Previously, at about 8:30 a.m. on August 22, 2025, the Inspection Team of the Economic Police Department (Provincial Police) coordinated with Market Management Team No. 9 (Market Management Department of Lao Cai province) to conduct a surprise inspection of the business household of Hoang Cao Khai, born in 1978, residing at No. 113, Muong Than Street, Group 13, Lao Cai Ward, Lao Cai Province and the stall in the sidewalk area in front of house No. 001A, Kim Ha Street, Kim Tan Market, Lao Cai Ward, Lao Cai Province.

Through inspection, it was discovered that Hoang Cao Khai was using food additives to produce processed food products.

On August 25, 2025, the authorities received test results from the Lao Cai Provincial Center for Disease Control, determining that food products produced and traded by Hoang Cao Khai business household contained Acidboric/Sodium borate (borax), a food additive not on the list of permitted food additives according to the provisions of Circular 24/2019/TT-BYT dated August 30, 2019 of the Ministry of Health .

The total value of the infringing goods of Hoang Cao Khai business household is 20,010,330 VND (twenty million and ten thousand three hundred and thirty VND).

Evidence of the case.

The investigation determined that the business household, headed by Hoang Cao Khai, started producing and trading food products such as ham, sausage, and meatballs in March 2021.

Every day, Hoang Cao Khai is the one who directly produces and processes ham, sausage, meatballs, then gives them to his wife to sell at the stall in front of house number 001A, Kim Ha street, Kim Tan market area, Lao Cai ward, Lao Cai province.

Food additives are used by Khai to process food.

On September 15, 2025, the Investigation Police Agency of Lao Cai Provincial Police issued a decision to prosecute the case and prosecute Hoang Cao Khai for the crime of "Violating regulations on food safety", prescribed in Clause 1, Article 317 of the Penal Code to continue investigating, clarifying and handling according to the provisions of law.
