The old five-story apartment complex, consisting of nine blocks, is located in Group 13, Tan Thinh Ward, Hoa Binh City. According to the reporter's observations, the exteriors of the nine blocks are unpainted, covered in moss and mold, and the concrete pillars are cracked, exposing the steel reinforcement.

The walls of the house are peeling and cracked in many places, creating a messy appearance and posing many risks to the residents living there.

Locals say the building, which has been in use for over 40 years and houses hundreds of families, is deteriorating rapidly.

Water seeps from the upper floors down to the lower floors, especially the bathrooms, because each family has made repairs according to their own needs, causing the building to deteriorate quickly.

Mr. Tran Van Trung, a resident of building A1 in the apartment complex, said that the building is not strictly managed, damage is not repaired promptly, everyone repairs it in their own way, anyone can fix it however they want, drilling and demolishing freely, leading to the building becoming deformed and creating a messy scene.

Reportedly, the residential complex was built and put into use in 1978, and was formerly the residence of tunnel drilling and machinery installation workers at the Hoa Binh Hydropower Plant. Currently, more than 260 households here are mainly retired workers from the hydropower plant.

Mr. Tran Van Trung added that this residential complex is being divided into small clusters of residents and is under the management of Hoa Binh Housing and Construction Investment and Development Joint Stock Company.
