On December 27th, the Lam Dong Provincial People's Committee announced that it had issued a document assigning the Department of Internal Affairs to take the lead and coordinate with the Department of Finance, relevant agencies, localities, and units to study Resolution No. 263/2023/NQ-HĐND of the Provincial People's Council on policies to attract and support human resource development, in order to implement it in accordance with regulations.
Lam Dong province has its own policies to support and attract skilled human resources.
According to the regulations in Resolution 263 mentioned above, the recruitment policy applies to those recruited or appointed as civil servants and public employees in Lam Dong province who possess appropriate academic titles, degrees, and university-level training.
These human resources will receive monthly financial support equivalent to 80% of their current salary plus leadership allowance and seniority allowance (if any), for a period not exceeding 5 years, and a one-time payment.
Specifically: professors (not over 50 years old): 500 million VND/person; associate professors (not over 50 years old): 400 million VND/person; PhDs, specialist doctors level II, specialist pharmacists level II (not over 50 years old): 250 million VND/person.
Master's degree holders in fields and specialties relevant to the job position being recruited; Level I specialist doctors, resident doctors, Level I specialist pharmacists (not exceeding 40 years old): 150 million VND/person. University graduates in fields and specialties relevant to the job position being recruited (not exceeding 35 years old): 80 million VND/person.
Those recruited must commit to working in Lam Dong for 10 years.
The workforce attracted under this policy will be supported in finding housing for rent, lease-to-own, purchase of social housing, or rental of public housing based on relevant legal regulations.
In addition to age requirements, the person being recruited must also possess good political and moral character, not be subject to disciplinary action or criminal prosecution, or be subject to any administrative sanctions.
These human resources must be recruited and appointed as civil servants or public employees in accordance with current regulations and must commit to working at agencies and units under the management of Lam Dong province for a full 10 years.
Those who attract support will be assisted in resolving issues related to renting, lease-to-own, purchasing social housing, or renting public housing according to regulations.
During the committed employment period, those receiving the incentive policy must repay the one-time support payment if they unilaterally terminate their employment contract, quit their job, resign, are dismissed due to disciplinary action, request a transfer outside the province, fail to meet the requirements during their probationary period, or fail to complete their duties for two consecutive years.
