Krong No improves organization and government efficiency

On the afternoon of October 20, the working delegation of the Provincial Party Standing Committee led by comrade Luu Van Trung, Deputy Secretary of Lam Dong Provincial Party Committee, worked with the Standing Committee of the Party Committee of Krong No commune to grasp the operation of the commune government apparatus and the results of implementing the Resolution of the Commune Party Congress for the term 2025 - 2030.

Krong No commune was established on the basis of merging 3 administrative units including Dak Dro commune, Tan Thanh and Dak Mam town (old Krong No district).

Since July 1st, the political system of Krong No commune has been operating stably, ensuring that its tasks of serving the people and businesses are not interrupted. The People's Council of the commune has passed 19 important resolutions on organizational structure, socio-economic development, national defense and security, and investment in the last 6 months of 2025.

Comrade Ngo Xuan Ha, Secretary of the Party Committee of Krong No commune, said that the leadership of the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term is focused on.

The Commune Administrative Service Center received 1,481 applications, of which 91% were online; the evaluation index ranked 35th in the province; the rate of early file settlement reached 99.8%.

National defense and security are carried out seriously. Military recruitment in 2025 and military service selection in 2026 both reached 100% of the target.

Comrade Huynh Long Quoc, Chairman of the People's Committee of Krong No commune, clarified more about the work of selection and examination for military service in 2026.

The 1st Congress of the Party Committee of Krong No Commune, term 2025 - 2030, identified 6 key tasks and 4 breakthroughs. On that basis, the Executive Committee issued Action Program No. 05-CTr/DU dated August 7, 2025, setting out specific tasks and solutions to successfully implement the Congress Resolution in all areas. The Commune Party Committee also led and directed the completion of the Congress of the Vietnam Fatherland Front and socio-political organizations in accordance with regulations and plans.

The leadership of the election of National Assembly deputies and People's Council deputies at all levels for the 2026-2031 term has been focused on. Based on the directives of the Central and the province, the Standing Committee of the Party Committee of Krong No commune has issued leadership and direction plans; organized conferences to disseminate documents; directed the People's Council, People's Committee and Fatherland Front of the commune to deploy the election work in accordance with regulations, ensuring progress, quality and efficiency.

At the meeting, Krong No commune requested the provincial specialized agencies to review and fix errors and slow processing of the electronic one-stop system and the Party's operational management software; synchronize data between software to improve the efficiency of administrative procedure settlement. The Provincial Party Committee and Provincial People's Committee continue to support investment in technical infrastructure and information technology equipment to serve the operation of the two-level local government.

Comrade Tran Dang Anh, Vice Chairman of the People's Committee of Krong No commune, suggested that the province pay attention to investing in infrastructure to promote trade and service development.

The Provincial Party Standing Committee and the Provincial Party Organization Committee will continue to organize training and professional development for commune-level cadres; issue model working regulations, issue certificates and digital signatures to deputy heads of Party and Fatherland Front agencies. At the same time, the Provincial Party Committee and the Department of Home Affairs will review and simplify the process of transferring civil servants and public employees between sectors and soon arrange funds to pay for leave according to Decree 154.

Comrade Bui Hieu, Deputy Director of the Department of Home Affairs, discussed and clarified a number of recommendations on personnel arrangement, election of National Assembly deputies and People's Council deputies at all levels for the 2025 - 2030 term.

The Provincial People's Committee requested to accelerate the allocation of public investment capital so that localities can proactively carry out investment procedures, open accounts, select contractors and disburse on schedule, avoiding accumulation of volume at the end of the year. The Department of Construction was assigned to review and adjust construction material prices in a timely manner, as a basis for project appraisal, approval and implementation, ensuring capital disbursement progress in 2025.

The leaders of the Department of Agriculture and Environment suggested that the commune focus on building a database on land.

Concluding the working session, comrade Luu Van Trung, Deputy Secretary of Lam Dong Provincial Party Committee, requested that Krong No commune urgently complete the commune Party Committee Executive Board to ensure effective operation. The locality needs to review, arrange, and remove from the system cadres who do not meet the requirements. The selection of cadres must be fair, objective, and the right person for the right job.

The Fatherland Front and socio-political organizations need to restructure their staff and make reasonable transfers. Internal political protection work, especially current political history, needs to be focused on. In the socio-economic field, localities need to continue promoting administrative reform, increasing disbursement rates, increasing budget revenue by 20%, effectively implementing national target programs, ethnic and religious work...

Lam Dong Provincial Party Committee Deputy Secretary Luu Van Trung requested Krong No commune to focus on implementing the goal of sustainable poverty reduction, striving to have no poor households by 2030, especially among ethnic minorities. The Provincial Party Committee Deputy Secretary emphasized the need for specific, drastic and clear solutions. At the same time, the locality must maintain national defense and security, complete the military recruitment target for 2026, implement 90 days of cleaning land data and ensure fairness and transparency in military recruitment.

The Deputy Secretary of the Provincial Party Committee requested that in addition to issuing an action program for implementation, the commune needs to develop a specific plan for each key task and breakthrough.

Comrade Luu Van Trung shared that in the process of operating the 2-level local government model, there will certainly be difficulties, especially in the initial stage. Objective and common problems of the province and the whole country will be gradually resolved; subjective difficulties at the local level need to be seriously acknowledged, the causes clearly identified to have appropriate solutions.

He also said that when the communal-level cadres take on the new model of work, they may face many surprises, a large workload, and high pressure. However, once they get used to the work, the apparatus will operate smoothly, the work will be more convenient, and the pressure will also be reduced. Therefore, each cadre needs to uphold the sense of responsibility, strive to complete the task well, and ensure the smooth and effective operation of the government apparatus.

Regarding the implementation of the Politburo's breakthrough resolutions such as 57, 59, 66, 68..., he suggested that localities need to clearly identify the focus and key points to concentrate on leadership and direction, bringing about practical results.
