The investor of Tien Thanh Industrial Park is accelerating the construction progress of infrastructure-related items.

The Tien Thanh Industrial Park project is accelerating infrastructure construction to be completed by the fourth quarter of 2026 and to welcome investors from the beginning of 2027, but progress is still facing difficulties due to land acquisition issues.

The Tien Thanh Industrial Park infrastructure construction and operation project, covering 410.4 hectares with a total investment of over 4,600 billion VND, is being implemented in Tien Lang and Tan Minh communes. The project is invested by Tien Thanh Industrial Park Investment Joint Stock Company and commenced on April 18, 2025.

In the final days of 2025, land leveling and infrastructure construction at the project were accelerated. On the construction site, engineers and workers were mobilized to excavate the road foundations. According to Hoang Minh Hanh, Director of the Tien Thanh Industrial Park Project Management Board (Tien Thanh Industrial Park Investment Joint Stock Company), the unit is simultaneously implementing various items on the more than 119 hectares of land allocated by the City People's Committee. The internal road construction team is carrying out foundation excavation, earth filling, and waterproofing sheeting; the 2.6 km connecting route from National Highway 10 (Vinh Thuan commune) to Provincial Road 354 (Tien Lang commune) is compacting in preparation for laying the base layer.

“The investor has determined that completing the road connecting National Highway 10 in Vinh Thuan commune to Provincial Road 354 in Tien Lang commune will open up a strategic transportation axis, not only shortening the time for transporting goods but also increasing the attractiveness of the industrial park. This is an important factor in creating a ‘pull’ for domestic and foreign investment,” Mr. Hanh emphasized.

Regarding land clearance for the project, after two phases of acquisition, Tien Lang and Tan Minh communes have completed the clearance of 119.5/410.4 hectares (equivalent to nearly 30%). Due to the large area of ​​land to be cleared, the local authorities and the investor have agreed to carry out the process in four phases.

Although construction started in April, according to the investor's representative, the project's progress cannot be accelerated due to insufficient land availability. Besides the 86 hectares cleared and handed over in the first phase, the second phase is currently clearing 32 out of 51.6 hectares. Phases 3 and 4 are in the process of inventorying and developing compensation and support plans.

Specifically, the remaining 19.6 hectares of land from phase 2, which has not yet been handed over, is the location chosen by the investor for the construction of several key technical infrastructure items of the industrial park, such as a wastewater treatment plant and an inland waterway terminal. Therefore, the investor requests Tien Lang commune and the Tien Lang Area Project Management Board to expedite land clearance in this area to avoid affecting construction progress and the attraction of secondary investors.

According to the plan, the infrastructure construction of Tien Thanh Industrial Park is divided into 3 phases. Phase 1, to be completed no later than the fourth quarter of 2026, will involve the investment in infrastructure for 150 hectares to welcome secondary investors in early 2027.

To ensure the availability of land for the project, especially for the construction of technical infrastructure, Mr. Nguyen Khoi, Director of Tien Thanh Industrial Park Investment Joint Stock Company, stated that at the end of August 2025, the investor sent a document requesting the People's Committees of Tien Lang and Tan Minh communes, the Tien Lang Area Project Management Board, and relevant units to expedite the completion of the land acquisition for the remaining 19.6 hectares of land from phases 2 and 3 so that the investor could have the land to simultaneously implement the construction of technical infrastructure. To date, the entire area has not been handed over. Therefore, the investor requests the Tien Lang commune government to expedite land clearance and hand over the land to the investor in the first quarter of 2026.

One of the obstacles affecting the project's construction is the transportation of materials. The road connecting National Highway 10 in Vinh Thuan commune to Provincial Road 354 in Tien Lang commune is currently not open to traffic and is undergoing further expansion. Meanwhile, the main roads in Tien Lang commune are narrow and unsuitable for vehicles transporting project materials. Therefore, the investor requests permission from the City People's Committee, the Department of Construction, and the City Police to use the river route and the road connecting National Highway 10 in Vinh Thuan commune to Provincial Road 354 in Tien Lang commune for transporting machinery, equipment, and construction materials for the project.

The Tien Thanh Industrial Park infrastructure construction and operation project is the first industrial park project in the former Tien Lang district and is expected to contribute to the economic development and growth of Hai Phong city. However, to date, the project's progress has not met the set requirements. To accelerate the project's progress, the People's Committees of Tien Lang and Tan Minh communes are urgently completing the land ownership review, expediting compensation and land clearance work, and handing over land to the investor and construction unit to implement construction and bring the project into operation as soon as possible.

The Tien Thanh Industrial Park Infrastructure Construction and Business Investment Project aims to build a comprehensive and complete industrial park according to green, smart, modern, and environmentally friendly criteria, with synchronized technical infrastructure meeting international standards and quality.

Tien Thanh Industrial Park focuses on attracting investors operating in the following fields: clean industries, FDI enterprises, high-tech industries, supporting industries, manufacturing, etc. It is expected that the industrial park will create approximately 30,000 jobs, contributing to socio-economic development and improving the lives of local people.
