In line with the government's reform policy and after four years of implementing the National Concentrated Trade Promotion Program, the Ministry of Industry and Trade proactively reviewed and submitted to the Government for promulgation Decree No. 128/2024/ND-CP amending and supplementing a number of articles of Decree No. 81/2018/ND-CP dated May 22, 2018, detailing the Law on Commerce regarding trade promotion activities.
Effective from December 1, 2024, the new decree has reduced and simplified all 10 administrative procedures related to promotions and trade fairs. Of these, 5 out of 7 forms of promotion no longer require notification of the promotion.
For example, promotional activities such as discounts and gift giveaways will no longer require administrative procedures. Thus, it is projected that hundreds of thousands of administrative procedures related to promotions will be abolished annually, reducing compliance costs for businesses by over 90% and decreasing the number of administrative procedure applications related to promotions by 90% annually.

At the launch ceremony of the "National Concentrated Promotion Program 2024 - Vietnam Grand Sale 2024" on December 2nd in Hanoi , Ms. Le Thi Hong Nhi - Deputy General Director of External Communications and Sustainable Development of Unilever Vietnam International Co., Ltd. - expressed her gratitude to the Ministry of Industry and Trade for the changes in administrative procedures related to promotions. In particular, Decree 128, amended in October, has significantly simplified many administrative procedures related to promotional programs. Businesses hope for more administrative procedure reforms to be implemented in the future to create more favorable conditions for business operations.
According to Ms. Nhi, the macro economy is showing many bright spots, however, the growth rate of the retail industry is still not as expected. The national concentrated promotion program of the Ministry of Industry and Trade is very meaningful and expected by retail enterprises like Unilever. The program will be a boost, promoting the development of retail business activities in the last months of the year, especially during the Tet season.
Deputy Minister of Industry and Trade Nguyen Sinh Nhat Tan shared that, in recent times, the Ministry has strengthened trade promotion activities associated with promoting the building of Vietnamese brands, implementing synchronously and decisively solutions to develop the domestic market, stimulate consumer demand, diversify forms of purchasing and promotion, and boost production, business, and circulation activities, contributing to the recovery and development of the country's economy as directed by the Government.
The Ministry of Industry and Trade issued Decision No. 2245/QD-BCT dated August 21, 2024, on organizing the "National Concentrated Promotion Program 2024 – Vietnam Grand Sale 2024" from December 2-31, 2024, nationwide.

Sharing about the program, Mr. Le Hoang Tai - Deputy Director of the Trade Promotion Department, said that Vietnam Grand Sale 2024 is built and implemented on the basis of creating a "special season" in 2024 so that all businesses in all economic sectors and industries in Vietnam can proactively build and implement promotional programs. In particular, the maximum value of goods and services used for promotion can reach up to 100% depending on the business's choice, instead of being limited to 50%.
Businesses will therefore proactively develop promotional programs with diverse and attractive content and formats to provide customers and consumers with more opportunities to access quality goods and services at reasonable prices.
"The Ministry of Industry and Trade believes that, with the support of localities, industry associations, businesses, and especially tens of millions of Vietnamese consumers, the 2024 national concentrated promotion program will help maximize the recovery of the domestic market to increase total retail sales of goods and consumer service revenue in the latter part of the year, contributing to maintaining high economic growth," Mr. Le Hoang Tai expressed.
