Ho Chi Minh City shortens preparation time to start construction of two large bridges in January 2026
The Ho Chi Minh City People's Committee requested the Department of Finance to coordinate with Masterise Group to review and shorten the entire preparation process to ensure that Phu My 2 Bridge and Can Gio Bridge simultaneously start construction on January 15, 2026. This is the conclusion of Vice Chairman of the City People's Committee Bui Xuan Cuong at the meeting on November 26 on the progress of investment research for Group A projects.

Regarding Phu My 2 Bridge, the City leaders requested the Department of Finance to promptly complete the documents according to the issued policy, meeting the conditions for starting construction as planned. The project proposed by Masterise is about 16.7 km long, with a scale of 6 lanes for motor vehicles and 2 lanes for non-motorized vehicles, with a total estimated capital of more than 21,000 billion VND.
The Can Gio Bridge was assigned to the Department of Construction to complete two investment options, including public investment or PPP based on Masterise's proposal. The project is 7.3 km long, has a clearance of 55 m, and a capital of more than VND 11,000 billion. When completed in 2028, it will replace Binh Khanh ferry, creating a strategic connection axis for the coastal area.
Regarding Thu Thiem 4 bridge, the City requested the Department of Construction and the Department of Planning and Architecture to receive opinions from the Ministry of Construction and complete the implementation plan under the PPP form.
BCG Energy starts construction of 4,758 billion VND waste-to-energy plant
The People's Committee of Tay Ninh province and BCG Energy started construction of the Tam Sinh Nghia Waste-to-Energy Incineration Plant in Tan Tay commune on November 28. The project is considered a strategic waste treatment project of the province, solving the pressure of waste which has increased sharply with the speed of urbanization, when the new area after the merger generates about 800 tons of household waste per day and the current treatment system does not meet the requirements.

The project consists of two phases, with a total investment of VND4,758 billion, applying SUS technology - Hitachi Zosen Vonroll currently operating in many urban areas with high environmental standards. Phase 1 processes 500 tons of waste/day, generating 10 MW/h of electricity; Phase 2 increases capacity to 1,500 tons/day, generating 30 MW/h of electricity, aiming to become one of the most modern waste-to-energy plants in the Mekong region.
BCG Energy affirmed that the project not only effectively treats waste but also provides clean electricity. Vice Chairman of Tay Ninh Provincial People's Committee Nguyen Minh Lam assessed this as an important highlight in the green development strategy, helping to increase waste treatment capacity, reduce greenhouse gas emissions and promote the circular economy , and committed to creating conditions for the project to be completed on schedule.
DEEP C Quang Ninh has 3 new projects with a total investment of more than 242 million USD
At the Conference on Promoting Investment in Science, Technology, Innovation and Digital Transformation Development 2025, Quang Ninh granted decisions to three new projects in DEEP C Industrial Park with a total capital of more than 242 million USD. Of which, Chanh River Port 3 has a capital of 149 million USD, planned to receive ships up to 50,000 tons, contributing to the completion of seaport infrastructure according to the target by 2030.

Eva Limited's metal and plastic production project has a capital of 55 million USD, with a capacity of 273.5 million products per year. The enterprise is committed to applying advanced technology, automation and AI, meeting environmental standards and the needs of the OA industry production chain moving into Vietnam. The third project, invested by IKD Holding 12 PTE.LTD, has an investment of more than 38 million USD, building 6 factories and warehouses for rent with an area of more than 65,000 m².
The three projects are in line with Quang Ninh’s orientation to develop an innovative ecosystem, attract high technology, supporting industries and a circular economy. DEEP C leaders assessed that the province is creating special attraction thanks to its complete infrastructure, leading investment environment in the country and effective support from the government. To date, DEEP C has attracted more than 8 billion USD with more than 170 active projects.
Proposal to assign the Ministry of Construction to study investment in the Moc Chau - Son La City expressway
The People's Committee of Son La province proposed that the Prime Minister assign the Ministry of Construction to prepare a pre-feasibility study report and organize investment in the Moc Chau - Son La City expressway in the period of 2026 - 2030. This is a section of the Hanoi - Hoa Binh - Son La - Dien Bien expressway (CT.03), 105 km long, expected to be public investment, with a total capital of about 22,262 billion VND from the central budget.

The expressway starts at Km85+300, connects with the Hoa Binh - Moc Chau expressway, passes through many communes and wards of the province such as Van Son, Doan Ket, Tan Yen, Yen Chau, Mai Son and ends at National Highway 4G, Chieng Mai commune. Son La proposed to build a 4-lane scale with synchronous auxiliary works, implemented in the period 2026 - 2030.
The project is expected to complete the CT.03 route, increase inter-regional transport capacity, connect the economic and political center with the Northwest, industrial zones and national tourist areas. The new route also expands development space, strongly exploits the service and tourism potential of Son La, contributing to achieving the goal of 5,000 km of expressway nationwide by 2030.
Quang Tri implements National Highway 15D project phase I
Quang Tri has approved the investment project of National Highway 15D from My Thuy Port to Cam Lo - La Son Expressway with a total capital of 1,940 billion VND, belonging to the group of key traffic projects of the province. The project is invested by the Department of Construction, using the central budget and 340 billion VND from the provincial budget for site clearance and resettlement, to be implemented in the period of 2025 - 2027.
The goal is to gradually complete Route 15D, connecting with Laos' National Highway 15B, the Thailand-Myanmar road system, creating an East-West economic corridor from the East Sea through La Lay border gate. When completed, the route will connect with the Eastern North-South Expressway, National Highway 1, the North-South railway and the coastal road, creating regional connectivity and promoting the development of the marine economy, urban areas and coastal tourism areas.
Vice Chairman of the Provincial People's Committee Le Duc Tien said the project is a lever to exploit the advantages of My Thuy port, opening a new development direction for the province. Currently, the design documents are being completed, and site clearance work is being carried out with 65 affected households. The province aims to start construction by the end of this year or early 2026.
Signing a credit contract of 6,750 billion VND to expand the Ho Chi Minh City - Long Thanh expressway
VEC, Vietcombank and Agribank have signed a credit contract worth VND6,750 billion for the project to expand the Ho Chi Minh City - Long Thanh section of the Ho Chi Minh City - Long Thanh - Dau Giay Expressway. The loan has a term of 20 years, with a two-year grace period, helping VEC secure funding to complete the project by the end of 2026 as directed by the Prime Minister.

The participation of two state-owned commercial banks in arranging capital is considered to create a stable financial foundation, while spreading the mechanism of mobilizing social resources for strategic infrastructure. Previously, VEC was assigned as the project's governing body and designated Vietcombank as the focal point for arranging capital. The project has a total investment of nearly VND15,000 billion, implemented in the form of public investment with central budget capital and capital mobilized by VEC.
The project, which started on August 19, 2025, plays a key role in connecting Ho Chi Minh City with Long Thanh Airport, meeting the increasing transportation demand, reducing travel time and promoting regional economic development. VEC is requiring the contractor to work in three shifts continuously, and coordinate with the Ho Chi Minh City and Dong Nai authorities to resolve site and material problems, to ensure the progress and quality of the project.
VDB arranges 105,000 billion VND for EVNNPT to implement transmission projects
EVNNPT and VDB have signed a cooperation agreement to arrange capital for nearly 80 power transmission projects with a total expected loan value of VND105,000 billion. The two sides have determined to cooperate comprehensively and long-term, aiming to optimally exploit the strengths of each unit in implementing projects in the list of projects eligible for State investment credit loans.

EVNNPT currently manages and operates the 220 kV and above transmission grid nationwide, aiming to become the leading power transmission unit in Asia by 2030. The enterprise has a stable and transparent financial foundation, maintaining a BB+ credit rating for 7 consecutive years, with total assets reaching 102,000 billion VND. According to the adjusted Power Plan VIII, EVNNPT needs to mobilize 30,000-40,000 billion VND per year until 2030, of which the loan demand accounts for 20,000-30,000 billion VND.
This agreement marks the biggest cooperation step ever between the two sides. VDB commits to prepare long-term capital, while EVNNPT affirms to use capital for the right purpose and ensure the quality of key projects. Leaders of the Ministry of Industry and Trade assess that the cooperation will contribute significantly to ensuring national energy security and promoting socio-economic development.
PepsiCo inaugurates first food factory in the North, aiming for sustainable development
PepsiCo Vietnam has put into operation the PepsiCo Ninh Binh Food Factory in the Dong Van I Industrial Park expansion after 51 weeks of construction, becoming the group's first food factory in the North. With an investment capital of 90 million USD, the project has a capacity of more than 25,000 tons of snacks per year, applying comprehensive automation and digitalization in production.

The factory is designed with sustainable development in mind, integrating rooftop solar power systems and biomass using agricultural by-products, thereby reducing CO₂ emissions and accompanying Vietnam's Net Zero target. When operating stably, the factory will create more than 1,000 direct and indirect jobs, while expanding the raw material area and supporting the local community.
Ninh Binh provincial leaders assessed that the project contributes to promoting economic growth and improving production quality. PepsiCo representatives and the US Ambassador to Vietnam affirmed that the investment demonstrates confidence in the potential of the Vietnamese market. In more than 30 years in Vietnam, PepsiCo has developed a sustainable potato value chain, bringing Vietnamese agricultural products into the regional supply chain, including exports to Thailand from 2023.
Gia Lai: Additional 23 billion VND to implement the Phu Dong Intersection Improvement Project
The People's Committee of Gia Lai province has adjusted the investment policy for the Phu Dong Intersection Improvement Project in Pleiku ward, increasing the total capital from 120 billion VND to more than 143.2 billion VND, of which the additional amount of more than 23 billion VND is for compensation and site clearance. The implementation period has also been postponed to the 2025 - 2027 period instead of being completed in the 2022 - 2025 period as originally planned.

The project was approved by the Provincial People's Council in 2021, the Provincial People's Committee in 2022 and the progress was adjusted many times due to problems with land clearance, compensation costs exceeding the estimate and revenue from land use fees not ensuring capital allocation. In 2025, the province added 70 billion VND from the Land Development Fund for Pleiku City to carry out site clearance.
Provincial leaders requested to complete the handover of the site in 2025 to start construction in the next two years, aiming to complete the project in 2027. The project is expected to solve traffic congestion, improve urban traffic infrastructure and promote development in the central area of Pleiku.
Ho Chi Minh City to turn High-Tech Park into international technology center by 2030
Ho Chi Minh City has approved the High-Tech Park Development Strategy to 2030, with a vision to 2045, with the goal of turning this area into an international center of science, technology and innovation. The High-Tech Park is oriented to become the core of the knowledge economy, focusing on research, development and application of key areas such as AI, quantum technology, new materials, green technology and renewable energy.

According to the orientation, the area will play the role of a global technology trade hub, connecting research institutes, international corporations and organizations, and forming an international innovation community that attracts high-tech experts and businesses. By 2030, the High-Tech Park will be the pillar of innovation clusters in Ho Chi Minh City and the Southeast region, promoting green and sustainable economic transformation.
By 2045, the area aims to become a global smart innovation space, developing emerging industries and creating high-income jobs based on R&D. The Ho Chi Minh City People's Committee assigned the High-Tech Park Management Board to carry out key tasks on science and technology, human resources, international cooperation and management innovation, in order to grasp the trend of Industry 4.0 and high-tech FDI capital flows.
Clarifying the investment plan for the Lam Dong expressway with a capital of 36,340 billion VND
The Ministry of Construction has requested the Lam Dong Provincial People's Committee to clearly analyze the factors related to the investment proposal for the Gia Nghia - Bao Loc - Phan Thiet expressway under the PPP method of the Trung Nam Group - Indel Corp - Trung Nam E&C consortium. The request includes assessing the capacity of the locality if assigned as the competent authority, clarifying the necessity of the project and the role of the expressway in socio-economic development, national defense and security, as well as adding it to the Road Network Planning until 2050.

Lam Dong also needs to evaluate the advantages of PPP compared to other investment options, clarify the total preliminary investment, capital sources and balancing capacity, including the local capital that must be arranged. According to the proposal, the route is about 140.6 km long, speed 100-120 km/h, 4 lanes, total capital of nearly 36,340 billion VND.
The consortium of investors said that the Central Highlands region has low capital recovery capacity, so it proposed that the State support 70% of the capital, with the remaining amount mobilized by the investor. The expressway is expected to connect Vinh Hao - Phan Thiet expressway with Buon Ma Thuot - Gia Nghia expressway, opening an important link between Binh Thuan and the Central Highlands.
Two Japanese and Russian corporations want to invest in new energy projects in Vietnam.
Prime Minister Pham Minh Chinh received leaders of Mitsui Corporation (Japan) and Zarubezhneft (Russia), two large global enterprises in the energy and mining sectors. Mitsui affirmed its commitment to long-term investment in Vietnam, especially in energy projects and carbon emission reduction. The group reported on the progress of the Block B - O Mon gas project chain worth 12 billion USD, and expressed its desire to accelerate cooperation in the fields of wind power, solar power, LNG, agriculture, circular economy and human resource training.

The Prime Minister assessed Japan as a comprehensive strategic partner, welcomed Mitsui's investment expansion, and pledged to create the best conditions for the group to effectively implement energy projects, export value-added products, and develop supply chains in Vietnam.
During the meeting with Zarubezhneft General Director Sergei Kudryashov, the Prime Minister emphasized that oil and gas cooperation has always been a pillar in Vietnam-Russia relations. Zarubezhneft, with more than 40 years of cooperation with Petrovietnam through Vietsovpetro and Rusvietpetro, expressed its desire to expand into new energy fields and build an energy center in Vietnam.
The Vietnamese Government affirmed to continue supporting oil and gas joint ventures, promoting expansion of operations, removing obstacles and considering further cooperation in LNG, depleted mine exploitation, renewable energy, hydrogen and human resource training, towards common interests and enhancing national energy security.
Speeding up the progress of Nhon Trach 3, Nhon Trach 4 and Hiep Phuoc power plant projects
Deputy Prime Minister Bui Thanh Son inspected and directed the acceleration of key power projects in Dong Nai and Ho Chi Minh City. At Nhon Trach 3 and 4, he highly appreciated the efforts of the investors in completing construction and preparing for commercial operation, making an important contribution to energy security in the context of sharply increasing demand. He requested an early report on the inauguration time and completion of the Nhon Trach 4 Plant acceptance in November 2025 and ensuring the handover of the 220 kV transmission line to release capacity.

Regarding the Hiep Phuoc LNG Power Plant Phase 1, the Deputy Prime Minister acknowledged the progress achieved, including the completion of the 75,000 m³ LNG tank and the upgrade of the 40,000 DWT port. Ho Chi Minh City was asked to guide the investor to complete the 1/500 planning; the Ministry of Industry and Trade to soon negotiate and sign the power purchase contract in December 2025; the Ministry of Construction to guide the procedures for importing LNG ships. The project must be put into operation in 2027 as required to accelerate progress before the adjusted Power Plan VIII.
The Government also assigned ministries and branches to review and remove obstacles regarding connections, LNG and safety procedures, and prepare a program to inspect the overall progress of key energy projects from December 15 to 31, 2025.
