Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang informed about the policy of organizing the Ho Chi Minh Cultural Space in the Ben Nha Rong area, and using the land of the Government Guest House at 1 Ly Thai To as a park at the Conference summarizing 50 years of Ho Chi Minh City literature and arts held on October 18.

At the conference, many artists and intellectuals contributed ideas on focusing on developing appropriate cultural and artistic institutions for Ho Chi Minh City.
Secretary of the City Party Committee Tran Luu Quang informed that the Standing Committee of the City Party Committee has a policy to stop the housing project in the Ben Nha Rong area to expand the Ho Chi Minh Cultural Space. The remaining area, the City Party Committee plans to make a park combined with expanding Nguyen Tat Thanh Street and developing other public services.
Nha Rong - Khanh Hoi port area has an area of about 31 hectares, and was once managed and used by a unit under the Ministry of Transport (formerly).
On this land, there are mainly factories, offices, warehouses, wharves and some buildings used by other units.
Implementing the port relocation policy, Ho Chi Minh City has allowed the conversion of the port's function into a housing project.
By 2017, the Ho Chi Minh City People's Committee approved a business to implement a housing project called Nha Rong - Khanh Hoi complex including a commercial center, 3,116 apartments, a school and a medical station.
However, due to legal problems and related projects on the land, the housing project has not been deployed or implemented for nearly 10 years.

Golden land of Government Guest House becomes park
Secretary of the City Party Committee Tran Luu Quang also affirmed that the land plot at 1 Ly Thai To will become a park. This project has a strategic investor participating in the investment.
This land will be turned into a multi-purpose park where cultural and artistic activities can take place. A monument will be placed in this park to commemorate people who died from COVID-19 in the city.
Land plot No. 1 Ly Thai To used to be the residence of Uncle Hoa's family, who was known as the "king of real estate" in old Saigon.
After 1975, the above land and housing area was used as a Government Guest House managed and used by the Ministry of Foreign Affairs. This land was used for joint ventures and associations but was cancelled.
Land plot No. 1 Ly Thai To is a "golden" land with 3 frontages Ly Thai To - Hung Vuong - Tran Binh Trong. This land plot is about 37,000m2 wide, inside there are 7 old villas abandoned for many years.

This land has been abandoned and degraded for many years. The villas inside, the front of the guest house, the gate, the fence... are all in a state of deterioration and damage. The sidewalk outside has for many years become a place for illegal dumping of rubbish, garbage, street vendors, and defecation...
Feeling saddened by the "golden" land lying fallow, over the years, residents and voters of Ho Chi Minh City have repeatedly sent petitions to the authorities of Ho Chi Minh City and the Central Government, requesting to auction the land to collect budget revenue or to find a more effective use plan such as building a commercial center or cultural works.
Recently, the Ministry of Foreign Affairs transferred the land to the Ho Chi Minh City People's Committee for management.
