Giồng Riềng District (Kiên Giang Province) is undergoing significant development thanks to the effective implementation of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas, giai đoạn 2021 – 2030; Phase I: From 2021 – 2025 (referred to as National Target Program 1719). In particular, Projects 1 and 3 have had a profound impact on the lives of ethnic minorities, significantly improving infrastructure and developing sustainable economic models. On November 5th, the Women's Union of Đăk Hà District (Kon Tum Province) organized the "Communication Initiative Competition on Gender Equality and Prevention and Control of Domestic Violence in 2024". On November 5th, at the Chau Phong Community Culture and Learning Center (Tan Chau town, An Giang province), the Party Committee of the Vietnam Fatherland Front Committee of An Giang province organized a dialogue conference with the Representative Board of the Muslim community (Islam) of An Giang province. Ms. Dang Thi Hoa Ray – Member of the Standing Committee of the Provincial Party Committee, Secretary of the Party Committee, and Chairwoman of the Vietnam Fatherland Front Committee of An Giang province, presided over the conference. According to initial information from the leaders of Lai Chau province, at around 9 am on November 5th, 20 preschool children from a school in Giang Ma commune, Tam Duong district, had to be rushed to Lai Chau Provincial General Hospital suspected of accidentally ingesting rat poison.
Solid infrastructure, sustainable livelihoods.
Project 1, under the National Target Program 1719, was developed to fully meet the basic needs of ethnic minority people in Giong Rieng district, from housing and production land to clean water. Over the past period, with an investment of more than 16 billion VND, Project 1 has quickly proven effective. To date, funding from the project has built 106 houses for ethnic minority households facing housing difficulties, helping many families escape from temporary housing. In addition, four other families have also received land support, creating conditions for them to have stable long-term housing.
In particular, the domestic water supply system has been significantly improved, with 5 water supply stations in communes such as Ngoc Chuc, Ban Tan Dinh, and Long Thanh. These water supply stations not only serve the clean water needs of the people but also contribute to improving the quality of life and community health. In addition, the Project has supported 157 households in changing occupations, giving people new opportunities to become economically self-sufficient.
Besides addressing housing and clean water needs, Project 3 of the National Target Program 1719 also focuses on improving income and promoting the local agricultural strengths through sustainable production models. With a total funding of 164 million VND, the Project has implemented new economic models, such as growing ginger and raising tilapia in cages, bringing clear economic benefits to the people.
These models not only help households increase their income but also minimize risks in agricultural production, especially in the context of complex climate change. Providing support with plant varieties, bio-fertilizers, and fish feed are crucial factors in ensuring the production model is highly effective and sustainable, creating a stable source of income for households.
It is evident that, thanks to timely and effective policies from the National Target Program 1719, Giong Rieng has made significant progress in improving living conditions and raising the material standard of living for its people.
In particular, the poverty rate among ethnic minority communities has decreased significantly, from 1,938 poor households, accounting for 3.65% of the district's total population in 2020, to 670 poor households, accounting for 1.23%, by the end of 2023. This has created strong confidence in long-term changes for the people here.
Towards a prosperous future
In the Resolution at the 4th Congress of Ethnic Minority Representatives of Giong Rieng District – 2024, held last June, Giong Rieng district strives to achieve an average annual economic growth rate of 6.5% in production value and an average per capita income of 62 million VND/year in ethnic minority areas by 2029.
This goal not only demonstrates the determination of the leaders and people of Giong Rieng district, but also reflects the expectation and confidence that the sustainable investment resources of the National Target Program 1719 will create opportunities for the locality and people to achieve the set goals.
In addition, the poverty rate will decrease steadily by 0.5 to 1% each year (excluding those receiving social welfare), ensuring that households have solid or semi-solid housing, eliminating dilapidated and unstable housing. Programs supporting socio-economic development in ethnic minority areas are also committed to disbursing funds on schedule, contributing to improving the quality of life for the people.
Mr. Huynh Van Thai Quynh, Vice Chairman of the District People's Committee, shared that, in order to achieve the above objectives, one of the strategic directions of Giong Rieng district is to build value chains for local agricultural products, with the goal of promoting the consumption of goods through cooperatives and business linkages. The district will continue to support the establishment of cooperatives and expand production models with high economic value, especially products characteristic of the region and products of ethnic minority communities.
“Developing value chains not only helps people increase their income, but also ensures that the district's agricultural products can reach further markets, strengthening connections and increasing consumption. With synchronized support policies on capital, technology, and vocational training, people will gain more knowledge and skills to develop their economy effectively and sustainably,” Mr. Quynh stated, outlining the direction.
Looking to the future, with clear goals and the determination of the government and people, Giong Rieng will continue to transform, becoming a shining example in supporting and developing the socio-economic conditions of ethnic minority areas.
