Streamlining the apparatus, accelerating digital transformation
At the Conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025 of the Customs Department, the industry leader said that from the beginning of 2025, implementing Resolution 18-NQ/TW on streamlining the organizational structure, the Customs Department has proactively rearranged the system in a three-level direction including: Department, Regional Customs Branch and Border Gate Customs. By March 15, 2025, the new organizational model officially operated with 12 units and 20 Branches, reducing 53.77% of the number of focal points compared to before, equivalent to 485 units.
In parallel with the organization of the apparatus, the Customs also vigorously implemented Resolution 57-NQ/TW on the development of science , technology, innovation and national digital transformation. In particular, the industry launched the application "Vietnam Customs Data" to help look up import and export information anytime, anywhere; expanded the provision of online public services and exploited population data to reduce verification time.
In addition, operating software such as CCES system, online meetings, automatic work assignment on VNACCS/VCIS have been deployed in many units, contributing to cost savings and improving operational efficiency. In particular, the industry is also researching AI integration to develop chatbots to support users.
Maintain discipline, tighten management against smuggling
The Customs Department has vigorously implemented peak plans, especially during the 2025 Drug Prevention and Control Action Month under the direction of the Government and the Ministry of Finance. As a result, from December 15, 2024 to June 14, 2025, the entire industry detected 8,561 violations, with an estimated value of infringing goods of VND 13,614 billion, contributing more than VND 461 billion to the State budget. Of which, there were 103 drug cases, 110 subjects were arrested, and nearly 2 tons of drugs were seized. In addition to fighting smuggling, the Customs also stepped up post-clearance inspections and specialized inspections. In the first 6 months of the year, the entire sector conducted 452 post-clearance inspections, with a total revenue of over VND309.8 billion for the State budget. Internal inspections and audits also helped strengthen discipline and enhance the responsibility of officials throughout the system.
In the context of increasingly deep integration, the Customs Department has effectively implemented Resolution 59-NQ/TW on international integration. Vietnam Customs continues to be an active member of many international organizations such as ASEAN, WCO, while strengthening bilateral cooperation with the US, China and major economies.
An important milestone is the re-election of the representative of Vietnam Customs as Chairman of the WCO Standing Technical Committee for the 2025-2026 term.
With Resolution 66-NQ/TW - considered the "breakthrough of breakthroughs" in terms of institutions, the Customs sector has completed the review of 25 legal documents for amendment or abolition, and submitted them for timely promulgation to synchronize with the revised Customs Law, which was just passed by the National Assembly on June 25, 2025...
Orientation for the last 6 months of the year: Comprehensive breakthrough
Assigning tasks to the industry in the coming time, Deputy Minister of Finance Bui Van Khang emphasized that 2025 is the finishing year of the 2020 - 2025 period, therefore, the Customs industry must strive to complete and exceed the set targets.
Accordingly, in the last 6 months of 2025, the Customs sector needs to focus on effectively implementing a number of key tasks, linking professional work with the goal of the "Strategic Quad".
Specifically, the Deputy Minister directed the Customs sector to focus on perfecting the institutions in the customs sector in the spirit of Resolutions No. 57-NQ/TW, Resolutions No. 59-NQ/TW, Resolutions No. 66-NQ/TW, Resolutions No. 68-NQ/TW, meeting the requirements of national development in the new era. In particular, reforming the customs institution in the direction of modernization, simplifying administrative procedures in the direction of strongly shifting from pre-inspection to post-inspection.
Along with that, the Deputy Minister requested to continue to enhance the position and role of the Customs sector in state management and goods clearance activities. At the same time, resolutely implement digital transformation, focus on investing in maintaining the automatic goods clearance system; deploy a new project on investing in upgrading the goods clearance system with focus and key points.
At the same time, the Customs sector needs to be determined to complete the task of budget collection, focusing on two groups of solutions.
Firstly, creating favorable conditions for businesses, contributing to increasing taxable import-export turnover through solutions to reform administrative procedures, removing barriers to production, business, import-export activities of businesses. Secondly, collecting correctly and fully, preventing revenue loss, and not letting tax debts drag on.
In addition, Deputy Minister Bui Van Khang directed the Customs sector to continue streamlining the apparatus, improving the quality of cadres and civil servants, in which, paying attention to the anti-smuggling force. Proactively implementing measures to protect internal politics, clean up the apparatus; fight against negativity, waste and corruption.
