised concerns about the road construction being higher or lower than their houses. Furthermore, the regulations regarding compensation rates and units for cardamom plants are not entirely appropriate. Cardamom is a tropical plant that prefers shade and grows in clumps, making it difficult to accurately count its number. The District People's Committee proposes that the Provincial People's Committee and the Department of Agriculture and Rural Development adjust the compensation rates for cardamom plants to better reflect practical realities,” Mr. Hung Anh said.

Focus on key projects

Mr. Nguyen Thanh Tam, Director of the Provincial Project Management Board for Investment and Construction of Transportation Works, said that a large amount of work remains, and the pressure on construction increases as the project nears completion. The section through Thang Binh is only 2km long, but it may be the last section to be completed due to numerous procedural obstacles.

"The Provincial Project Management Board for Investment and Construction of Transportation Works recommends that the Provincial People's Committee direct localities and departments to focus intensely on compensation and land clearance work to meet the project's progress schedule."

At the same time, we request that the Department of Natural Resources and Environment focus on guiding and resolving local requests regarding compensation and land clearance, and streamlining procedures to coordinate earth filling materials in order to accelerate the construction progress before the rainy season.

Regarding the Department of Agriculture and Rural Development, we propose that they urgently advise on the issuance of a decision to amend the compensation rates for cardamom plants so that localities have a basis for implementing the pricing and publicly disclosing the compensation plan. Units including Quang Nam Power Company, Viettel Quang Nam, and VNPT Quang Nam need to urgently coordinate the relocation of technical infrastructure out of the project construction area,” Mr. Tam said.

Provincial Party Secretary Luong Nguyen Minh Triet said that this is a key project with very important significance for socio- economic development, and localities will directly benefit from the project, therefore it is necessary to fulfill responsibilities to complete it on schedule.

Three months after the last project inspection, local authorities and departments have become more actively involved and focused, but the current progress remains very slow, with little movement seen.

In the coming period, the Department of Construction and the Department of Transport will continue to monitor and coordinate the implementation process, providing maximum support to localities. Telecommunications and electricity companies should urgently relocate technical infrastructure away from the project construction site.

"The Provincial Project Management Board for Investment and Construction of Transportation Projects focuses on closely coordinating with departments, agencies, and localities, paying close attention to project progress, and not 'giving up' just because of delays."

It is essential to be decisive, regularly report on progress, and commit to completing construction on schedule. Strict adherence to the principle of focusing construction wherever land is available is required, ensuring labor safety, traffic safety, and the close coordination of all related tasks.

"Local authorities must uphold a high sense of responsibility for this project, directing the Fatherland Front, mass mobilization agencies, and relevant departments and organizations to participate," instructed Provincial Party Secretary Luong Nguyen Minh Triet.
