Ha Tinh: Many roads serving the construction of the North-South Expressway have not been returned.

After the completion of the North-South Expressway Project in the Eastern part of Ha Tinh province, dozens of roads that were once used as public roads have not been restored. Many roads have been plowed and degraded, posing a potential risk of insecurity, significantly affecting people's lives and socio-economic development.

In Gia Hanh commune, DH32 road is currently seriously degraded, with many ruts, potholes, and holes making it difficult for people to travel. The reason is that during the construction of the North-South Expressway project, heavy-duty vehicles often transport materials through this route.

Mr. Nguyen Van Sy, Thuong Phuc village, Gia Hanh commune, said that the road has been damaged by too many overloaded vehicles, resulting in potholes. People hope that the authorities will soon help restore the road surface for convenient travel.

Sharing the same frustration, Ms. Nguyen Thi Lich (Thuong Phuc village) added that this road was previously paved with flat asphalt, making it very convenient to travel on. However, since the construction of the highway, heavy-duty trucks carrying dirt and rocks have been traveling a lot, causing dust and damage to the road. Not only that, because of the heavy traffic of construction trucks, there have been two accidents.

According to Gia Hanh Commune People's Committee, there are nearly 5 km of road in the area used as a service road for the construction of the North-South Expressway. Up to now, the Thang Long Project Management Board and contractors have only returned about 80% of the committed volume. Notably, there are many sections that were not originally included in the road borrowing contract, but the construction unit still arbitrarily allowed vehicles to run on them, causing serious deterioration of the road surface.

Mr. Dang Anh Tuan, Vice Chairman of Gia Hanh Commune People's Committee, said that there were routes that were not included in the original road borrowing dossier but the construction unit still used them, causing serious damage. The commune has repeatedly submitted reports and worked directly with the Thang Long Project Management Board and relevant agencies to request early return and ensure traffic for the people.

In Truong Luu commune, many roads are in a similar situation. The commune has more than 10 km of road serving the construction of the North-South Expressway; some of which were arbitrarily used by the construction unit outside the scope of the loan contract, causing the road surface to peel and crack, posing a potential risk of traffic accidents. Currently, the contractors have just completed the National Highway 281 and DH36.

As for the DH34 route, according to the initial documents, the contractor only borrowed 1 km to build a public road. However, during the project implementation, the construction unit allowed vehicles to circulate on the entire route. This has led to the current situation where this route has been damaged, degraded, causing traffic safety problems. In this situation, the local government has requested the investor to return it, but so far there has been no agreement between the two parties.

Mr. Nguyen Xuan Tuan, Vice Chairman of Truong Luu Commune People's Committee, informed that when implementing the project, the construction unit only signed a contract to borrow a part of the route, but in reality, vehicles ran the entire route, causing many cracks and peeling. The government has repeatedly requested the Thang Long Project Management Board to promptly repair and return the entire route to stabilize people's lives and develop the economy and society. However, the local government and the construction unit have not yet reached an agreement on returning the entire route.

According to statistics, during the construction of the North-South Expressway project through Ha Tinh , units borrowed more than 150 km of road to make public roads. The delay in returning these routes not only caused resentment among the people, but also directly affected the rural traffic infrastructure and the safety of people participating in traffic.
