
Previously, at approximately 8:30 AM on August 22, 2025, a team from the Economic Police Department (Provincial Police) coordinated with Market Management Team No. 9 (Lao Cai Provincial Market Management Department) to conduct a surprise inspection of the business owned by Hoang Cao Khai, born in 1978, residing at 113 Muong Than Street, Group 13, Lao Cai Ward, Lao Cai Province, and a stall on the sidewalk in front of house number 001A, Kim Ha Street, Kim Tan Market, Lao Cai Ward, Lao Cai Province.
Inspections revealed that Hoang Cao Khai was using food additives to produce processed food products.
On August 25, 2025, authorities received test results from the Lao Cai Provincial Center for Disease Control confirming that food products manufactured and sold by the Hoang Cao Khai business contained Boric Acid/Sodium Borate (borax), a food additive not on the list of permitted additives in food as stipulated in Circular 24/2019/TT-BYT dated August 30, 2019, of the Ministry of Health .
The total value of the infringing goods seized from the Hoang Cao Khai business household is 20,010,330 VND (twenty million ten thousand three hundred and thirty dong).


The investigation determined that the business owned by Hoang Cao Khai began producing and selling food products such as pork sausage, ham, and meatballs in March 2021.
Every day, Hoang Cao Khai directly produces and processes food products such as pork sausage, ham, and meatballs, then gives them to his wife to sell at a stall in front of house number 001A, Kim Ha Street, Kim Tan Market area, Lao Cai Ward, Lao Cai Province.
