In order to complete the goal of synchronizing socio -economic infrastructure, especially traffic infrastructure connecting key traffic axes in the province with economic centers in the Northern coastal region according to the 3 development breakthroughs set out in the Resolution of the 20th Provincial Party Congress, term 2020 - 2025, the province is determined to remove bottlenecks and bottlenecks in site clearance to speed up the construction progress and disbursement progress of traffic projects across the province. One of those bottlenecks and bottlenecks is the power grid infrastructure at the projects.

The province's drastic direction

During many inspections of the progress and removal of difficulties and obstacles in terms of land for traffic projects, provincial leaders have repeatedly requested the electricity sector to coordinate with construction units and local authorities to urgently relocate electric poles out of the project area, but the relocation has been very slow, causing some projects to not be completed as planned.

Most recently, during the inspection and direction of site clearance work on provincial road DT.454, from Thai Binh city to Sa Cao bridge on May 10, 2023, Comrade Nguyen Quang Hung, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee, directly directed at the construction site and then the Provincial People's Committee issued Official Dispatch No. 1520/UBND-CTXDGT dated May 16, 2023 on accelerating the site clearance progress to serve the construction of provincial road DT.454, from Thai Binh city to Sa Cao bridge. In which, Thai Binh Electricity Company is required to be responsible for urgently moving the entire power line system out of the project construction area, to be completed in May 2023; In case of difficulties or problems in implementing the approval of the relocation plan, Thai Binh Electricity Company shall propose to the People's Committee of the district or city to consider reporting to the Chairman of the Provincial People's Committee for consideration and other support according to the provisions of law, ensuring the relocation of power line works.

What does the electricity industry say after the province's directive deadline?

In Official Dispatch No. 1520/UBND-CTXDGT dated May 16, 2023, the Provincial People's Committee requested Thai Binh Electricity Company to complete the relocation of the entire power line system out of the project construction area by May 2023. However, up to this point, the implementation is still "at a standstill".

Discussing this issue, Mr. Nguyen Manh Hung, Deputy Director of Thai Binh Power Company said: Implementing the direction of the Provincial People's Committee, Thai Binh Power Company has coordinated with relevant units to conduct a survey and estimate the remaining volume of power lines and transformer stations that need to be relocated. However, due to the large volume of relocation and not being included in the investment portfolio of the Northern Power Corporation, the unit's arrangement of capital for implementation has encountered many difficulties and is very difficult to implement. On the other hand, the technical infrastructure works of medium and low voltage power lines and transformer stations located next to provincial road DT.454, from Thai Binh city to Sa Cao bridge, were all built before 1995 by the locality itself and handed over to Thai Binh Electricity Company under the direction of the Prime Minister and the Provincial People's Committee on the basis of voluntary handover of the localities, with the form of handover being "return or non-return of the remaining value of the transferred assets", therefore, there are not enough conditions and documents to implement compensation according to the instructions of the Provincial People's Committee in Official Dispatch No. 2788/UBND-CTXDGT dated July 6, 2021, so up to now, the implementation of relocating the power grid infrastructure has encountered many difficulties and taken a long time.

What is the solution to the "road - electricity" problem?

After receiving instructions from the Provincial People's Committee, the Project Management Board, the electricity sector, relevant agencies and local authorities met to discuss and resolve the issue of relocating power poles at the Provincial Road DT.454 project, from Thai Binh city to Sa Cao bridge. However, a common voice has not been found, so the "road - electricity" problem at this project has not been solved. The electricity sector still requests departments, branches and sectors to study and report to the province for permission to include the above items in the project's land acquisition and compensation funding support plan and commits to closely coordinate with relevant units in the process of surveying and developing a plan to relocate power lines. Meanwhile, departments, branches and sectors still require implementation in accordance with the instructions of the Provincial People's Committee in Official Dispatch No. 2788/UBND-CTXDGT, dated July 6, 2021. And this is still a common "bottleneck" in the relocation of power grid infrastructure at transport projects being implemented in the province.

The delay in relocating electric poles greatly affects the progress and efficiency of investment capital of projects. Therefore, to ensure the progress of construction works according to plan, as well as to ensure the safety of people and vehicles when moving through construction works and projects under construction... departments, branches, local authorities and especially the electricity sector need to be more proactive and active, promptly advise the province on the most suitable plans according to the provisions of law, ensuring the responsibilities and rights of related parties as well as ensuring the progress of relocating electric poles that are still stuck in traffic projects. In addition, when the relocation has not been carried out, the investor needs to direct the construction unit to have a plan to arrange temporary signs and appropriate lighting systems at night at locations where electric poles have not been relocated to ensure the safety of people and vehicles participating in traffic.
