The document clearly states that, in order to implement synchronously and effectively, without interruption, without leaving any areas vacant, without missing or omitting any cases or tasks, the City People's Committee assigns departments and offices to carry out fire prevention and fighting inspections as assigned; manage facilities, appraise designs, and inspect and accept fire prevention and fighting according to regulations.
The City People's Committee assigned the Department of Construction to coordinate with relevant units to prepare necessary conditions to carry out fire prevention and fighting inspections as assigned by the City People's Committee; carry out facility management, design appraisal, inspection of fire prevention and fighting acceptance, etc.
The Department of Industry and Trade and Hanoi Electricity Corporation organize propaganda, guidance and inspection of compliance with regulations on ensuring safe use of electricity in daily life and production according to regulations.
The People's Committees of communes and wards shall resolutely direct the implementation and report the results of assigned tasks on fire prevention, fire fighting, and rescue in the areas under their management. At the same time, receive the list and management records of facilities listed in Appendix IV of Decree No. 50/2024/ND-CP of the Government currently managed by the People's Committees of communes to continue management according to regulations.
In addition, continue to organize basic investigations, review, and make a list of facilities in Appendix I of Decree No. 105/2025/ND-CP of the Government in the management area under the authority of the People's Committee at the commune level to perform the state management function of fire prevention, fire fighting, and rescue according to regulations.
The City Police shall guide, urge, inspect, and summarize the implementation of the above contents by units and report to the city according to regulations.

Accordingly, departments, branches, sectors; People's Committees of communes and wards continue to closely follow the goals and requirements, seriously, resolutely, effectively and substantially implement the directions of the National Assembly, the Government, the Prime Minister, the City Party Committee, the People's Council, and the City People's Committee on fire prevention, fighting and rescue in the area; especially fully and correctly implementing the provisions of the Law on Fire Prevention, Fighting and Rescue.
City Police; People's Committees of communes and wards (according to assignment and decentralization) promote propaganda, foster knowledge and skills in fire prevention, fire fighting and rescue, combine inspection and guidance on fire and explosion safety conditions for people and establishments at high risk of fire and explosion, minimizing consequences and damage caused by fire and explosion in the area, especially during the current hot weather.
