
On the afternoon of February 5th, Comrade Le Ngoc Chau, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, chaired a meeting of the Hai Duong Provincial People's Committee to implement the elimination of temporary and dilapidated houses in the province.
Concluding the meeting, Chairman of the Provincial People's Committee Le Ngoc Chau acknowledged and commended the departments, localities, and organizations for their decisive involvement in implementing housing support for policy beneficiary families and the poor in the province. These actions demonstrate the timely attention of Party committees and government authorities at all levels to families entitled to preferential policies and people in difficult circumstances.
The Chairman of the Provincial People's Committee requested that the commencement of support for building new houses and repairing existing ones for people with meritorious service, relatives of martyrs, poor and near-poor households must be completed by early March; and that the support must be finished no later than June 30th.
The Chairman of the Provincial People's Committee requested the Department of Labor, War Invalids and Social Affairs to incorporate all the feedback and contributions from the delegates at the meeting to finalize the direction in the implementation report, ensuring consistency and uniformity from top to bottom, and meeting the set requirements.
The leaders of the Provincial People's Committee and relevant departments and agencies, as well as local authorities, will divide the work according to their respective areas of responsibility to inspect, supervise, and clearly define responsibilities. Local authorities are urged to promptly review and finalize the accurate data on the number of households in need of housing support according to the established criteria. In exceptional cases where there are still remaining households, other sources of support will be used to continue the process.

Regarding funding, the approach is to utilize all available resources from the central government, province, and local authorities, distributing them proportionally to ensure fairness. The Department of Finance will coordinate in developing specific support levels from various sources for each individual house application, preventing waste and corruption.
Local authorities will review and clarify which households can carry out the construction themselves or need manpower support in order to develop the most effective assistance plan and ensure the highest quality for the project.
The Department of Internal Affairs does a good job in organizing emulation and reward programs to promptly recognize the contributions of organizations and individuals.
Provincial media outlets need to step up their efforts to disseminate information about policies, initiatives, and good practices in the movement to eliminate temporary and dilapidated houses to a wider audience.
According to the report from the Department of Labor, War Invalids and Social Affairs at the meeting, Hai Duong province has completed several key tasks to serve as a basis for eliminating temporary and dilapidated houses. Districts, towns, and cities have approved a list of 1,638 households (including 984 households of war invalids and martyrs' relatives, and 654 poor and near-poor households) living in temporary or severely damaged houses that need support. Of these, 782 households need to build new houses and 856 households need house repairs.
The total estimated cost to support the construction and repair of 1,638 houses is 121 billion VND (100 million VND/new house, 50 million VND/repaired house) from central government, provincial, local, and social contributions.
By February 4th, the entire province had mobilized 9.3 billion VND through social contributions to support the movement to eliminate temporary and dilapidated houses in the province. Police, military, women's groups, and youth organizations have pledged tens of thousands of man-days of labor to support the effort.
As of 4 PM on February 5th, localities had started construction on 49 houses and begun repairs on 62 houses.
