Where is the nearly 260 billion VND sports center project going?

At noon on April 5th, we arrived at the national sea dike section passing through Residential Area No. 2, Hai Thanh Ward, Duong Kinh District, Hai Phong City. Amidst vast aquaculture ponds and patches of weeds, the unfinished and desolate project for a training and competition center for shooting and archery (the Sports Center Project) stood there.

According to information from the Hai Phong Department of Planning and Investment, in order to organize the shooting and archery competitions of the 7th National Sports Games in 2014, as well as national and international competitions, on November 30, 2012, the People's Committee of Hai Phong City issued Decision No. 2105/QD-UBND approving the project for a sports center in Hai Thanh ward, Duong Kinh district.

The project covers an area of ​​over 9.3 hectares with a total investment of nearly 256 billion VND. Of this, nearly 206 billion VND comes from the central government budget and nearly 50 billion VND from the Hai Phong city budget. The project was implemented during the period of 2012 - 2015.

The project for a training and competition center for shooting and archery in Hai Thanh ward, Duong Kinh district, Hai Phong city, has been stalled since 2015.

The Department of Culture, Sports and Tourism of Hai Phong (now the Department of Culture and Sports of Hai Phong) was assigned by the People's Committee of Hai Phong City to act as the investor's representative. In 2020, the investor's representative role was transferred to the Hai Phong Urban Development and Civil Construction Investment Project Management Board.

By 2015, the planned completion date for the sports center project, only 7 out of 18 bidding packages had completed 100% of the work, 5 were unfinished, and 6 had not been started.

Subsequently, the project stalled due to a lack of central government funding after the 7th National Sports Congress concluded. To find a solution, the Hai Phong City People's Committee adjusted the implementation timeline from 2011 to 2022.

At the same time, the project area was adjusted down to nearly 4.6 hectares, and the total investment was reduced to nearly 45 billion VND. The investment capital structure also changed, with the central government budget reduced to 25 billion VND and the remaining amount coming from the Hai Phong City budget (nearly 20 billion VND).

The building's structure has just been completed at the Shooting and Archery Training and Competition Center Project in Hai Thanh Ward, Duong Kinh District, Hai Phong City.

Due to complications related to project adjustments, settlement of completed work, capital allocation, and especially the necessity of the project, on December 29, 2021, in Document No. 3824/KHĐT-ĐTTĐGS sent to the People's Committee of Hai Phong City, the Department of Planning and Investment of Hai Phong City made proposals and recommendations related to the Sports Center Project.

On February 21, 2022, the People's Committee of Hai Phong City issued Document No. 1065/UBND-VH1 agreeing with the recommendations and proposals of the Department of Planning and Investment. Specifically, it agreed in principle to permanently halt the implementation of the sports center project in Hai Thanh Ward, Duong Kinh District.

In addition, the People's Committee of Duong Kinh District is tasked with receiving, managing, and protecting the assets and land area that have been cleared within the project's scope after the investor's representative completes the final settlement procedures.

At the same time, the City Department of Culture and Sports is requested to review, learn from experience, and clarify the collective and individual responsibilities in the implementation of procedures for receiving and managing the cleared land and the process of managing and implementing the project.

Local residents hope that Hai Phong City will soon have a plan for land use and the completion of unfinished projects to avoid wasting land resources and budget funds.

Speaking to Nguoi Dua Tin, a representative of the People's Committee of Hai Thanh Ward, Duong Kinh District, Hai Phong City, said that in recent times, the local authorities have regularly sent officials to inspect and monitor the situation to prevent any acts of vandalism against the facilities at the sports center project.

Since 2015, when the project stalled, local residents have been saddened to witness the unfinished, multi-billion dollar constructions falling into disrepair and deteriorating, while valuable land resources are left abandoned.

In early 2022, upon receiving information that the People's Committee of Hai Phong City had agreed to permanently halt the sports center project, local residents became even more hopeful that the city would soon find a plan to utilize the land resources and structures on the land to avoid waste .
