According to the Ho Chi Minh City Department of Education and Training, nearly 90 educational institutions have had to review and explain their actions due to violations in the implementation of procurement packages for assets and equipment.
Specifically, the principal of Gia Dinh High School submitted a report explaining and compiling a list of individuals involved who were required to write self-criticism reports regarding the failure to properly store accounting documents and records, resulting in their loss or misplacement.
The principal of Le Hong Phong Specialized High School submitted a report explaining the situation and compiling a list of individuals involved who were required to write self-criticism reports regarding their failure to comply with directives on procurement and bidding, resulting in the misuse of funds as per regulations.
Director of the Vocational Training and Technical Education Center, Le Thi Hong Gam, submitted a report explaining and compiling a list of individuals involved to write self-criticism reports regarding their failure to comply with directives on procurement and bidding, resulting in the procurement not being carried out as required.
In addition, 66 units failed to ensure the necessary documentation for developing socialized revenue collection plans.
(Specifically, the following high schools: Trung Vuong, Tran Dai Nghia, Tenlerman, Giong Ong To, Thu Thiem, Le Quy Don, Nguyen Trai, Nguyen Huu Tho, Hung Vuong, Tran Khai Nguyen, Mac Dinh Chi, Nguyen Tat Thanh, Binh Phu, Le Thanh Ton, Tan Phong, Luong Van Can, Ta Quang Buu, Nguyen Thi Dinh, Nguyen Van Linh, Phuoc Long, Long Truong,…).
23 high schools were criticized for inadequate equipment maintenance and usage, including: Binh Phu, Giong Ong To, Thu Thiem, Tran Khai Nguyen, Mac Dinh Chi, Le Thanh Ton, Tan Phong, Thu Duc, Cu Chi, Binh Tan, Phu Nhuan, Han Thuyen, etc.
The incident took place in 2013.
The Ho Chi Minh City Department of Education and Training stated that the aforementioned violations by the schools are related to the "procurement of equipment for high schools" package under the project "popularizing and improving English language proficiency for high school and vocational students in the city".
This contract was implemented in schools on December 24, 2013, which was 11 years ago.
Thus, the incident involves principals, accountants, and several other individuals from the schools 11 years ago. Specifically, it concerns the purchase of interactive whiteboards, with the supplier being Tien Bo Quoc Te Joint Stock Company (AIC).
According to the Ho Chi Minh City Department of Education and Training, the timing of the procurement package's implementation at the end of the fiscal year (the Ho Chi Minh City People's Committee only issued document 6915/UBND-VX on December 24, 2013, regarding the implementation of the procurement package for equipment for high schools), has led to some difficulties.
At the end of 2022, the Ho Chi Minh City Department of Education and Training established a team to inspect the implementation of procurement packages for assets and equipment of units under the department. This included the aforementioned package.
The conclusion document of this inspection by the Ho Chi Minh City Department of Education and Training states:
"Due to the long implementation period of the contract, most of the heads of departments and accountants directly involved in the contract execution have changed within the unit. This has created many difficulties in collecting all the required documents for the inspection team."
Therefore, only 89 out of 90 units have submitted reports and supporting documents; one unit, Gia Dinh High School, is missing the documents due to loss.
Le Hong Phong High School for the Gifted purchased interactive whiteboards but did not adhere to the policy of 50% socialized funding, instead using 100% of the budget for the purchase.
The Le Thi Hong Gam Vocational Training and Technical Education Center did not organize and implement the procurement of interactive whiteboards as required.
66 out of 90 units have not yet developed a plan for organizing socialized collection (to serve as a basis for collecting 50% of the cost of purchasing interactive whiteboards).
23 out of 90 units maintaining and using interactive whiteboards did not meet standards (as of the inspection date at the end of 2022, which is 9 years after the schools purchased the interactive whiteboards).
Was the violation due to improper procurement?
Speaking to Tuoi Tre Online , a leader of the Ho Chi Minh City Department of Education and Training affirmed: "The violation committed by the principal of Le Hong Phong High School for the Gifted in 2013 was failing to implement socialized procurement when purchasing interactive whiteboards as stipulated by the Ho Chi Minh City People's Committee."
The principal of Gia Dinh High School committed a wrongdoing by losing records. The director of the Vocational Training and Technical Education Center, Le Thi Hong Gam, committed a wrongdoing in 2013 by failing to purchase interactive whiteboards.
Upon reviewing the implementation of the aforementioned contract, the heads of these three units in particular, and nearly 90 other units in general, were found to have committed no other financial irregularities.
