Online conference to implement the 2024 work plan of the Government and local authorities.

On the morning of January 5th, Prime Minister Pham Minh Chinh chaired a virtual meeting of the Government with localities to summarize the work of 2023 and implement the work of the Government and local authorities for 2024.

Attending the conference were comrades: Vo Van Thuong, Member of the Political Bureau, President of the Republic; and Vuong Dinh Hue, Member of the Political Bureau, Chairman of the National Assembly.

Attending the conference at the Thai Binh branch were Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council; members of the Provincial Party Standing Committee; leaders of the Provincial People's Committee; and representatives from various departments and agencies.

Reporting on the direction, management, and implementation results of the socio-economic development plan for 2023; and the key directions, tasks, and solutions for 2024, Deputy Prime Minister Le Minh Khai affirmed: Despite facing many difficulties in 2023, with the decisive involvement of the entire political system, the socio-economic situation continued to recover and achieved many important results in various fields. Economic growth for the whole year reached 5.05%, placing it among the high-growth areas in the region and the world. The average annual consumer price index increased by 3.25%. The monetary and foreign exchange markets remained basically stable, with interest rates decreasing by about 2% compared to the end of 2022. The agricultural sector was a bright spot, continuing to be a solid pillar of the economy; in 2023, it grew by 3.83%, the highest in the past 10 years. The service sector grew by 6.82%, and total retail sales of goods and consumer service revenue increased by 9.6%. Industry recovered rapidly quarter by quarter, with an annual growth of 3.02%. State budget revenue exceeded the forecast by 8.12%, while tax, fee, and land lease exemptions, reductions, and extensions totaling nearly 194 trillion VND were granted. Total import and export turnover for the year reached 683 billion USD, with a trade surplus of approximately 28 billion USD. Energy and food security were ensured. Total social investment increased by 6.2% compared to 2022. Disbursement of public investment capital is expected to reach 95% of the plan. Cultural and social development was prioritized; resource management, environmental protection, disaster prevention and control, and climate change adaptation were strengthened; and efforts to combat corruption, negative practices, waste, and the resolution of complaints and denunciations, as well as national defense and security, were enhanced. Foreign affairs and international integration were strengthened and were a highlight of 2023.

At the conference, delegates focused on studying the following reports: an assessment of the socio-economic situation in 2023; the situation and results of implementing Government Resolution No. 01/NQ-CP on key tasks and solutions for implementing the socio-economic development plan and state budget estimates in 2023; the situation of implementing key tasks and solutions to improve the business environment and enhance national competitiveness in 2023; a review of the Government's leadership and management in 2023; the situation of implementing the economic restructuring plan for the period 2021-2025 in 2023; the results of implementing the project on developing data applications on population, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030; and administrative reform in 2023. The report covers the results of inspection work, citizen reception, handling of complaints and denunciations, and prevention and control of corruption and negative practices in 2023, as well as the main directions and tasks for 2024; the situation regarding the implementation of the Government's program for drafting laws and ordinances and issuing detailed regulations for the implementation of laws and ordinances in 2023 and the tasks for 2024; and the results of assigned tasks and the situation regarding the drafting and submission for promulgation of detailed regulations under the Government's authority in 2023.

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized: 2024 is projected to present more difficulties and challenges; therefore, all levels, sectors, and localities need to closely adhere to the conclusions and resolutions of the Central Committee, the National Assembly, and the Government, concretizing them to effectively implement the theme for 2024, which is "Discipline and responsibility, proactive and timely action, accelerated creativity, and sustainable efficiency," with five key commitments: overcoming difficulties and challenges in all fields; ensuring that no one says "no," no one says "difficult," and no one says "yes" without acting; protecting officials who dare to think and act for the common good; thinking truthfully, speaking truthfully, acting truthfully, achieving real results, and ensuring that the people truly benefit; removing difficulties, promoting production and business, and ensuring that people and businesses enjoy the benefits and policies; and striving to achieve the best possible results in 2024.

The Prime Minister also agreed with the six guiding principles for governance in 2024, which are: thoroughly understanding and strictly implementing the Resolution of the 13th National Party Congress and the resolutions of the Party, the National Assembly, and the Government; focusing on proactive, flexible, and effective governance, with close, synchronized, and harmonious coordination among policies; closely monitoring the practical situation and promptly responding to emerging issues; tightening discipline and order; promoting decentralization, decentralization of power, administrative procedure reform, digital transformation, and the prevention and fight against corruption and negative phenomena; ensuring that cultural development is placed on par with economic, political, and social development; ensuring political and social stability; strengthening national defense and security; building an independent and self-reliant economy associated with proactive and comprehensive international integration; and maintaining a peaceful and stable environment for rapid and sustainable development.

Regarding the tasks for 2024, the Prime Minister requested prioritizing the promotion of growth, maintaining macroeconomic stability, controlling inflation, and ensuring the major balances of the economy; vigorously and comprehensively implementing strategic breakthroughs effectively; focusing on effectively restructuring the economy in conjunction with innovating the growth model towards green and sustainable development, developing the digital economy, green economy, circular economy, and emerging sectors; strongly developing cultural and social fields, ensuring social security, and improving the material and spiritual lives of the people; strengthening resource management, protecting the environment, prioritizing the allocation of resources for disaster prevention and mitigation, and responding to climate change; reviewing and improving institutions, mechanisms, policies, regional linkages, and promoting regional economic development; consolidating and strengthening national defense and security, and ensuring social order and safety. Strengthening the fight against corruption, negative practices, and waste; continuing to comprehensively promote foreign relations and international integration; and enhancing information and communication work to create social consensus.

For localities, the Prime Minister requested that they accelerate the disbursement of public investment capital and national target programs right from the beginning of the year; focus on resolving obstacles related to preferential mechanisms and policies, legal procedures, and land clearance; resolutely remove difficulties for production and business, increase the capacity to absorb capital; focus on resolving obstacles within their authority, without shirking or avoiding responsibility; pay attention to ensuring social security and people's lives; organize a joyful, healthy, safe, and economical Tet holiday for the people, ensuring that no one is left without a Tet celebration...
