
Online building permit issuance is expected to take a maximum of 10 days.
The National Assembly passed the amended Construction Law, effective from July 1, 2026, except for provisions on certain cases exempt from construction permits, which will take effect at the beginning of next year. Accordingly, the National Assembly assigned the Government to provide detailed regulations on the conditions, documents, procedures, and processes for granting construction permits entirely online, with an expected maximum issuance time of 7-10 days.
This helps reduce time and costs by at least 30%. In addition, the government will introduce regulations increasing the responsibility of design consultants in ensuring construction safety. According to the amended law, the procedure for appraising the implementation of technical designs and construction drawings for construction projects with basic designs will be abolished. Instead, the investor will be responsible for controlling the construction design after approval. Construction projects that do not require permits will also be more relaxed than before, including Grade IV buildings, individual houses under 7 floors with a total floor area of less than 500 m2, and projects that have already had their feasibility studies appraised.
According to the Minister of Construction, the exemption from construction permits is accompanied by strict control measures, such as regulations on notification of commencement of construction projects to provide information and a basis for construction order management agencies.
Construction order management is carried out from the commencement of construction to acceptance and handover, aiming to detect, prevent, and handle violations.
At the same time, incorporating feedback from the National Assembly Standing Committee and delegates, the draft law has been revised and supplemented with a framework for the installation of signage and monitoring equipment at construction sites, public disclosure of information for community participation in monitoring and feedback, and assigning the Government to provide detailed regulations.
