Supervising the management, use, and arrangement of public assets, specifically buildings and land, at the Department of Culture, Sports and Tourism.

This morning, October 9th, a supervisory delegation from the Standing Committee of the Quang Tri Provincial People's Council, led by Vice Chairman Nguyen Tran Huy, held a working session with the Department of Culture, Sports and Tourism to monitor the implementation of policies and laws on the management, use, and rearrangement of public assets, specifically land and buildings, during the period 2018-2024.

According to a report from the Department of Culture, Sports and Tourism, the department and its affiliated units, including the Provincial Traditional Arts Troupe; the Provincial Culture and Film Center; the Provincial Sports Training and Competition Center; the Provincial Library; and the Provincial Center for Relic and Museum Management, currently manage 916,002 ^m² of land and 55,674.6 ^m² of buildings.

To date, the units under the department have basically managed and used the buildings and land in accordance with regulations; they have reviewed and proposed appropriate solutions based on the actual situation, avoiding loss and waste of assets.

The units have been granted land use right certificates and assigned to continue using the land and buildings as per Decision No. 1230/QD-UBND dated May 24, 2024, of the Provincial People's Committee. This serves as the basis for the units to develop plans for using public assets for leasing, joint ventures, and partnerships. Simultaneously, it provides a legal basis for the units to manage and utilize public assets effectively and in accordance with regulations.

Besides the achievements, the exploitation, cooperation, and linkage in the exploitation of public assets by public service units still face difficulties due to high land taxes and the lack of legal basis for assets in some units. The completion of the dossier for transferring land and buildings in Quarter 4, Ward 5, Dong Ha City, is facing obstacles related to land use planning, land use plans, and land acquisition decisions for the implementation of the Project to complete the technical infrastructure of the Square and grounds of the Quang Tri Provincial Cultural and Film Center...

The Department of Culture, Sports and Tourism proposes that the Provincial People's Council consider and approve the transfer of the land plot at 01 Nguyen Binh Khiem Street, Dong Ha City, from the Department to the Provincial Sports Training and Competition Center for management and use. At the same time, it proposes that the Provincial People's Council strengthen supervision of planning and the implementation of land use management according to the plan, and supervise the management of public assets, specifically land and buildings, within the province.

Speaking at the meeting, Vice Chairman of the Provincial People's Council Nguyen Tran Huy highly appreciated the management and use of public assets, including houses and land, by the Department of Culture, Sports and Tourism during the period 2018-2024.

The Department is requested to fully incorporate the opinions expressed at the working session to finalize the overall report to be submitted to the supervisory delegation; proactively coordinate with relevant departments and agencies to carry out procedures for transferring assets and managing the use of land within the unit; and coordinate with relevant localities to effectively manage and utilize public assets, including houses and land under the unit's management, in accordance with the law.
