According to Mr. Nguyen Van Ky, Secretary of the Party Committee of Bhalêê commune, immediately after the Standing Committee of the Tay Giang District Party Committee issued the Decision approving the Project to establish the commune office, and based on the organizational structure and job positions of the commune office proposed by the Steering Committee 1868, the Party Committee of Bhalêê commune directed and seriously implemented the personnel plan, assigning the correct and sufficient number of civil servants and non-specialized personnel to participate in the commune office according to the plan to advise and assist the Party Committee, People's Council, and People's Committee of the commune, and assigning specific tasks to each member of the team.

The Bhalêê commune office team consists of 11 people, including 7 civil servants and 4 part-time staff. The team leader is also the Party Secretary, and there are two deputy team leaders (one in charge of Party affairs and one in charge of government affairs).

According to Mr. Ky, the establishment of a shared office model at the commune level is appropriate and has resolved difficulties for Party committees and localities in the process of directing, managing, and implementing tasks.

First, the overlapping of responsibilities between the Party Committee, People's Council, and People's Committee of the commune can be resolved by assigning a shared office department to arrange a suitable work schedule, preventing situations where meetings take place at the same time with all commune leaders in attendance.

"In particular, in conducting transactions with citizens and businesses, procedures have been streamlined; shortening the travel time for citizens and businesses, because previously there were tasks that required interaction with both the Party Committee Office and the People's Council-People's Committee Office of the commune, meaning people had to travel to two places," Mr. Ky noted.

According to Mr. Luu Van Khuong, Deputy Head of the Standing Committee of the Tay Giang District Party Committee's Organization Department, not only Bhalee commune, but also the remaining communes have implemented the model of a shared commune-level office, which has basically proven effective, suitable to the practical situation, and meets the requirements for advising on and carrying out the regular tasks of the commune Party Committee, People's Council, and People's Committee.

Overcoming overlapping directives; reforming many procedures, steps, and processes in document handling. Streamlining work processes under a single point of contact facilitates leadership and guidance by the Party Standing Committee and administration by the government, especially in advisory work, preventing delays and omissions.

"However, after 5 years of implementation, some communes have encountered many difficulties. Some office staff are not yet familiar with the work, as they have to handle official documents from both the Party and the government simultaneously, leading to confusion, especially in advising on and drafting leadership and guidance documents."

"Some units have assigned members inappropriately; in some places, they are grouped together but still perform tasks as before. The qualifications and capabilities of civil servants and non-specialized personnel assigned to work in commune offices are limited; they lack experience in research, consultation, and synthesis..." - Mr. Khuong said.

Mr. Zoram Buon, Permanent Deputy Secretary of the Tay Giang District Party Committee, stated that based on the positive results achieved, the District Party Committee Standing Committee unanimously agreed to continue implementing the commune office model in all 10 communes.

Mr. Zoram Buon said: “In the coming time, the Party committees of the communes need to do a good job of rearranging, assigning, and redistributing the team of civil servants and non-specialized positions to operate effectively and efficiently. The district should consider and guide the personnel structure of the commune offices, ensuring policies and regulations according to the State, while also focusing on training commune officials in office work skills.”
