In 2024, People's Councils at all levels closely followed the leadership of the Party committees, fulfilling their functions and duties in accordance with the law, programs, and plans, ensuring quality and efficiency, contributing to socio-economic development and national defense and security. The Standing Committees of People's Councils at all levels actively improved and innovated management and administration; enhanced supervision; successfully organized People's Council sessions; and effectively maintained regular meetings and Standing Committee conferences. The quality of drafting and issuing resolutions has been continuously improved. Coordination between the Standing Committees, People's Council Committees, the People's Committees, the Standing Committee of the Vietnam Fatherland Front, and relevant agencies has been close and timely, effectively addressing emerging issues. Activities related to voter outreach, citizen reception, and the handling and follow-up of citizen complaints and denunciations have been effectively directed and implemented. The Standing Committees of the People's Council actively and proactively coordinated closely to improve the quality of reviewing draft resolutions. The delegate groups and individual People's Council delegates demonstrated a strong sense of responsibility in fulfilling their roles and responsibilities as elected representatives.

In 2025, People's Councils at all levels will continue to innovate and improve the effectiveness of their operations. Emphasis will be placed on improving the quality of sessions at People's Council meetings; ensuring the quality and effectiveness of resolutions drafted and issued by People's Councils, meeting the requirements of socio-economic development, national defense and security, and the restructuring of two-level administrative units. The quality of supervision and surveys between People's Council meetings will be enhanced. Standing Committee meetings of the People's Council will be organized in accordance with the law, promptly addressing tasks within their authority; and high-quality explanatory and questioning sessions will be held to resolve prominent and pressing issues in state management. The quality and effectiveness of citizen reception, voter outreach, and the handling of complaints and denunciations will be improved.
At the conference, the leaders of the Legal Affairs Committee of the Provincial People's Council disseminated and explained the new regulations on: the organization and operation of the People's Council according to the Law on Organization of Local Government No. 65/2025/QH15; some new contents according to the draft amendment of the Law on Organization of Local Government; the issuance of legal normative documents by the People's Council and People's Committee according to the provisions of the Law on Issuance of Legal Normative Documents No. 64/2025/QH15; and some new contents according to the draft Law on Election of National Assembly Deputies and People's Council Deputies (Amended). The leaders of the Culture and Social Affairs Committee disseminated the main contents of Joint Resolution No. 72/2025/NQLT/UBTVQH15-CP-ĐCTUBTWMTTQVN dated February 20, 2025, of the Standing Committee of the National Assembly - Government - Presidium of the Central Committee of the Vietnam Fatherland Front, detailing the organization of voter outreach by National Assembly deputies and People's Council deputies at all levels.

Delivering a guiding speech at the conference, the Vice Chairman of the Provincial People's Council highly appreciated the achievements of the People's Councils at all levels in 2024; and requested that the People's Councils at all levels continue to closely adhere to the viewpoints, policies, and guidelines of the Party, the laws and policies of the State, and the goals, orientations, and development plans of the locality; while also promoting a high sense of responsibility, self-reliance, self-improvement, proactive adaptation, flexibility, innovation, and determination to successfully complete the assigned political tasks. Emphasis should be placed on improving the quality of People's Council sessions, especially in the drafting and promulgation of People's Council resolutions, ensuring compliance with legal regulations, high feasibility, and responsiveness to the tasks in the new situation, particularly the work of reorganizing administrative units at two levels; and regularly monitoring and urging the implementation of the Provincial People's Council resolutions. Regarding supervision and surveys between sessions of the Provincial People's Council, attention should be paid to selecting supervision topics that are focused and targeted, contributing to resolving existing problems and limitations in the implementation of resolutions of the Provincial People's Council, mechanisms, policies, legal regulations, and state management. The Standing Committee, committees, delegate groups, and each delegate of the Provincial People's Council should always be attentive and promptly grasp the situation at the grassroots level; effectively promoting the role and responsibility of elected representatives, representing the aspirations and will of the people...
