State Treasury operations are running smoothly after organizational restructuring.

(Baothanhhoa.vn) - From July 1, 2025, the entire State Treasury system will officially operate under a new organizational model, suitable for 34 provincial-level administrative units. Specifically, the State Treasury has reorganized 20 regional State Treasuries and no more than 350 transaction offices. Some units have had their organizational structure adjusted to conform to the new provincial and commune-level administrative boundaries. Simultaneously, the organizational structure, functions, tasks, and key personnel at these units have also been refined.

According to Decision No. 2020/QD-BTC dated June 11, 2025, of the Ministry of Finance on amending and supplementing a number of articles of Decision No. 385/QD-BTC dated February 26, 2025, regulating the functions, tasks, powers, and organizational structure of the State Treasury, from July 1st, the State Treasury Region X, comprising Thanh Hoa and Nghe An provinces, will be renamed State Treasury Region XI. Its headquarters will be located in Hac Thanh Ward, Thanh Hoa Province. Implementing the policy of organizing the apparatus in the direction of "lean - efficient - strong - effective - efficient - effective," the organizational structure of State Treasury Region XI includes 10 functional departments for advisory and operational work and 27 transaction offices, of which Thanh Hoa has 14 transaction offices and Nghe An has 13 transaction offices.

With a high sense of responsibility, the working atmosphere at the headquarters of the State Treasury Region XI and its affiliated transaction offices is serious, expeditious, and in accordance with procedures. The work ethic of officials and civil servants is maintained, ensuring smooth handling of administrative procedures without any delays or interruptions. Mr. Nguyen Van Khanh, Head of the Inspection Department, who previously worked at the former Nghe An State Treasury and is now working at the headquarters of the State Treasury Region XI in Hac Thanh Ward, Thanh Hoa Province, stated: “Despite the significant changes in organizational structure amidst the increased workload, working far from home with difficult commuting and living conditions, we recognize the importance, the urgency, and the requirement to avoid disrupting work and affecting the operations of organizations and individuals. Therefore, all officials, civil servants, and employees of the State Treasury Region XI immediately began carrying out their duties, ensuring that all activities proceed normally, the system runs smoothly, and meets the needs of state budget revenue and expenditure for units in the two provinces of Thanh Hoa and Nghe An.”

Under the direction of the State Treasury and the close and decisive attention of the leadership team of the State Treasury Region XI, along with the thorough and meticulous preparation, determination, and unity of officials and employees, the operation of transaction offices in Thanh Hoa and Nghe An provinces has been smooth, stable, and safe. It is known that, prior to this, to serve the two levels of local government, the State Treasury Region XI coordinated with the finance agency, the revenue collection agency, and other units to successfully manage the settlement process; reconcile deposit account data and budget accounts according to regulations; and require investors to pay attention to and properly implement new regulations related to the payment of investment capital from the Government, ministries, and sectors, as well as documents from the State Treasury Region XI. Reviewing and comparing payment data, urging investors to complete advance payment procedures, and finalizing investment capital settlements for completed projects according to regulations... On the other hand, the State Treasury Region XI also directed and supported professional departments and transaction offices in data conversion, serving the organization of local governments at two levels; focusing on operational management, checking the operation of information technology application programs, and regularly monitoring the operational status of equipment systems and communication infrastructure... In particular, transaction offices have closely coordinated with revenue collection agencies in the area to focus on fully, promptly, and accurately accounting for revenue for all levels of the budget; actively coordinating electronic bilateral collection and payment with commercial banks, minimizing the use of cash in transactions with the State Treasury; and controlling state budget expenditures is also carried out strictly and flexibly as directed.

After more than two weeks of operating the two-tiered local government system, the transaction offices of the State Treasury Region XI in Thanh Hoa and Nghe An provinces have been operating stably, without interruption, meeting the development requirements of the system and localities. The unit has continued to focus on promoting digital transformation, especially transactions with budget-using units conducted through online public services, electronic payments, and cashless transactions, ensuring smooth operation. All revenue and expenditure of the unit are processed quickly and without interruption, especially with online public services. This has created favorable conditions and reduced time and costs for state budget-using units as well as contractors.

In addition, the State Treasury Region XI continues to effectively carry out its political tasks, disseminating and thoroughly explaining to cadres and Party members the importance of the organizational restructuring revolution. It organizes the implementation of legal documents, strategies, plans, programs, projects, and schemes related to the management of the State budget and other State financial funds. It conducts propaganda, dissemination, and legal education on the areas under the management of the State Treasury Region; manages the assigned State budget and State financial reserve funds according to legal regulations. It guides and implements the payment and disbursement of State budget expenditures and other allocated capital sources within its management area according to legal regulations; and performs the duties of the State Chief Accountant. Furthermore, it strengthens the inspection of the activities of the advisory, support, and transaction offices of the State Treasury Region. It handles citizen reception and resolves complaints and denunciations. Handling violations of the law within the scope of the State Treasury's state management authority or recommending that competent authorities handle them in accordance with the law. Preventing and combating corruption and negative practices, and practicing thrift and preventing waste in the use of assets and funds allocated according to the law. Focusing on modernizing the State Treasury's operations; managing funds allocated from the State budget and assets allocated according to the law...

Along with organizational restructuring, the State Treasury system in Region XI also aims to improve the quality of treasury services, promote modernization, and reform administrative procedures. This not only helps reduce the workload but also contributes to building a professional State Treasury system, better meeting the requirements of all levels of government and transaction clients; ensuring no disruption to work or impact on citizens, businesses, and budget-using units.

Organizing the State Treasury under the new model is a crucial task to ensure effective, efficient, and effective operation. The stable operation from the very first days of the new organizational model demonstrates the determination of the officials and employees of the State Treasury Region XI to successfully complete all tasks assigned by the Central Government and the two provinces of Thanh Hoa and Nghe An, building a professional system that meets the requirements of reform and modernization.
