(Haiphong.gov.vn) – On the afternoon of September 4, the Ministry of Agriculture and Rural Development held an online meeting with ministries, departments, branches and localities to deploy responses to storm No. 3. Minister of Agriculture and Rural Development Le Minh Hoan chaired the meeting.

According to the National Center for Hydro-Meteorological Forecasting, at 10:00 a.m. on September 4, the center of storm No. 3 was located at about 19 degrees North latitude; 117.5 degrees East longitude, in the eastern sea of ​​the North East Sea, about 730 km east of Hainan Island (China). The strongest wind near the storm center is level 12 (118-133 km/h), gusting to level 15, moving in the West Northwest direction, about 10 km/h. It is forecasted that from the afternoon of September 4 to 6, storm No. 3 may reach a very strong storm level in the northern sea of ​​the North East Sea, with strong winds reaching level 14, gusting to level 17 near the storm center.

According to a quick report from the Ministry of Agriculture and Rural Development, by 6:30 a.m. on September 4, more than 50,000 vehicles/219,000 people had been counted and instructed to know the developments and direction of storm No. 3 to proactively move to avoid it, of which 557 vessels/3,703 people were operating in the North East Sea and Hoang Sa archipelago. Rice production in the North and North Central regions still has 15,000 hectares of summer-autumn rice in the ripening stage, it is necessary to concentrate all resources to harvest with the motto "Green at home is better than old in the field"; about 998,000 hectares of winter-spring rice are in the growing stage, it is necessary to mobilize all resources to dredge canals, clear the flow, drain water early, avoid flooding when heavy rain occurs.

For Hai Phong city, in the face of the complicated developments of storm No. 3, on September 3, 2024, the City People's Committee issued Official Dispatch No. 1968/UBND-TL; on the morning of September 4, the Chairman of the City People's Committee issued Official Dispatch No. 05/CD-CT directing sectors, localities and units to urgently carry out storm prevention tasks. Previously, the City's Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense issued Official Dispatch No. 27/CD-PCTT-TKCN&PTDS dated September 3, 2024 on storm prevention. Also on the morning of September 4, Vice Chairman of the City People's Committee Nguyen Duc Tho and the Standing Committee of the City's Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense inspected the construction work on sea dyke line I (Duong Kinh district), Huu Thai Binh dyke (Vinh Bao district).

Currently, the situation of tourists staying in Cat Hai district is that 4,345 tourists (1,692 international tourists, 2,653 domestic tourists) staying in Cat Ba have been informed about the storm's developments. Do Son district currently has about 200 tourists staying in the area, who have been informed about the storm's developments.

According to the report of the Hai Phong Border Guard Command, by 9:00 a.m. on September 4, 2024, they had coordinated to count and notify 1,794 vehicles/5,219 workers, 173 rafts/285 workers; 24 watchtowers/14 workers that were operating and anchored about the storm's developments to proactively prevent...

At the same time, the Minister requested localities to closely monitor the developments of the storm; strictly implement Official Dispatch No. 86, dated September 3, 2024 of the Prime Minister, absolutely not be subjective, negligent, must proactively prepare plans, strengthen communication of response measures and skills for people; timely information between localities and the National Steering Committee for Natural Disaster Prevention and Control as well as with ministries, branches, units and localities to handle situations; continue to prepare carefully with the goal of not causing human casualties and minimizing property damage... Localities review and deploy measures to ensure safety for tourism, aquaculture and fishing activities at sea, estuaries and along the coast; Resolutely evacuate people on cages, aquaculture watchtowers to safe places before the storm directly affects them; proactively decide to ban fishing boats, transport ships, tourist boats, etc. from going to sea.

Speaking after the online conference ended , Vice Chairman of the City People's Committee Nguyen Duc Tho requested that based on the plan for natural disaster prevention, control and search and rescue as well as the city's directive documents on responding to storm No. 3, departments, branches, units and localities uphold their sense of responsibility, absolutely not be negligent or subjective; urgently review and have a plan to overcome the rain; check and review to ensure safety for degraded apartment buildings, works under construction, industrial parks, etc.

The Vice Chairman of the City People's Committee assigned the Department of Agriculture and Rural Development to inspect and reinforce dike and irrigation works; continue to review and grasp the number of people and vehicles operating on rivers and at sea; urge localities and units to organize the protection of agricultural and aquatic production... The Department of Construction directed the Drainage Company to review the drainage system in the city, have a plan to overcome flooding in urban areas; trim trees; and at the same time notify construction units to have a plan to ensure safety for works and assets. The Department of Transport coordinates with sectors, units and localities to review anchorage areas and works under construction on sidewalks. The Department of Information and Communications proactively updates information to people as quickly as possible; reviews and checks antenna and transmission towers. The Department of Industry and Trade prepares a plan to supply electricity and prepare food supplies for people. The Department of Health has a plan to prevent and control epidemics after the storm... The city's military command and the police consulted with the city's Party Committee and People's Committee to promptly have a plan to support the people, ensuring security and order before, during and after the storm. The Hai Phong Economic Zone Management Board focused on reviewing construction works under construction... For Cat Hai, Bach Long Vy and Do Son districts, proactively count ships and boats to anchor safely. The inland waterway port authority needs to strictly manage vehicles in the management area. The Maritime Port Authority informed ship owners to have a plan for safe anchoring. Cat Bi airport proactively reviewed and had a plan for appropriate flight ban time...
