DNVN - Prime Minister Pham Minh Chinh has instructed the Ministry of Science and Technology to urgently decide, within its authority, on the establishment of a National Center for Startup and Innovation Support in Da Nang City.
Resolution 136/2024/QH15 of the National Assembly on the organization of urban government and piloting some specific mechanisms and policies for the development of Da Nang City will take effect from January 1, 2025. In Notice 417/TB-VPCP (dated September 13), the Government Office stated that Prime Minister Pham Minh Chinh requested relevant ministries, agencies, and Da Nang City to urgently, proactively, and resolutely organize the implementation to ensure the timely and effective deployment of the mechanisms, policies, and tasks assigned by the National Assembly in this Resolution.
Prime Minister Pham Minh Chinh chaired a working session with the Standing Committee of the Da Nang City Party Committee on September 1, 2024.
In this regard, the Ministry of Science and Technology is tasked with urgently deciding, within its authority, on the establishment of the National Innovation Startup Support Center in Da Nang City, in accordance with the conclusions of the Prime Minister at the working session of the Standing Committee of the Government with the leaders of Da Nang City (Notice 02/TB-VPCP dated January 4, 2022, of the Government Office).
The Ministry of Industry and Trade and the Ministry of Science and Technology shall study and address the proposal from Da Nang City regarding the construction of a regional industrial support center and the expansion and upgrading of the Biotechnology Center to serve research and development in the South Central region, and report to the Prime Minister on any issues beyond their authority (if any).
The Ministry of Education and Training is researching and developing a plan to train high-quality human resources for Da Nang City; to be completed in the fourth quarter of 2024. The Ministry of Labor, Invalids and Social Affairs is developing a plan for vocational training and skills upgrading related to emerging industries (semiconductor chips, artificial intelligence, cloud computing, etc., and new growth drivers such as digital transformation, green transformation, and circular economy); to be completed in December 2024.
Prime Minister Pham Minh Chinh also requested that by December 2024, the Ministry of Science and Technology complete the research and development of a plan to promote scientific and technological research, innovation, and the flexible and effective application of the achievements of the Fourth Industrial Revolution; and the Ministry of Information and Communications complete the research and development of a plan for the production of IT products, semiconductor chips, artificial intelligence, and cloud computing.
For Da Nang to achieve rapid, comprehensive, harmonious, and sustainable development in the coming period, Prime Minister Pham Minh Chinh requested the city to implement three pioneering breakthroughs, leading the way. Firstly, it must contribute to perfecting the socialist-oriented market economy institutions, especially by mobilizing resources outside the state budget to develop strategic infrastructure.
Secondly, it involves innovation and the flexible application of the achievements of the Fourth Industrial Revolution to the specific conditions of Da Nang, thereby focusing on developing the digital economy, green economy, circular economy, knowledge economy, sharing economy, and night-time economy.
Thirdly, we must be pioneers in decentralization and delegation of power, coupled with resource allocation and improved implementation capacity; accelerate administrative reform, especially the reform of administrative procedures, reducing compliance costs and harassment for citizens and businesses; and build a clean, proactive, innovative, and self-sacrificing workforce, especially leaders.
"At the same time, Da Nang must have a clearer understanding of its role, position, potential, and importance; more clearly define its mission as an important leading force, a pioneer in breakthroughs, and a development hub for the Central and Central Highlands regions and the whole country," Prime Minister Pham Minh Chinh's conclusion emphasized.
