Affirming Hanoi's pioneering role in implementing digital transformation

Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen chaired the Conference of the Steering Committee for Management of Organizational Apparatus and Staff of Hanoi City .

At the conference, Vice Chairman of the Hanoi People's Committee Ha Minh Hai, on behalf of the Party Committee of the Hanoi People's Committee, presented a report on the request for approval to classify district-level administrative units in Hanoi; reported on the pilot project to establish the Hanoi City Public Administration Service Center; and reported on the proposal to establish the Urban Technical Infrastructure Management Board under the Hai Ba Trung District People's Committee.

Delegates attending the conference contributed many ideas to effectively implement the projects and thereby meet the tasks of the Capital in the current period.

After listening to the opinions and concluding remarks, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen highly appreciated the careful preparation of the Steering Committee members throughout the process of building and completing the projects. Thereby, contributing to realizing the major policies of the Hanoi Party Committee in promoting decentralization and delegation of authority; focusing on digital transformation, towards building a smart city.

Vice Chairman of the City People's Committee Ha Minh Hai presented a report at the conference.

Noting the role and importance of the pilot project to establish the Hanoi Public Administration Service Center, the Standing Deputy Secretary of the City Party Committee emphasized that the project was built to aim at improving the quality of administrative procedure settlement to serve people and businesses. Thereby effectively implementing the Central Government's directives and affirming Hanoi's pioneering role in implementing digital transformation.

Taking note of the comments of the Steering Committee members on the proposed location of the City Public Administration Service Center and regulations on the functions and tasks of the Center, the Standing Deputy Secretary of the City Party Committee suggested that during the implementation process, it is necessary to focus on reviewing so that when put into operation, the functions and tasks of the Center do not overlap with the functions of the departments.

The Standing Deputy Secretary of the City Party Committee also noted the issue of selecting high-quality human resources with knowledge of information technology to work at the Hanoi Public Administration Service Center. At the same time, he proposed to clarify the specific mechanism to attract talents to work at the center. Along with that, develop a specific plan so that when the City Public Administration Service Center officially operates, the settlement of administrative procedures to serve people and businesses during the transition process will still be effective and uninterrupted.

The Head of the Steering Committee for Management of the City's Organization and Personnel also proposed to strengthen the control of administrative procedures and to do a good job of propaganda for the people and businesses. In addition, he boldly proposed to invest in the most modern technologies so that the City's Public Administration Service Center can operate effectively when it officially comes into operation.

Emphasizing the necessity of establishing an Urban Technical Infrastructure Management Board under the Hai Ba Trung District People's Committee, Standing Deputy Secretary of the City Party Committee Nguyen Thi Tuyen said that the establishment of the Management Board aims to share the huge workload that Hai Ba Trung District is undertaking. At the same time, she requested that the Party Committee of the City People's Committee direct Hai Ba Trung District to soon complete the project to report to the City.

Regarding the Proposal for approval of the classification of district-level administrative units in Hanoi, the Standing Deputy Secretary of the City Party Committee noted that Hanoi is a special urban area and also a special provincial-level administrative unit. From the specific role and tasks of the capital, the Standing Deputy Secretary of the City Party Committee suggested that the Party Committee of the City People's Committee review and consider each district, town, and city; assess the impacts when implementing to report to the Standing Committee and the Standing Committee of the City Party Committee for consideration in accordance with regulations.
