The Hanoi health sector has been focusing all its efforts and decisively implementing a series of groundbreaking solutions to improve the quality of medical examination and treatment and disease prevention.
Many communes and wards have proactively implemented free health check-up programs for residents, demonstrating a strong commitment to the health and safety of Hanoi's people in this new phase.
This is a practical activity aimed at concretizing the spirit of Resolution No. 72-NQ-TW dated September 9, 2025, of the Politburo on some breakthrough solutions in the work of protecting, caring for, and improving the health of the people, and the directives of the Hanoi City Party Committee and People's Committee, towards the goal of strengthening preventive medicine and comprehensive health care.
A positive impression in the hearts of the people.
In order to strengthen the role of grassroots healthcare, consolidate people's trust in the ward's health station, proactively detect diseases early, manage health, and reduce the burden of treatment and costs for people; and above all, to mobilize social resources to participate in the work of caring for people's health and creating health management records for the people, the People's Committee of Cua Nam Ward ( Hanoi ) has developed a plan for periodic health check-ups for residents in the ward in 2025.
According to Trinh Ngoc Tram, Vice Chairman of the People's Committee of Cua Nam Ward, the plan sets out requirements such as: Residents receiving free periodic health check-ups or screenings at least once a year; organizing health check-ups for the people, creating health management records for over 98% of the ward's residents in a thorough, scientific, and effective manner, promptly detecting diseases, and ensuring that those with illnesses receive appropriate treatment advice and referrals.
"We have organized various forms of propaganda and mobilization to raise people's awareness of the benefits of early health check-ups, disease prevention, treatment, and participation in health insurance. The universal health check-up program is implemented for target groups such as children under 5 years old; students at all levels; officials, civil servants, employees in state agencies and social organizations; the elderly; self-employed individuals and other groups...," said Ms. Trinh Ngoc Tram.
Recently, a campaign for comprehensive health check-ups and management for all residents was launched in Tien Thang commune (Hanoi), ensuring that 100% of the local population received free health check-ups and had electronic health records stored for life.

Ms. Pham Thi Ngop (51 years old, Tien Thang commune) shared that she received a comprehensive check-up from doctors, including blood pressure measurement, blood tests, general ultrasound, and screening for liver, kidney, and gynecological diseases… All examination results are stored in a digital system.
"I was told by the doctors that in the future, if I go for checkups at other medical facilities, I only need to bring my citizen ID card and health insurance card because all my examination results are already in the system. If that's the case, it would be really convenient and very necessary, especially for women and children, to detect diseases early and treat them promptly," said Mrs. Ngop.
According to the Tien Thang Commune Health Station, over 60,000 people in 22 villages across the commune have received health check-ups and had electronic health records created, with all results fully updated into the nationwide health management system. This is an important foundation for the commune to build a digital health database, improve the efficiency of health management and consultation. This activity helps to promote the role of grassroots healthcare, enabling early detection of diseases, timely intervention, and contributing to improving the health and quality of life of the people.
A coordinated effort is needed.
According to Pham Hong Diep, head of the Cua Nam Ward Health Station, to ensure that information about free periodic health check-ups reaches all residents, the station has actively coordinated with relevant departments and units to disseminate information. The station also requested that its branches review and update lists of elderly people aged 60-75, self-employed individuals, housewives, etc., ensuring that no one is left out or misses out on the free health check-up information.
"In December, we will be holding follow-up check-ups. For those who haven't been checked yet, we'll ask the Party secretaries and neighborhood group leaders to invite them in person and continue to raise awareness about the importance of check-ups and creating electronic health records for more effective health management," shared Ms. Pham Hong Diep.
According to Bui Duc Tiep, Deputy Director of Me Linh General Hospital, comprehensive health check-ups and management for the entire population is a practical and long-term concern for people's health, a concrete step in realizing Resolution No. 72-NQ/TW of the Politburo, which emphasizes shifting from treatment to prevention and developing grassroots healthcare, applying digital technology, and leveraging the strength of the entire political system to comprehensively care for the health of the people.
In Hanoi, Minh Chau commune is the first locality to implement a comprehensive health check-up program for all residents after adopting the two-tiered local government model. During the health check-up period from July 19th to the end of September 2025, over 6,600 residents of Minh Chau commune received free check-ups and medication in five phases. Phase 1, on July 19th, targeted approximately 1,200 priority groups such as the elderly, families receiving social welfare benefits, and households in difficult circumstances. Subsequent phases (phases 2-5) took place in August and September, organized by residential area to ensure convenience for residents.
Dr. Nguyen Dinh Hung, Deputy Director in charge of the Hanoi Department of Health, emphasized that the free health check-up program for citizens aims to concretize the spirit of Resolution No. 72-NQ-TW of the Politburo and the directives of the Hanoi City Party Committee and People's Committee, towards the goal of strengthening preventive medicine and comprehensive health care. With thorough and decisive preparation and high consensus from the people, the universal health check-up in localities will create a foundation for expansion to other communes and wards in Hanoi...

Dr. Nguyen Dinh Hung also stated that Resolution No. 72-NQ/TW of the Politburo has set very progressive and humane goals. These include, from 2026, people receiving free periodic health check-ups or screenings at least once a year, having electronic health records created to manage their health throughout their lifecycle, and gradually reducing the burden of healthcare costs.
By 2030, people will be exempt from basic hospital fees within the scope of their health insurance benefits according to the roadmap. The ultimate goal is to ensure that all citizens, especially those eligible for social welfare policies, the poor, and vulnerable groups, have access to essential and basic healthcare services without worrying about the financial burden.
With significant population pressure, the Hanoi Department of Health has been planning and advising the Hanoi People's Committee on developing a specific implementation plan in stages, focusing on several key solutions to quickly bring Resolution 72-NQ/TW into practice and help people benefit from social welfare policies.
