Monitoring the use of public assets, specifically the buildings and land, of Quang Tri Technical College.

This morning, October 4th, the Quang Tri Provincial People's Council Standing Committee's monitoring delegation, led by Vice Chairman Nguyen Tran Huy, worked with Quang Tri Technical College to monitor the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically buildings and land, during the period 2018-2024.

Quang Tri Technical College was established in June 2020 based on the merger and upgrading of Quang Tri Provincial Vocational Training School and Quang Tri Agricultural and Rural Development Vocational Training School.

Previously, Quang Tri Technical College had three campuses, but the campus in Quang Tri town has now been handed over to the Quang Tri Town People's Committee for management. Currently, the college manages two properties (buildings and land) formerly belonging to the Quang Tri Provincial Vocational Training School and the Quang Tri Agricultural and Rural Development Vocational Training School, with a total area of ​​18 hectares. In general, the college has fully complied with regulations on the use of public assets, specifically buildings and land, at agencies, organizations, and units.

However, the main campus at 179 Ly Thuong Kiet Street, Dong Ha City, and the second campus in Gio Linh District have not yet received a decision from the competent authority to transfer the land use rights to Quang Tri Technical College for management as per regulations. Decision 895/QD-UBND of the Provincial People's Committee still recognizes Quang Tri Provincial Vocational Training School as a unit under the Department of Labor, War Invalids and Social Affairs. The actual land area differs from the land area previously managed by Quang Tri Provincial Vocational Training School and Quang Tri Agricultural and Rural Development College. Re-measurement and completion of procedures for registering the land use rights transfer are necessary for effective management and use.

Vice Chairman of the Provincial People's Council Nguyen Tran Huy requested Quang Tri Technical College to fully incorporate the opinions expressed at the working session to revise and finalize the overall report, along with relevant documents on the use of public assets such as houses and land over the years, and submit them to the supervisory delegation.

At the same time, the school needs to proactively coordinate with relevant departments and agencies to carry out procedures for transferring assets and managing the use of land within the institution. It should develop a plan and forecast the training needs and the management and use of public assets such as buildings and land, submitting it to the competent authority for approval and effective implementation in the future.
