Da Nang established Hoa Lien Industrial Cluster with an area of over 58 hectares
The People's Committee of Da Nang City has just issued Decision No. 2726/QD-UBND on the establishment of Hoa Lien Industrial Cluster, located in Hoa Vang district, Da Nang city.

Accordingly, Hoa Lien Industrial Cluster in Hoa Lien Commune, Hoa Vang District, Da Nang City has an area of 58,531 hectares on the technical infrastructure of the Auxiliary Area serving the Da Nang High-Tech Park project. The project has a total investment capital of over 235 billion VND.
Hoa Lien Industrial Cluster was established to create favorable conditions for land fund with technical infrastructure and services to attract investment in industrial development, especially high-tech supporting industries, supporting industries, automobile component manufacturing - assembly industries and related support services such as warehousing, logistics, clean industry, environmentally friendly, contributing to job creation, contributing to the development and economic growth of Da Nang city.
The establishment of Hoa Lien Industrial Cluster also aims to exploit and use the Auxiliary Zone to serve the Da Nang High-Tech Park project, ensuring compliance with the policy of Da Nang city on planning to convert the High-Tech Park Auxiliary Industrial Zone into an industrial cluster.
According to Decision No. 2726/QD-UBND of the People's Committee of Da Nang City, the Management Board of the High-Tech Park and Industrial Zones of Da Nang continues to perform the functions and tasks of the investor of the Auxiliary Area project serving the Da Nang High-Tech Park project (converted into Hoa Lien Industrial Cluster) until the completion of the settlement, acceptance and handover of the project to the unit managing, operating and exploiting Hoa Lien Industrial Cluster. The time for conversion, establishment and operation is expected to be from 2024 to 2027. Organizations investing in production and business in Hoa Lien Industrial Cluster are entitled to investment incentives according to current regulations.
Using budget capital instead of ODA capital for Metro Line 2 Project
At the end of November 2024, the Party Committee of the Ho Chi Minh City People's Committee issued a notice concluding that it agreed on the policy of using the city's budget to invest in the Metro Line 2 Project (Metro No. 2 Ben Thanh - Tham Luong), instead of continuing to use ODA loans for investment.
This decision is considered reasonable because 14 years ago, the Project was approved with a total investment of about 1.3 billion USD (more than 26,000 billion VND). However, due to slow implementation, the Project's total investment was adjusted to 2.1 billion USD (more than 47,890 billion VND).

In this Project, the investment capital is mainly from ODA loans with nearly 37,500 billion VND, through 3 sponsors including Asian Development Bank (ADB), German Reconstruction Bank (KfW) and European Investment Bank (EIB). The rest is domestic counterpart capital.
Although approved 14 years ago, the construction process has encountered many obstacles and the main package has not yet started. According to the Ho Chi Minh City Urban Railway Management Board (MAUR), the financial arrangement for the project has been delayed due to changes in the lending conditions of donors and the process of reviewing ODA loans.
On August 21, 2024, Chairman of the Ho Chi Minh City People's Committee Phan Van Mai chaired a meeting with the project sponsors. On August 27, 2024, the Office of the Ho Chi Minh City People's Committee issued Notice No. 750/TB-VP conveying the opinion of the Chairman of the City People's Committee concluding: "Representatives of KfW, ADB and EIB agreed with the leaders of the City People's Committee not to continue to participate in financing the loan for Package CS2B (general consulting package for the project) and Metro Line 2 Project".
By the end of September 2024, the Urban Railway Management Board had received official written opinions from the 3 sponsors of Metro Line 2 Project and agreed with the City not to continue funding the Project. At the end of November 2024, the Party Committee of the Ho Chi Minh City People's Committee issued a notice concluding the agreement on the policy of using the city's budget to invest in Metro Line 2 instead of ODA loans.
The Ho Chi Minh City Department of Finance has considered the option of converting all ODA loans to the city budget as appropriate. Regarding the capital source for the implementation of Metro Line 2 Project, the Department of Finance proposed to the City People's Committee a plan to mobilize VND 30,669 billion from medium-term capital for the 2026-2030 period and from local government bonds to replace the Government's ODA capital.
Regarding the progress of the Project after switching to using budget capital, according to MAUR's calculations, in case of parallel bidding during the project adjustment process, the main package will start construction in 2026 at the earliest. Therefore, MAUR believes that the arrangement of the City's medium-term budget capital for 2026-2030 will meet the demand.
According to the assessment of many departments and branches of Ho Chi Minh City, the switch to investment using state budget capital will shorten the procedure process and promote the project's commencement earlier. In particular, according to MAUR's assessment, the switch to investment using state budget capital will help MAUR be flexible in applying the policy mechanism group of the Project on Developing the Urban Railway Network System in Ho Chi Minh City (after being approved by competent authorities) to implement metro line 2 to promote progress and early completion of the project.
According to a private source of the Investment Newspaper reporter, recently, a number of international contractor groups combined with domestic contractors have shown interest in the investment plan for metro lines in Ho Chi Minh City, including line 2.
Some contractors even proposed to invest in line 2 under the EPC+F model. This is an EPC general contractor model that will design - construct - supply and install equipment for the Project. At the same time, the general contractor will arrange the initial finance (about the first 2 years) for the Project.
The implementation plan according to the EPC model was also requested by the Party Committee of the Ho Chi Minh City People's Committee to be added by MAUR to the Urban Railway Development Project according to Conclusion No. 49-KL/TW of the Politburo.
Currently, the most feasible investment options are being studied by MAUR and other departments and branches of Ho Chi Minh City before being submitted to the City government for approval.
Analyzing from a financial perspective, Dr. Dinh The Hien, a financial economist, said that Ho Chi Minh City's decision to use the budget to invest in metro line 2 is a long-term strategic orientation to help self-sufficient resources to invest in the urban railway system, instead of relying on ODA loans.
“When investing with budget capital, investment procedures will be simpler and the implementation process will be shortened compared to ODA loans. Moreover, Ho Chi Minh City has the right to choose technology, equipment, contractors, including choosing domestic contractors to facilitate the operation and maintenance of the metro network in the future,” Mr. Hien commented.
Metro Line 2 (Ben Thanh – Tham Luong) is over 11 km long, extending from the center of Ho Chi Minh City to the Northwest gateway, passing through 6 districts 1, 3, 10, Tan Binh, Tan Phu and 12. The project will run 9.2 km underground, the rest will be elevated. The entire line has 10 stations, including 9 underground stations and one elevated station.
According to the original plan, the project was completed in 2016. However, due to many problems related to ODA loans, the project was delayed. Most recently, Ho Chi Minh City requested to postpone the project's progress until 2030.
Adjusting investment policy for the project to build, renovate and upgrade National Highway 12A
The Minister of Transport has just signed a decision approving the adjustment of the investment policy for the project to build, renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section.
Accordingly, the total investment of the Project was adjusted to VND 541,154 billion, of which VND 511,154 billion is from the central budget in the medium-term public investment plan for the period 2021 - 2025 assigned by the Prime Minister to supplement and adjust in Decision No. 1470/QD-TTg dated November 26, 2024 and VND 30 billion from the capital source from reviewing and rearranging the medium-term public investment plan for the period 2021 - 2025 of the Ministry of Transport allocated by the National Assembly and assigned by the Prime Minister.

In addition, the Ministry of Transport decided to extend the project to upgrade and renovate National Highway 12A, Ba Don bypass section, to be completed in 2025.
Quang Binh Department of Transport is responsible for closely coordinating with local authorities in site clearance, ensuring the completion of the Project on schedule; continuing to inspect and review all procedures, the Project implementation process, the actual volume of implementation, ensuring strict management of Project costs, ensuring that the total investment level mentioned above does not exceed; being responsible for the accuracy of the value of Project costs submitted for approval, and related records and documents provided to the Ministry of Transport.
Compared with Decision No. 1391/QD-BGTVT dated October 31, 2023 approving the adjustment of investment policy, the total investment of the Project has increased by 30 billion VND, mainly due to arising issues related to site clearance compensation.
The project to renovate and upgrade National Highway 12A, Ba Don bypass section and Song Gianh Cement Factory bypass section includes two component projects: Component Project 1: Investment in construction of National Highway 12A, Ba Don town bypass section and Component Project 2: Investment in completion of National Highway 12A, Song Gianh Cement Factory bypass section. Both of these component projects must be completed in 2024.
However, according to the Department of Transport of Quang Binh, Component Project 1 started construction in December 2022, the project implementation period is until the end of December 2024, and now there is less than 1 month left, the output has only reached 45%, so the project cannot be completed as planned, due to the locality's delay in handing over the site; the locality plans to hand over the remaining site in June 2025.
Based on the remaining volume of the Project and the local site handover plan, the Investor reports to the Ministry of Transport to adjust the Project implementation time to the end of 2025 (complete construction in September 2025, complete acceptance procedures, handover in December 2025).

Proposal to add 1,600 billion VND to invest in 4 major traffic intersections in Ho Chi Minh City
The Department of Transport (DOT), Ho Chi Minh City has just sent a document to the Department of Planning and Investment to advise the City People's Committee to supplement the medium-term public investment plan for the period 2021-2025, to prioritize investment in 4 major traffic intersections.
The proposed priority investment projects include: Dien Bien Phu – Le Hong Phong – Ly Thai To – Ngo Gia Tu intersection (connecting District 3 and District 10); Nguyen Tri Phuong – Ngo Gia Tu – Nguyen Chi Thanh intersection (connecting District 5 and District 10); Nguyen Oanh – Phan Van Tri intersection (Go Vap District); National Highway 1 – Road No. 7 – Road No. 18 intersection (Binh Tan District).

The total estimated investment for the 4 intersections is about 1,600 billion VND (each project is 400 billion VND).
In order to promptly carry out procedures to prepare for investment in 4 intersections in 2025, the Department of Transport requests the Department of Planning and Investment to promptly advise the City People's Committee to supplement the medium-term public investment plan for the period 2021-2025, include it in the public investment plan for 2025 and issue a Decision assigning the task of preparing investment policy proposals to have a basis for implementation.
According to the Ho Chi Minh City Department of Transport, the proposed intersections for priority investment are all important intersections and often experience traffic jams, so the implementation progress needs to be accelerated to resolve traffic congestion.
The implementation deadline of the Nam Thang Long - Tran Hung Dao metro project has been postponed to 2031.
The Prime Minister has just signed Decision No. 1578/QD-TTg adjusting the investment policy of the Hanoi Urban Railway Construction Project, Line 2, Nam Thang Long - Tran Hung Dao section.
There are three main changes related to the Hanoi Urban Railway Line 2 Construction Project, Nam Thang Long - Tran Hung Dao section mentioned in Decision No. 1578 compared to the investment policy first approved in January 2008.

Firstly, the total length of the Project route remains the same, but there are changes in the length of the elevated section (increased from 8.5 km to 8.9 km) and the underground section (reduced from 3 km to 2.6 km); the number of trains is reduced from 14 to 10.
Second, the total preliminary investment of the Project is proposed to be adjusted to 35,588 billion VND (equivalent to 200,744 million yen), an increase of 16,033 billion VND compared to 2008. Of which, ODA capital borrowed from the Japan International Cooperation Agency (JICA) under the special loan conditions for economic partners (STEP) is 167,079 million Yen, equivalent to 29,672 billion VND, equivalent to 1,254.78 million USD (an increase of 13,187 billion VND); counterpart capital of Hanoi city budget: 5,916 billion VND, equivalent to 33,665 million Yen, equivalent to 250.19 million USD (an increase of 2,846 billion VND).
She said the project has a new implementation period from 2009 to 2031, instead of being completed in 2015 as originally planned. Of which, completion and putting into operation in 2029 and 2 years of training in operation and maintenance.
According to the Hanoi Urban Railway Project Management Board, after the investment policy adjustment is approved, the Project will re-mobilize general consultants to implement the project adjustment for the City People's Committee to approve and implement the Project from 2025.
Line 2 forms an important backbone, connecting the inner city area, Noi Bai International Airport and the northern urban area of Hanoi. The line includes: Urban railway line 2, Nam Thang Long - Tran Hung Dao section (Line 2.1), Urban railway line 2, Tran Hung Dao - Thuong Dinh section (Line 2.2), Urban railway line 2, Noi Bai - Nam Thang Long section (Line 2.3).
Not only bringing benefits to transportation and the environment, this urban railway also plays an important role in developing tourism and urban architecture in the capital.
The planning of Line 2, combining radial and belt routes, not only increases connectivity but also helps disperse passengers away from the central area, shortens travel time and optimizes the efficiency of the entire system.
This is an important step to build a modern, synchronous and sustainable transport network for the capital, meeting the requirements of socio-economic development and improving the quality of life of the people.

According to the draft project, Da Nang aims to become one of the three major centers in Vietnam for microchip, semiconductor design and artificial intelligence application development by 2030; forming a high-quality training network for microchip, semiconductor and artificial intelligence human resources associated with the development of a synchronous microchip, semiconductor and artificial intelligence ecosystem in the city.
In particular, the microchip, semiconductor and artificial intelligence industries, along with digital technology fields, contribute to promoting the development of the digital economy, striving to achieve the goal that by 2030, Da Nang's digital economy will contribute at least 35% - 40% of the city's GRDP.
According to the Economic - Budget Committee of the City People's Council, the draft Project aims to increase to at least 20 enterprises designing microchips, semiconductors, and design services by 2030; strive to attract at least 1-2 packaging and testing enterprises; strive to have at least 5 startups in the field of microchips and semiconductors successfully incubated and accelerated development.
However, according to the assessment of the Economic - Budget Committee of the City People's Council, Da Nang currently has 13 enterprises designing microchips and semiconductors.

On the afternoon of December 18, the People's Committee of Hai Phong City held a groundbreaking ceremony for the Nguyen Trai Bridge construction investment project and urban beautification of the surrounding area, contributing to the completion of the traffic infrastructure system, beautification and opening up new development space.

Regarding the Project, Mr. Do Tuan Anh, General Director of the Hai Phong Traffic Construction Investment Project Management Board - the project investor, said that Nguyen Trai Bridge across the Cam River has a permanent structure with a length of 1,476.4 m; the main bridge with a length of 550.6 m - is a cable-stayed bridge, the length of the approach bridge on the Thuy Nguyen district side is 459 m, the length of the approach bridge on the Ngo Quyen district side is 466.8 m; the main bridge is 26.5 m wide, the approach bridge is 23.5 m wide, including 4 lanes for motor vehicles and 2 lanes for mixed vehicles. The main bridge is designed to have a speed of 80 km/h.
Along with that, build an intersection connecting the main bridge with Le Thanh Tong street with circular connecting Ramp branches, including 2 circular branches, the Ramp branches are organized for one-way traffic. The width of each branch is 10 m, in which, the right Ramp branch bridge is 675.7 m long; the left Ramp branch bridge is 447.8 m long.
In addition to building the bridge, the City also expanded Nguyen Trai Street from the current 18 m wide section to 43.5 - 50.5 m, connecting with the current section at the intersection of Le Hong Phong Street. Constructing a road along the Cam River connecting Ngo Quyen Street with the riverside road at the foot of Hoang Van Thu Bridge with a length of 2.27 km, with a road width of 28 - 40 m and a road connecting the Cam Riverside road of the project with Hoang Dieu Street with a width of 20 - 21 m. At the same time, relocating and clearing the Hoang Dieu Port area from the Hoang Dieu and Le Thanh Tong streets to the Cam River bank and the railway station area in front of the port.
The project has a total investment of more than 6,235.5 billion VND, from the central and city budgets, and is expected to be completed in 2027.
Mr. Nguyen Van Tung, Chairman of Hai Phong City People's Committee, said: Now is the most favorable time to implement the project because from January 1, 2025, Thuy Nguyen district officially becomes a city under Hai Phong city according to Resolution 1232 of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in the period of 2023-2025.
In preparation for moving the city's administrative center to the north of the Cam River, many projects and works have been invested by the city, such as Hoang Van Thu Bridge, with a total investment of VND 2,173 billion, which has been put into operation since 2019. In particular, the Political - Administrative Center project and the Conference - Performance Center are two major projects of the city, with a total investment of nearly VND 5,000 billion, which are being urgently constructed to be inaugurated on the occasion of the 70th anniversary of Hai Phong Liberation Day (May 13, 1955 - May 13, 2025). This is an architectural highlight, a symbol of the Port City in the new development period.
“The project has a great mission, considered an important link connecting the existing urban area with the new urban area north of the Cam River. When put into use, Nguyen Trai Bridge will create a synchronous connection axis between important industrial parks in the city such as VSIP Hai Phong Industrial Park, Pha Rung, Minh Duc, Dinh Vu - Cat Hai Economic Zone. More importantly, the project will shorten the travel distance and transport goods from Cat Bi International Airport as well as Hai Phong International Gateway Port, Hanoi - Hai Phong Expressway, National Highway 10, National Highway 18, opening up new development space, increasing inter-regional connectivity for breakthrough development, contributing to realizing the aspiration of the Port City", Mr. Tung affirmed.
Nguyen Trai Bridge is the 6th bridge of Hai Phong City across the Cam River, after Kien Bridge, Binh Bridge, Hoang Van Thu Bridge, May Chai Bridge and Bach Dang Bridge.
Investing 8,200 billion to upgrade Tho Xuan Airport, Thanh Hoa
The Standing Committee of Thanh Hoa Provincial Party Committee has just given its opinion on the Project on socialization of investment and exploitation of Tho Xuan Airport.
The Standing Committee and the Standing Committee of Thanh Hoa Provincial Party Committee have agreed on the policy of investing in upgrading Tho Xuan Airport's infrastructure by means of socialization combined with state budget capital, in order to meet the development requirements of the province and the country in the coming period.

The scale and investment capital requirement is about 8,200 billion VND, to carry out the following items: Renovating, upgrading and expanding terminal T1 to reach a capacity of 1.5 million passengers/year, synchronously connecting with the newly built terminal T2. The aircraft parking lot is expanded to 16 aircraft positions, meeting the capacity of 5 million passengers/year... Investing in building a new flight management and operation system (ILS, CAT system) for runway 2; investing in building a new terminal T2 (international terminal) with a capacity of 3.5 million passengers/year, increasing the total capacity to 5 million passengers/year.
However, to ensure the feasibility of the Project, it is necessary to properly resolve issues related to the handling of assets on existing land at Tho Xuan Airport; have a coordination mechanism to ensure flight operations when aircraft from runway 2 roll over to runway 1; and at the same time, it is necessary to remove legal obstacles to the arrangement of investment capital from the state budget. To increase the efficiency of capital sources and resolve some technical issues, it is recommended to amend the Project in the direction of adjusting the capital sources for PPP implementation and dividing the Project into component projects corresponding to the investment capital sources.
According to the Project on socialization of investment and exploitation of Tho Xuan Airport of the Party Committee of the Provincial People's Committee, after more than 10 years of operation, Tho Xuan Airport has become one of the growth drivers of Thanh Hoa province. However, in recent years, the number of passengers passing through the port has exceeded the design capacity (of which the highest number of passengers in 2022 reached 1.5 million passengers/year, exceeding 25% of capacity), while the T2 terminal has not been invested in. The taxiways and runways have been in operation for over 40 years (far exceeding the average design life of the project of about 20 years), the quality of the runway surface and load-bearing capacity have degraded; many damages have appeared.
Tho Xuan Airport is identified in the planning as an international airport, with the function of a reserve for Noi Bai International Airport, and is used as a joint civil and military airport. Tho Xuan Airport is planned for the 2021-2030 period to reach level 4E and a level I military airport, with 2 runways to meet the capacity of 5 million passengers/year....
With a planned capacity of about 5 million passengers/year in the 2021-2030 period, the investment aims to ensure operational capacity according to the construction plan of runway 2 and terminal T2.
Proposal to exploit 68.35 km of Van Phong - Nha Trang expressway before January 10, 2025, 12 months ahead of schedule
A consortium of contractors for the North-South Expressway Eastern Component Project, Van Phong - Nha Trang section, including Son Hai Group - Vinaconex - LIZEN, has just sent a document to the Ministry of Transport proposing to put into operation 68.35 km of the section connecting from the Nha Trang - Cam Lam Component Project to the Van Gie intersection of the North-South Expressway Eastern Component Project, Van Phong - Nha Trang section.

This is a segment of Package XL01 - construction of section Km285 - Km337 +500 by the joint venture LIZEN - Phuong Thanh Company - Hai Dang Company - VNCN E&C Company and Package XL01 - construction of section Km337 +500 - Km368 +350 by the joint venture Son Hai Group - Vinaconex.
According to the initial schedule, the work of the Son Hai Group - Vinaconex - Lizen joint venture must be completed and put into operation by the end of 2025.

In order to put the project into operation soon, promote investment efficiency and especially serve the travel needs of people during the Lunar New Year, the joint venture of Son Hai Group - Vinaconex - Lizen requested the Ministry of Transport and Project Management Board 7 to have a plan and direct relevant units to complete the necessary procedures to put the route into operation before January 10, 2025.
Regarding the remaining section of the North-South Expressway Eastern Component Project, the Van Phong - Nha Trang section, a representative of Phuong Thanh Company said that it will certainly also exceed the progress signed with the Ministry of Transport.
The North-South Expressway Eastern Component Project, Van Phong - Nha Trang section has its starting point at Km285, connecting the southern entrance road of Co Ma tunnel in Van Ninh district, Khanh Hoa province; its end point is at Km368+500 connecting the starting point of the North-South Expressway Component Project, Nha Trang - Cam Lam section in Dien Khanh district, Khanh Hoa province.
The total length of the route is 83.35 km, with a scale of 4 lanes, a total investment of 11,808.02 billion VND; invested with State budget capital; started on January 1, 2023; expected to be basically completed in 2025 and put into operation from 2026.
Binh Dinh speeds up approval of investment policy, puts 29 land plots up for auction
On November 7, 2024, the People's Council of Binh Dinh province approved 29 land plots for bidding to select investors to implement projects using land in the province.
Including 13 land plots to invest in building urban areas, sea tourism, combined with resorts; 6 land plots to build social housing; 4 land plots to build cemeteries; 2 land plots to invest in building domestic solid waste treatment plants; 2 land plots to invest in building markets; 1 land plot to build a hospital and a wind power plant.

On this basis, on November 14, 2024, the Department of Planning and Investment issued a document requesting the Department of Construction, Department of Health, Economic Zone Management Board, Hoai Nhon Town People's Committee, An Nhon Town People's Committee, Phu Cat District People's Committee, Phu My District People's Committee, Van Canh District People's Committee to prepare a dossier requesting approval of the project investment policy in the form of bidding to select investors for the above 29 land plots.
However, as of December 6, 2024, the Department of Planning and Investment of Binh Dinh province reported that only 3 units had implemented it.
Specifically, the Department of Health has sent a document requesting the People's Committee of Quy Nhon City to provide information related to the land use plan, list of land acquisition projects and compensation and site clearance plan of the Long Van International Hospital Project (located at land lot YT-01, Long Van New Urban Area, Tran Quang Dieu Ward) to prepare a dossier for investment policy approval.
Along with that, the People's Committee of Binh Dinh province also assigned the People's Committee of Quy Nhon city to urgently develop and approve the compensation and site clearance plan; at the same time, coordinate with the Department of Natural Resources and Environment to review the land area, land use planning, land use plan, land recovery list, etc., complete the documents and procedures to submit to the competent authority for consideration and decision.
However, the Department of Planning and Investment mentioned that as of December 6, 2024, the People's Committee of Quy Nhon City has not yet implemented it; therefore, the Department of Planning and Investment requested the Provincial People's Committee to direct the locality to promptly complete the above procedures and provide information to the Department of Health to have a basis for establishing procedures to approve the project's investment policy.
Another project that needs to be re-considered is the Project for the Domestic Solid Waste Treatment Plant in the Northern Region of Binh Dinh Province in Thiet Dinh Nam Quarter, Bong Son Ward.
This project has been proposed by the People's Committee of Hoai Nhon town, however, the Department of Planning and Investment has requested the People's Committee of Hoai Nhon town to coordinate with relevant departments to agree on waste treatment technology, treatment unit price... and other related contents (due to lack of agreement).
In addition, Phu Cat District People's Committee has proposed the Cat Hai Urban Area Project (formerly known as Cat Hai Residential and Commercial Service Area) in Tan Thang village, Cat Hai commune; currently, the Department of Planning and Investment is coordinating with relevant agencies to appraise the project and report to the Provincial People's Committee for decision.
Recently, the Chairman of the People's Committee of Binh Dinh province requested the above 4 departments, branches and 5 localities to focus on resolving difficulties and obstacles, speeding up the implementation of bidding procedures to select investors to implement investment projects using land in the province for land plots approved by the Provincial People's Council.
Quang Nam issues "ultimatum" to Que Son Biomass Power Plant Project
Quang Nam Provincial People's Committee has just commented on the development situation of the Que Son Biomass Power Plant Project at Dong Phu 1 Industrial Cluster, Dong Phu Town, Que Son District of VietPeco Company Limited.

Accordingly, to harmonize the interests of investors and ensure environmental issues, without affecting people's lives and security and order in the locality, the Provincial People's Committee requires the People's Committee of Que Son district and VietPeco Company Limited to be receptive and continue to coordinate within 6 months to determine and agree on one of the options.
Specifically, in case of continuing to implement the Biomass Power Plant Project at Dong Phu 1 Industrial Cluster, the People's Committee of Que Son District and VietPeco Company Limited will coordinate with the Department of Natural Resources and Environment to clarify and resolve each problem in the environmental dossier; the People's Committee of Que Son District will focus on investing in the technical infrastructure of the industrial cluster to ensure project implementation, and at the same time direct relevant departments and units, the People's Committee of Dong Phu Town, and the People's Committee of Que Long Commune to actively coordinate with investors to organize consultation with the local community on the project to create consensus.
In case the problem at the above project implementation location is still not resolved, the People's Committee of Que Son district must review the Industrial Clusters in the district, find another suitable location for the investor to implement the project, ensure issues of site clearance, and commitments on environmental infrastructure of the Industrial Cluster according to regulations.
In case the investment project cannot be resolved according to the above options, the People's Committee of Que Son district is responsible for working specifically with VietPeco Company Limited to agree on self-termination of project activities.
Accordingly, the People's Committee of Que Son district is responsible for handling the refund of the investor's advance payment to clear the site of the Que Son Biomass Power Plant project in Dong Phu 1 Industrial Park and resolving arising issues (if any) within its authority, ensuring compliance with regulations.
Que Son District People's Committee and VietPeco Company Limited are responsible for implementing and reporting the results to the Department of Planning and Investment for synthesis and consultation in accordance with regulations.
Quang Nam Provincial People's Committee assigned the Department of Planning and Investment to preside over and coordinate with the Departments of Natural Resources and Environment, Industry and Trade, Finance and relevant agencies according to their assigned functions and tasks, to monitor and guide Que Son District People's Committee and VietPeco Company Limited to implement the contents according to the above instructions; promptly handle related documents and procedures of the project according to their authority or advise the Provincial People's Committee to handle them in accordance with the provisions of law.
Previously, in September 2024, Vice Chairman of Quang Nam Provincial People's Committee Phan Thai Binh criticized Que Son District People's Committee and requested the District People's Committee to review and learn from experience in attracting and calling for investment in projects in industrial clusters in the district (including the Que Son Biomass Power Plant Project at Dong Phu 1 Industrial Cluster of VietPeco Company Limited) when it did not ensure conditions on technical infrastructure and environment, leading to difficulties for investors in the process of project implementation, the project lasted for many years.

Ministry of Transport requires strict quality control of Van Phong – Nha Trang Expressway Project
The Ministry of Transport (MOT) has just sent an official dispatch to Project Management Board 7 requesting to strengthen quality control and construction progress of the Van Phong - Nha Trang section component project of the North - South Eastern Expressway Construction Project in the 2021-2025 period.

Accordingly, the Ministry of Transport requested Project Management Board 7 to review and thoroughly handle local items with some remaining problems and defects that have been pointed out by the State Inspection Council for Construction Acceptance during field inspections, so as not to affect the quality of the project.
Project Management Board 7 must strengthen the inspection and strict supervision of construction quality, control the origin of materials and equipment used for the project to ensure that they meet the requirements of the design documents and technical instructions of the project, especially in asphalt concrete paving work (mixture composition, asphalt mixture, construction equipment, rolling diagram, rolling temperature) to ensure quality, flatness, allowable error, etc.
For items with high technical and aesthetic requirements such as bridgeheads, expansion joints, railings, median strips, etc., the investor needs to direct consultants to inspect, review and immediately handle locations that do not meet requirements.
Project Management Board 7 must proactively work and coordinate with the locality to complete all site clearance work, especially for the rest stop, and hand it over to the project before December 31, 2024, without affecting the construction progress.
For delayed contractors, the investor needs to have drastic solutions within its authority to ensure the project's synchronous completion progress; direct the leading contractor of the joint venture to promote its management and coordination role among members; contractors participating in the project must closely coordinate and support each other in the construction organization work, meeting the plan.
Contractors are required to organize the construction of the foundation, foundation, surface, traffic safety system, service roads, etc. in a rolling manner, completing the construction as it progresses; focusing on reviewing and completing quality management records and completion records to serve the inspection and acceptance work to put the project into operation and use according to regulations.
Implementing the Prime Minister's direction on "striving to complete the Project by April 30, 2025", Project Management Board 7 (project investor) and related units have made efforts to organize and implement the Van Phong - Nha Trang section project to meet the required schedule.
According to the report of Project Management Board 7, up to now, the construction output of the Project has reached 83.2%, continuing to implement the construction of road surface foundation items as well as the completion of bridges and traffic safety systems to soon complete the project according to the direction of the Prime Minister.
Previously, the consortium of contractors for the Eastern North-South Expressway Component Project, Van Phong - Nha Trang section, including Son Hai Group - Vinaconex - LIZEN, sent a document to the Ministry of Transport proposing to put into operation 68.35 km of the section connecting from the Nha Trang - Cam Lam Component Project to the Van Gie intersection of the Van Phong - Nha Trang Component Project.
This is a section of Package XL01 - construction of section Km285 - Km337 +500 by the consortium LIZEN - Phuong Thanh Company - Hai Dang Company - VNCN E&C Company and Package XL01 - construction of section Km337 + 500 - Km368 + 350 by the consortium Son Hai Group - Vinaconex Group. According to the initial schedule, the work of the consortium Son Hai Group - Vinaconex - Lizen must be completed and put into operation by the end of 2025.

Speed up the progress of the project connecting to Ben Luc - Long Thanh expressway
The Ministry of Transport (MOT) has just sent an official dispatch to the People's Committee of Long An province regarding support to speed up the construction progress of items connecting to the Ben Luc - Long Thanh expressway under Package XL3 of the Component 7 Project of Ho Chi Minh City Ring Road 3 through Long An province.
Accordingly, in order to soon put the western section into operation to gradually complete the entire Ben Luc - Long Thanh Expressway Construction Project, promote investment efficiency in accordance with the direction of the Prime Minister, the Ministry of Transport requests the People's Committee of Long An province to resolutely direct the investor and related units of Package XL3 of the Project to accelerate the construction progress, complete the 250 m section of the branch connecting with the Ben Luc - Long Thanh Expressway Construction Project (branch A) before December 31, 2024 and the items of branch H, the overpass and the road at both ends of the overpass before March 30, 2025.

It is known that the Ben Luc - Long Thanh Expressway Construction Project is a national key project, the completion time of the entire Project was approved by the Prime Minister to be adjusted to September 30, 2025 in Decision No. 791/QD-TTg dated July 3, 2023.
Currently, the Ministry of Transport is strongly directing the Vietnam Expressway Corporation - VEC to request contractors to speed up construction progress, soon complete and put into operation some sections of the route to reduce traffic pressure on the routes in the area, creating favorable conditions for local people to travel during the Lunar New Year.
Specifically, the 3.4 km long section from the intersection with Ho Chi Minh City - Trung Luong Expressway to the intersection with National Highway 1 is expected to be put into operation in 2024; the 18.8 km long section from the intersection with National Highway 1 to Nguyen Van Tao intersection is expected to be put into operation before April 30, 2025.
However, according to the results of the site inspection on December 15, 2024 by the leaders of the Ministry of Transport and the Department of Transport of Long An province, the Management Board of the Investment Project for the Construction of Ring Road 3 of Ho Chi Minh City through Long An province and VEC, the volume of the connection item (250m) with the Ben Luc - Long Thanh expressway under Package XL3 of the remaining is not much but has not been completed.
“The delay in construction of the above section will affect the exploitation plan of the 3.4 km long section of the Ben Luc – Long Thanh Expressway Construction Project from the intersection with Ho Chi Minh City – Trung Luong Expressway to the intersection with National Highway 1,” said Mr. Le Anh Tuan, Deputy Minister of Transport.
It is known that the connecting items between Ho Chi Minh City Ring Road 3 and Ben Luc Long Thanh Expressway under Package XL03 include: 250 m of branch A and branch H, the overpass and the road at both ends of the overpass.
The package is constructed by Trung Thanh Investment and Construction Joint Stock Company - Tam Son Investment Joint Stock Company - Thang Long Corporation.
According to Notice No. 6043/TB-SGTVT dated November 22, 2024 of the Department of Transport of Long An province, branch line A must be completed by December 17, 2024 at the latest and handed over to VEC by December 22, 2024 at the latest.
However, in reality, as of December 15, 2024, the 250 m of branch A has not yet been constructed with crushed stone, greatly affecting the ability to put into operation 3.4 km of Ben Luc - Long Thanh expressway as planned.
Da Nang informs about investment attraction roadmap in free trade zone
On December 20, answering the question of the reporter of the Investment Electronic Newspaper - Baodautu.vn about the situation of attracting investment in the Da Nang Free Trade Zone, as well as the issue that investors are most concerned about when investing in this area, Mr. Tran Chi Cuong, Vice Chairman of the Da Nang City People's Committee said that the city has just submitted a Draft to the Prime Minister for consideration, approval, and decision to establish the Free Trade Zone and approve the Project.

“On that basis, Da Nang can implement the next steps such as projects, subdivisions, and calling for investment here…”, Mr. Cuong said.
According to Mr. Cuong, Resolution 136 of the National Assembly on organizing urban government and piloting some specific mechanisms and policies for the development of Da Nang city has the main framework and application of the most prominent mechanisms and policies for economic zones, industrial parks, and high-tech zones, but it is not clear what the Free Trade Zone is, so the city will consult the Government to issue a Decree.
For the Free Trade Zone, many investors have now approached here, such as investing in seaports, on a large scale, internationally, including high-tech investment, chips, microcircuits, semiconductors, etc.
“They approached us in the direction that we have that model. As for the specifics, we will work with investors after we have the Government's Project,” Mr. Cuong shared.
In addition, Da Nang has not announced the specific location of the sea encroachment area, and is conducting comprehensive research and assessment to determine the direction and roadmap for investment and construction.
"The project to establish a free trade zone is seeking approval from the Central Government. Only when the Prime Minister approves will research be allowed to form a sea encroachment zone," said Mr. Cuong.
Da Nang's viewpoint is that in the immediate future, any locations that can be done quickly will be cleared quickly, linked with Lien Chieu seaport and airport to form three main sub-zones in the free trade zone. These are sub-zones for goods production, logistics and trade - services, to form infrastructure and call for strategic investors.
