After 2.5 days of urgent, serious, and scientific work, conducted in a democratic, intellectual, and highly responsible spirit, the eighth session of the 17th Provincial People's Council successfully completed all its planned agenda items on the afternoon of July 11th.

Attending the closing session were: Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee; Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; members of the Standing Committee of the Provincial Party Committee; leaders of the Provincial People's Council and Provincial People's Committee; National Assembly delegates and provincial People's Council delegates.

At this session, the Provincial People's Council focused on discussing and evaluating the socio- economic development, finance and budget, basic construction investment, national defense and security, and government building situation in the first six months of the year; and discussed and agreed on key tasks and solutions for the last six months of the year to successfully achieve the 2024 plan targets, contributing to the successful and comprehensive implementation of the goals set forth in the Resolution of the 20th Provincial Party Congress and the socio-economic development plan for the period 2021-2025.
Overview of the eighth session of the 17th Provincial People's Council.
During the group and plenary discussions, delegates spoke with a high sense of responsibility, engaging in frank debates, exchanging ideas, and contributing opinions on reports, presentations, and draft resolutions submitted to the session. The Provincial People's Council conducted questioning of the heads of the following departments and agencies: Construction, Natural Resources and Environment, Agriculture and Rural Development, Information and Communications, and the Provincial Police. The questioning and answering sessions were conducted seriously, frankly, responsibly, and with high quality, in a democratic and lively atmosphere, attracting the attention of voters and the people of the province.
On behalf of the Provincial People's Committee, Comrade Nguyen Quang Hung, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, received the reports from the committees of the Provincial People's Council, the opinions of the Provincial People's Council delegates and invited guests, and the suggestions and feedback from voters submitted to the session. He also analyzed and clarified the issues and concerns of voters and Provincial People's Council delegates; the results of socio-economic development in the first six months of the year; and the existing shortcomings, limitations, and their causes.
To strive for the highest possible achievement of the province's socio-economic development goals and tasks in 2024, creating a foundation for the following years, the Standing Vice Chairman of the Provincial People's Committee requested that all departments, agencies, districts, and cities demonstrate high political determination, decisive action, bold thinking and action, consistency between words and deeds, and a focus on key priorities with concrete results; be proactive and creative in leadership, direction, and management; and strictly implement the directives of the Central Government, the Provincial Party Committee, the Provincial People's Council, and the solutions outlined in the report presented by the Provincial People's Committee before the session. Specifically, it is essential to continue to thoroughly and effectively implement the tasks and solutions outlined in the resolutions and directives of the Government, the Prime Minister, central ministries and agencies, and the Provincial Party Committee and Provincial People's Council regarding socio-economic development in 2024. Immediately after the meeting, heads of departments, agencies, and localities should focus on reviewing the targets and plans achieved in the first six months of the year and the goals for the entire year, especially those that have not been completed or have been completed at a low level. Based on this, they should develop decisive and focused solutions to strive for the completion and exceeding of the 2024 targets in each sector, field, locality, agency, and unit.
The comrade requested that departments, agencies, and localities focus on directing the successful implementation of crop production in the summer and winter seasons according to plan. Accelerate the progress of building brands for the province's agricultural products, especially the Thai Binh rice brand. Review and actively implement mechanisms and policies in the development of agricultural production and the construction of model new rural areas. Proactively implement programs for disaster prevention and control, and prepare rescue and relief plans and measures to mitigate consequences. Direct decisively the land clearance work; focus on resolving land clearance issues for key projects and works; projects that have been and are being implemented; and projects with investment programs and plans, and land allocation plans. Continue to enhance proactiveness and support for businesses; effectively implement policies to support businesses; Focus on reviewing and promptly resolving obstacles in investment and business production activities, especially large projects and infrastructure investment projects in industrial parks and clusters. Direct decisive action to accelerate the disbursement of public investment capital; speed up the progress of key provincial projects. Strongly innovate investment promotion activities towards a proactive and focused approach. Strengthen solutions to improve the investment and business environment, remove bottlenecks and obstacles in attracting investment, promote production and business; and develop new mechanisms and policies to create momentum for the province's socio-economic development.
Strengthen discipline and order, tighten financial and budgetary discipline; enhance revenue management and reduce expenditure. Focus on the comprehensive and synchronized development of the cultural and social sectors. Urgently implement the directives of the Central Government and the Government on eliminating temporary and dilapidated houses in the province. Promote administrative reform; enhance a sense of responsibility associated with performance management; tighten administrative discipline and order in agencies and units; strictly comply with the directives of the Central Government, the Provincial Party Committee, the Provincial People's Council, and the Provincial People's Committee. Implement drastic simplification of administrative procedures; accelerate digital transformation, implement Project 06, continue to definitively resolve long-standing outstanding issues and projects; strictly implement the conclusions of inspections and audits; strengthen the inspection and control of power; continue to review and streamline the apparatus for greater efficiency and effectiveness. Strengthen and consolidate national defense capabilities. To build a strong national defense posture integrated with a robust people's security posture; to maintain political security and social order in the province. In the immediate future, to effectively implement the civil defense drills to respond to strong storms, superstorms, and search and rescue operations in Thai Binh province in 2024.
Comrade Nguyen Tien Thanh, Permanent Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, delivered the closing remarks at the session.
In his closing remarks at the session, Comrade Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council, emphasized: From now until the end of 2024, the global, regional, and domestic situations are expected to continue to present difficulties and challenges. To comprehensively achieve the province's socio-economic development goals and tasks for 2024, the Standing Committee of the Provincial People's Council requests the Provincial People's Committee and all levels, sectors, and localities in the province to focus on leadership and direction, especially in the organizational and operational aspects, ensuring consistency, continuity, decisiveness, timeliness, thoroughness, specificity, and accountability of the head and collective leadership. Under no circumstances should there be complacency, self-satisfaction, lack of vigilance, or willful thinking. Immediately following this session, the Provincial People's Council requests the Provincial People's Committee to direct relevant agencies to promptly address the opinions and recommendations of voters, the recommendations mentioned in the monitoring report, and fully implement the commitments made during the question-and-answer session, reporting to the Provincial People's Council at its ninth session as stipulated by law.
To effectively implement the resolutions passed by the Provincial People's Council and the socio-economic development plan for 2024, the Provincial People's Council requests that Party committees at all levels focus on leadership and guidance to create high consensus throughout the political system. The Provincial People's Committee should promptly concretize the resolutions of the Provincial People's Council, develop specific plans and guidelines for implementation to ensure timeliness, effectiveness, and compliance with regulations. The Provincial Fatherland Front Committee and other political and social organizations should continue to widely disseminate the content of the session, mobilize all strata of the people to effectively implement the Party's guidelines, the State's policies and laws, and the resolutions issued by the Provincial People's Council, while also monitoring the implementation of the resolutions. The Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, the delegate groups, and the delegates of the Provincial People's Council should organize the monitoring of the implementation of the resolutions.
Comrade Dang Thanh Giang, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Council, presided over the session to approve the resolutions of the meeting.

At its eighth session, the Provincial People's Council democratically discussed and voted to approve 16 resolutions:
1. Resolution stipulating the mechanism for supporting provincial budget revenue from land use fees for localities during the 2024-2025 period.
2. Resolution on assigning the Tien Hai District People's Council to pilot the decentralization mechanism in the management and implementation of national target programs for the period 2024-2025.
3. Resolution amending and supplementing a number of articles of the Regulations on decentralization of authority for the management and use of public assets at agencies, organizations, and units under the management of Thai Binh province, issued together with Resolution No. 07/2018/NQ-HĐND dated July 12, 2018, of the Provincial People's Council.
4. Resolution promulgating a Resolution stipulating the expenditure levels for receiving, visiting, and congratulating certain individuals by the Fatherland Front Committees at the provincial, district, and commune levels.
5. Resolution promulgating regulations on policies to support management staff and teachers participating in training and professional development courses: Raising the standard of teacher training; teaching Informatics and Technology, Natural Sciences, History and Geography; improving English teaching capacity in public secondary schools in Thai Binh province.
6. Resolution promulgating regulations on tuition fees for public preschool and general education institutions in Thai Binh province that do not cover their operating expenses, starting from the 2024-2025 school year.
7. Resolution promulgating regulations on service fees for supporting educational activities in public educational institutions in Thai Binh province from the 2024-2025 school year.
8. Resolution on approving the adjustment of the final accounts of state budget revenue and local budget expenditure for 2022.
9. Resolution approving the plan to adjust the investment capital plan from the central government budget to support the implementation of the National Target Program for New Rural Development in Thai Binh province in 2024.
10. Resolution approving the adjustment of the investment policy for the project to construct main roads connecting with functional zones within the Thai Binh Provincial Economic Zone.
11. Resolution approving the adjustment of the investment policy for the dredging and embankment project of Bong Tien canal, Vu Thu district.
12. Resolution supplementing the list of projects requiring land acquisition for socio-economic development in the national and public interest in Thai Binh province in 2024.
13. Resolution approving the conversion of rice-growing land for the implementation of projects in Thai Binh province.
14. Resolution approving the supplementary staffing for the 2023-2024 school year for public kindergartens and primary and secondary schools in Thai Binh province.
15. Resolution to repeal resolutions of the Thai Binh Provincial People's Council.
16. Resolution on the Provincial People's Council's monitoring program for 2025.
