This morning, October 1st, a supervisory delegation from the Standing Committee of the Provincial People's Council, led by the Standing Vice Chairman of the Provincial People's Council, Nguyen Chien Thang, worked with the Department of Education and Training (GD&ĐT) to monitor the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically the unit's buildings and land, during the period 2018-2024.

During the period 2018-2024, the Provincial Department of Education and Training was assigned to manage and use 3 office premises, including: the building and land at No. 1, Ta Quang Buu Street, Ward 1, Dong Ha City. Currently, this office has been transferred to the Land Registration Office, under the Provincial Department of Natural Resources and Environment.
The property at No. 2, Ta Quang Buu Street, Ward 1, Dong Ha City. Currently, this building has been transferred to Huong Duong Kindergarten, under the management of the Dong Ha City People's Committee. The property at No. 136, National Highway 9, Ward 1, Dong Ha City. This building is currently managed and used by the Provincial Department of Education and Training, with a total land area of 8,984 m2.
In addition to the administrative offices mentioned above, during the period 2018-2023, the Provincial Department of Education and Training was also assigned to manage 9 properties (houses and land) that are used for public service activities. Currently, 8 of these properties have been transferred to educational institutions for management and use according to Decision No. 3278/QD-UBND.
In addition, the Department of Education and Training is assigned to manage 33 public service facilities. The total number of public service facilities and teacher housing built on land as of July 30, 2024 is 213 facilities, including 20 teacher housing facilities with 131 rooms.
After being handed over and put into use, public assets are fully tracked in accounting records and inventoried according to regulations. The management and use of public assets are always transparent, ensuring efficiency and preventing waste. Annually, inspections are conducted, plans are developed, and recommendations are made to competent authorities to allocate funds for maintenance, repair, and upkeep, contributing to improved efficiency of use.
During the meeting, the Department of Education and Training proposed that the National Assembly and the Government should consider issuing a decree amending, supplementing, or replacing Decree No. 167/2017/ND-CP and Decree No. 67/2021/ND-CP to ensure compliance with the provisions of the 2024 Land Law.
It is proposed that the Provincial People's Council issue a resolution amending, supplementing, or replacing Resolution No. 31/2018/NQ-HĐND dated December 8, 2018; and Resolution No. 100/2021/NQ-HĐND on the decentralization of management and use of school facilities in Quang Tri province to ensure compliance with current regulations and suitability to practical realities. The People's Committees of districts, towns, and cities should pay attention to directing the implementation of planning and supplementing land for educational facilities in their areas to meet the needs of scale development, ensure sufficient conditions for constructing school buildings, and guarantee the required area standards and norms.
Speaking at the meeting, Standing Vice Chairman of the Provincial People's Council Nguyen Chien Thang highly appreciated the achievements of the Department of Education and Training in the management, use, and rearrangement of public assets, including houses and land, during the period 2018 - 2024.
At the same time, it is suggested that the unit should further improve the efficiency of managing, using, maintaining, and upgrading public assets in the coming period to contribute to improving the quality of education. Actively coordinate with the Department of Natural Resources and Environment and relevant district-level People's Committees to promptly resolve difficulties regarding infrastructure for the education sector; closely coordinate with local authorities to scientifically and effectively manage houses and land under the unit's management and use, and update and standardize data in the asset management software in accordance with legal regulations.
