Hanoi contributes 10% of the total revenue of the IT industry.
On June 27th, the Hanoi Department of Information and Communications organized a conference to implement the " Plan for the Development of Vietnamese Digital Technology Enterprises in Hanoi until 2025" .

Speaking at the conference, Deputy Minister Bui Hoang Phuong remarked that in recent years, Hanoi and localities across the country have made significant contributions to the remarkable development of Vietnam's digital technology industry, making it one of the economic sectors with a huge impact on the overall development of the country. In 2023, the digital technology industry contributed more than 6.5% to GDP.
Consistently ranking among the top localities nationwide in IT and digital technology, in 2023, Hanoi ranked 3rd in the country in terms of revenue in this sector, reaching 327,000 billion VND (approximately 13 billion USD), equivalent to 10% of the total revenue of the national IT industry.
Hanoi ranks second nationwide in the software industry and first in IT service revenue; it has over 7,300 digital technology businesses operating in the city, ranking second nationwide. Notably, Hanoi is the first locality to allow the Department of Information and Communications to establish an IT Industry Chamber.
"This demonstrates the innovative thinking of the leaders of the Hanoi People's Committee and the Department of Information and Communications, and also affirms the role and importance of the digital technology and IT industry in the capital," Deputy Minister Bui Hoang Phuong commented.
Recognizing that Vietnam is facing opportunities to become a leading digital technology industry in the region and the world, Deputy Minister Bui Hoang Phuong recommended that Hanoi seize this opportunity to achieve breakthrough development and lead the country in the field of digital technology industry.

Mr. Nguyen Viet Hung, Director of the Hanoi Department of Information and Communications, emphasized: Developing Vietnamese digital technology enterprises to promote innovation plays a crucial role in realizing the opportunities and potential that digital transformation brings. The city of Hanoi has identified this as an important task for developing the capital's ICT digital economy.
The issuance of the 'Plan for the Development of Digital Technology Enterprises in Vietnam in Hanoi City until 2025' is a concrete implementation, clearly defining the tasks and solutions for developing the four types of digital technology enterprises in Vietnam as outlined in Prime Minister's Directive 01 of 2020 on 'Promoting the Development of Digital Technology Enterprises in Vietnam'.

Informing delegates attending the conference about the highlights of the plan, Mr. Nguyen Anh Viet, Head of the IT Industry Department (Hanoi Department of Information and Communications), said that the plan's three main targets include: developing 10,000 digital technology enterprises; forming 10 groups of digital technology products that are key industrial products of the city; and incubating 10 innovative digital technology startups capable of providing the market with digital technology products and services to serve the development of digital government, digital economy, and digital society in the capital city.
The plan also outlines five general task and solution groups and 17 specific task and solution groups that will be focused on in the coming period to develop Hanoi's digital technology businesses.
"Hanoi has many challenges that require the participation of digital technology businesses."
Within the framework of the conference, a cooperation program on state management of the IT industry for the period 2024-2025 between the Hanoi Department of Information and Communications and the Information and Communications Industry Department (Ministry of Information and Communications) was signed. The three main contents of this program are: Cooperation in developing policies and legal documents; cooperation in developing concentrated IT zones and IT products, solutions, and digital technologies; and cooperation in information sharing and improving professional skills and expertise.

The Hanoi Department of Information and Communications also signed a 'Memorandum of Cooperation on the Development of Digital Technology Enterprises in Hanoi City for the period 2024-2025' with the Vietnam Software and IT Services Association (VINASA); a 'Plan for implementing the Coordination Program on promoting digital transformation and building a smart Hanoi city in 2024' with the Hanoi Information Technology and Telecommunications Association; and a 'Memorandum of Cooperation on the development of digital technology enterprises and promoting digital transformation in small and medium-sized enterprises in Hanoi for the period 2024-2025' with the Hanoi Small and Medium-sized Enterprise Association.
In addition, the Hanoi Information Technology and Communications Training and Consulting Center under the Department of Information and Communications has also signed the "Program for the Coordination of the Development of the Hanoi City Innovation and Technology Business Incubator in the period 2024 - 2025" with VINASA, MISA, and Weangles Fund Management Company to implement the tasks assigned by the Hanoi City People's Committee to the Hanoi City Innovation and Technology Business Incubator.

Evaluating the cooperation agreements signed between the Department of Information and Communications and other units as an important and meaningful activity, Deputy Minister Bui Hoang Phuong also believes that this is a model for the whole country regarding cooperation between relevant parties to promote the development of the IT industry and digital technology.
Affirming that the Ministry of Information and Communications will continue to accompany and support localities and businesses in developing the digital technology industry, Deputy Minister Bui Hoang Phuong also stated that the Ministry of Information and Communications has assigned the Department of Information Technology and Communications Industry as the focal point to coordinate with Hanoi in implementing the contents of the cooperation agreement.
The Deputy Minister requested the Hanoi Department of Information and Communications to advise the city's People's Committee leaders to prioritize resources for the implementation of the plan to develop Vietnamese digital technology enterprises in Hanoi until 2025; and to direct relevant agencies to continue strengthening efforts to attract investment projects from foreign technology corporations.
Associations, organizations, and IT and digital technology businesses in Hanoi are urged to proactively propose breakthrough solutions to help the city take the lead in the development of the IT and digital technology industry.

From the association's perspective, VINASA Chairman Nguyen Van Khoa hopes that Hanoi will act as a "midwife" for digital technology businesses, including startups and established businesses, to promote three key areas: semiconductors, artificial intelligence, and digital transformation – green transformation. Stating that VINASA member businesses will focus on investing in platforms and solutions serving the digital economy and digital society, Mr. Khoa suggested that Hanoi commission and select high-quality digital technology platforms from domestic businesses.
Responding to VINASA's proposal, Mr. Nguyen Viet Hung affirmed that Hanoi has always been a major customer of technology companies, and also stated that the city has many challenges related to digital government, digital citizens, digital society, and digital economy that businesses can participate in and provide products and solutions to address.
