The free trade zone is located in non-adjacent locations connected to Dinh Vu - Cat Hai economic zone and the southern coastal economic zone of Hai Phong, with functional areas: Production area, port and port logistics area, logistics center, trade - service area and other types of functional areas according to the provisions of law.

The 3 specific locations of the Hai Phong City Free Trade Zone planning include: Location 1 has an area of about 2,923 hectares, located in the Southern Hai Phong Coastal Economic Zone, in Chan Hung and Hung Thang communes.
This area borders Van Uc River to the North; residential area and urban development land of Hung Thang commune to the West; East Sea and Do Son coastal strip to the South; port area and coastal logistics services to the East.

Location 2 has an area of about 1,077 hectares, located in Dinh Vu - Cat Hai Economic Zone, in Dong Hai ward. The North borders Tan Vu - Lach Huyen bridge and road and Nam Dinh Vu Industrial Park (Zone 1, Zone 2); the South borders the shipping channel to Lach Huyen port and the East Sea; the East borders Lach Huyen deep-water seaport; the West borders Hai An ward - an area developing coastal urban and industrial areas.
Location 3 has an area of about 2,292 hectares, belongs to Cat Hai special zone, within the Dinh Vu - Cat Hai Economic Zone. The East and Northeast borders terminals 1-6 of Lach Huyen port and the railway station connecting Lach Huyen port to the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line; the West borders Tan Vu - Lach Huyen bridge and the mainland of Cat Hai island; the South borders the East Sea.
A free trade zone is an area with defined geographical boundaries, established to pilot specific and superior mechanisms and policies prescribed in Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City.
The operating mechanism, policies and management model of this area are implemented according to Resolution No. 226/2025/QH15 and relevant legal documents.
The Hai Phong Free Trade Zone is oriented to become a new growth engine, contributing to the implementation of Resolution No. 45-NQ/TW of the Politburo on Hai Phong's development to 2030, with a vision to 2045. Aiming to become a regional and international competitive center for production, logistics, trade - services, high technology and finance; promoting high-tech industry, innovation, digital transformation and green growth.
The Hai Phong Economic Zone Management Board is an agency under the City People's Committee, responsible for direct State management of the Free Trade Zone; at the same time, organizing the provision of public administrative services and supporting investment, production and business for enterprises operating in this area.
The development of the free trade zone is implemented according to a roadmap in line with the national socio-economic development strategy and the general planning of Hai Phong city, ensuring consistency, feasibility and efficiency in the implementation process.
