Progress report on the implementation of the 500kV line project, circuit 3

On the morning of April 9th, the State Steering Committee for National Key Programs, Works, and Projects in the Energy Sector chaired a meeting to review the progress and implementation status of the 500kV circuit 3 transmission line project from Quang Trach ( Quang Binh ) to Pho Noi (Hung Yen).

The conference was held in a hybrid format, combining in-person and online participation. Comrade Nguyen Hong Dien, Member of the Central Committee of the Party, Minister of Industry and Trade , and Deputy Head of the Standing Committee of the Steering Committee, chaired the conference.

Attending the conference at the Ninh Binh provincial venue were leaders from several departments; leaders from Kim Son district and a number of related units.

The 500 kV circuit 3 transmission line project from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) has a total length of 519 km, comprising 4 component projects. As of April 8th, contracts have been signed for 225 out of 226 bidding packages, with only one package for supplying reactors for the Quang Trach-Quynh Luu 500 kV transmission line project still undergoing the re-selection process for contractors. Regarding land clearance for the 4 projects, 1,177 out of 1,177 (100%) tower foundation locations and 252 out of 503 (approximately 50%) anchor spans have been handed over, while 251 out of 503 anchor spans have yet to be handed over.

Regarding construction work: To date, foundation casting has been completed for 512 out of 1,177 locations. 221 out of 1,177 steel columns have been handed over. 79 out of 1,177 steel columns have been erected; 62 out of 1,177 steel columns are currently being erected.

To complete the project's energization on schedule as assigned by the Prime Minister, Vietnam Electricity Group (EVN) and the National Power Transmission Corporation are urgently urging contractors to construct the tower foundations and erect the towers and lay the wires according to the committed schedule. They are also urging contractors supplying materials and equipment to expedite the fabrication and transportation to the construction site for synchronized installation. The goal is to complete the foundation casting by April 30th; erect the towers by May 30th; complete the installation of insulators, accessories, wire pulling, and acceptance testing by June 28th; and energize the project on June 29-30, 2024.

However, the construction work is currently facing some difficulties regarding compensation for land clearance and resettlement; the supply of materials and equipment; and construction work itself…

At the conference, representatives from the localities where the project passes through and relevant ministries and agencies reported on the progress of assigned tasks such as land compensation and clearance, construction support, procedures for changing the purpose of forest land use, etc.; they also raised difficulties, obstacles, and made recommendations and proposals during the project implementation.

In Ninh Binh, the project passes through 11 communes in Kim Son district, with 21 pole locations and a total length of 7.7 km. The project's land use area is 3.79 hectares; 15 households need to be relocated due to the impact of the power line corridor. Recognizing the importance of the project, the entire political system of the province has been involved in its serious implementation. Compensation and land clearance work has been given decisive attention and direction.

By March 31, 2024, the entire land area, including: land for the construction of 21/21 power pole locations; land borrowed for construction site preparation (2.5 hectares), land borrowed for access roads for construction (3 hectares), and all land related to 9/9 anchorage points, had been handed over to the investor and construction unit. Ninh Binh is the first province to fully hand over the land area for the project's construction.

In his concluding remarks at the conference, Minister of Industry and Trade Nguyen Hong Dien assessed that the project still faces some challenges and difficulties, such as many sections where the land has not yet been handed over, while the timeframe is very tight, requiring close coordination among localities. He emphasized the need to continue disseminating information to the people about the significance and importance of the project, creating consensus among the people regarding compensation and land clearance, and ensuring that the construction site is connected to the project no later than April 10th.

We request that the Ministry of Agriculture and Rural Development continue to provide guidance on the implementation of Decree No. 27/2024/ND-CP on the temporary use of forests for the construction of works serving national and public interest power grid projects, so that localities can apply it in land clearance work.

The Minister instructed the Vietnam Electricity Group and the National Power Transmission Corporation to closely coordinate with localities where the project passes through to complete compensation payments for land clearance as quickly as possible, and at the same time, to promptly complete the procedures for selecting contractors to supply equipment, materials, and raw materials to accelerate the project's progress.

The contractor is striving to complete the basic construction work on all project components by June 15th, allowing time for trial operation and technical safety inspection before putting the project into operation on June 30th, 2024.
