
Accordingly, the Hanoi City People's Committee has instructed the Hanoi City Police to direct commune and ward police to proactively coordinate with the People's Committees of communes and wards to strengthen the monitoring of security and order in their areas, promptly detect potential issues that may disrupt social order and security; implement early preventive measures to prevent incidents from occurring; deploy on-duty forces to proactively handle situations when they arise; assign and deploy personnel to manage and guide traffic in areas prone to traffic congestion and conflicts, ensuring security and order, especially during the days of the rehearsal, preliminary rehearsal, general rehearsal, and official commemorative ceremony, parade, and march.
In addition, it is necessary to regularly maintain public awareness campaigns, disseminate information, and remind people to proactively take precautions against fires and explosions; inspect and review high-risk areas and buildings, areas with large crowds, and areas that are difficult to access; and have plans in place to promptly handle and minimize damage to people and property.
Mobilize and educate the public to avoid participating in social vices; promptly detect, prevent, and strictly handle cases of violations.
The City People's Committee has assigned the Department of Construction to take the lead, in coordination with relevant units, in directing them to implement measures to ensure drainage, prevent flooding, and maintain the drainage system in the city, especially in the areas surrounding the routes where the commemoration, parade, and march will take place, and in the areas where delegates and international guests will stay; to prepare plans, forces, vehicles, and equipment for emergency response and to promptly handle any incidents; and to ensure safety before, during, and after the National Day celebration on September 2nd.
