Thousands of teachers in Hanoi still waiting for bonuses

While teachers nationwide are delighted with the bonus scheme under Government Decree 73, in Hanoi , thousands of teachers, after a period of petitioning and waiting, have still not received their bonuses or any official response as the Lunar New Year holiday approaches.

Many teachers in Hanoi have yet to receive their bonuses as stipulated in Decree 73.

This afternoon, January 23rd, speaking to a reporter from Thanh Niên newspaper, Mr. Nguyen Van Duong, a teacher at Phu Xuyen A High School, shared: "I can't believe it's true, but today is already the 24th of the lunar month, and there's only one day left." The Lunar New Year holiday is just around the corner. After the holiday, it will be past January 31st. If the city doesn't spend the money, that amount must be returned to the state budget."

Ms. Bui Thi Dung, a teacher at Hoai Duc B High School, also said: "For more than 14 years..." This is the first time I've heard about a Tet bonus from the government . I was so excited. At first, I was so happy to hear the news because I thought that from now on I would have a bonus every year, which would help me raise my three children comfortably.

"But now I see friends and colleagues everywhere boasting about their Tet bonuses of 5-6 million VND. I also see some schools preparing to receive government support to increase their monthly income by several million VND. I'm also a public school teacher, so I don't understand why I'm not among those teachers who benefit from the government's regulations. Many teachers feel the same way as me."

Ms. Vu Thi Huong, from Xuan Dinh High School, also shared her feelings: "We're anxiously waiting, then worried. With only one day left until Tet holiday, we haven't received any money or any decision regarding receiving bonuses according to Decree 73. Why are teachers right here in Hanoi, who are civil servants with no other income besides their salary according to their rank, being treated this way?" "I didn't receive the bonus like my colleagues."

As Thanh Nien newspaper previously reported, more than 500 teachers in Hanoi had written a "letter of appeal" to the city's leaders, requesting them to consider this matter.

This inadequacy stems from the fact that on December 10, 2024, the Hanoi People's Council passed Resolution 46/2024/NQ-HĐND, which stipulates the payment of additional income to officials, civil servants, and public employees working in state agencies, political organizations, the Vietnam Fatherland Front, socio-political organizations, and public service units whose regular operating expenses are covered by the state budget under the management of Hanoi City.

With this resolution, many teachers in Hanoi, under the city's management, will not be eligible to benefit. The reason is that educational institutions currently piloting the ordering of educational services from the 2023-2024 school year are classified as self-financing units.

Typically, autonomous units have their own revenue streams to ensure operation, without relying on state budget funds, depending on the level. However, schools classified as "autonomous in recurrent expenditure" in Hanoi are still guaranteed funding by the state because they are in the pilot phase.

The Department of Education and Training has submitted a plan.

Following feedback from teachers regarding this issue, the Hanoi Department of Education and Training and the Hanoi Department of Finance held a meeting to report to the city on a plan to support educational institutions in piloting the pricing of educational services.

Subsequently, on January 10th, the Director of the Hanoi Department of Education and Training signed Submission No. 82/TTr-SGDĐT, addressed to the Hanoi People's Committee, requesting the drafting of a Resolution on updating the costs of implementing the bonus payment regime as stipulated in Government Decree No. 73 and the costs of additional income payments as stipulated in Resolution No. 46 of the City People's Council, using a simplified procedure.

The report from the Department of Education and Training states: "In order to create a source of funding to implement the bonus scheme and the additional income expenditure for educational institutions implementing the pilot program of ordering services based on educational service prices, the issuance of a Resolution on updating the costs of implementing the bonus scheme into the educational service prices issued in Resolution No. 19/2024/NQ-HĐND dated October 4, 2024, of the City People's Council is 'extremely necessary.'"

Following the Hanoi Department of Education and Training's submission of the aforementioned proposal, thousands of teachers are anxiously awaiting and hoping that the updated resolution, if issued as requested by the Department of Education and Training, will be a timely and significant source of encouragement for education officials in the area.

Hanoi currently has 119 high schools under the management of the Department of Education and Training that are classified as "autonomous in recurrent expenditure." In addition, 30 districts each have approximately 3-9 schools from preschool to junior high school selected for piloting the ordering of educational services. It is estimated that at least 200 schools will be affected.
