The Ministry of Education and Training is drafting a new circular on the regulations for the high school graduation exam starting in 2025. Compared to the current regulations, the exam for the 2024-2025 school year will have 6 new points.

It is expected that candidates will take 4 subjects, including 2 compulsory subjects (Literature and Mathematics) and 2 elective subjects (from the remaining subjects studied in grade 12, including: Foreign Language, History, Physics, Chemistry, Biology, Geography, Economics and Law Education, Informatics, Technology). Thus, the exam time will be shortened to 3 sessions instead of the current 4 sessions.
This is also the first time that Informatics and Technology (Industrial and Agricultural ) subjects have been included in this exam.
According to the Ministry of Education and Training, the exam is expected to include some new question formats for multiple-choice subjects. Previously, the exam only had one multiple-choice question format. In addition, the differentiation level of the exam will also be enhanced.
Regarding the high school graduation assessment, it is expected that the proportion of assessment results from grades 10, 11, and 12 used will increase to 50%, instead of only using grade 12 results which accounted for 30% as before. This aims to comprehensively assess the abilities of students studying under the 2018 General Education Program.
Candidates with foreign language certificates that meet the requirements will be exempt from this exam, but these certificates will not be counted towards the 10-point graduation assessment as is currently the case.
Another new feature of the exam starting in 2025 is the increased application of information technology and digital transformation in exam organization. For example, all candidates can register online (previously, independent candidates had to submit applications in person), verify personal information, and receive priority points through a digital database.
The arrangement of examination sites and rooms follows the principle of providing maximum support to candidates so they do not have to move to different examination rooms. This includes allowing students from nearby educational institutions to be mixed together to create convenient examination sites; candidates only take the exam in a single room throughout the entire examination period; and prioritizing the arrangement of the same exam for two elective subjects.
According to the Ministry of Education and Training, computer-based testing will be gradually piloted starting in 2027, with a roadmap to widespread implementation after 2030 when conditions are met.
