Hanoi: Many policies to attract and promote talented people

Hanoi City implements many policies to attract and employ talented people to work in agencies, organizations and units.

On October 24, Chairman of Hanoi People's Committee Tran Sy Thanh signed and issued Plan No. 288/KH-UBND of the City People's Committee on implementing Decree No. 179/2024/ND-CP dated December 30, 2024 of the Government stipulating policies to attract and employ talented people to work in agencies, organizations and units of the Communist Party of Vietnam , the State, the Vietnam Fatherland Front and socio-political organizations.

The plan clearly states the purpose of attracting and employing talented people to maximize their capacity, intelligence and creativity to solve key and central tasks, promptly meet the development requirements of society, and contribute to the successful implementation of the goals and development orientations of the Capital.

Based on the development orientation of key sectors and fields of the Government , Hanoi city determines the sectors and job positions that need to be prioritized to attract and employ talented people according to the requirements and assigned tasks in each development stage of the capital.

Attracting and promoting talented people must ensure publicity, transparency, objectivity, correct target, and authority. Those who are attracted and promoted must ensure the standards and conditions for applying policies to attract and promote talented people according to current laws; ensuring the regime and policies for those who are attracted and promoted are based on results, qualities, and quality of work.

The plan clearly states 5 groups of contents that need to be implemented, including: Identifying fields and job positions that need to be prioritized to attract and employ talented people in Hanoi city in the period of 2025-2030; attracting and employing talented people through the form of recruitment into civil servants and public employees; attracting experts, managers, business administrators, leading scientists who are Vietnamese or foreigners; procedures for nominating and recognizing talented cadres, civil servants and public employees; and policies and funding to attract and employ talented people.

Funding for implementing policies to attract and promote talented people is allocated from the state budget according to current decentralization, financial resources of the unit and other legally mobilized sources according to regulations of law.

Agencies, organizations, and units shall implement policies and regimes for attracting and employing talented people in accordance with the regulations of the Government and the City People's Committee. Before November 30 every year, agencies, units, and People's Committees of communes and wards shall report to the City People's Committee on the results of attracting and employing talented people (through the Department of Home Affairs) for synthesis and reporting to the Government and the Ministry of Home Affairs.
