Attending the commemorative program were Comrade Nguyen Thi Thanh, Member of the Central Committee of the Party, Vice Chairman of the National Assembly; Comrades Nguyen Van Hung, Minister of Culture, Sports and Tourism; Dao Hong Lan, Minister of Health, former Secretary of the Provincial Party Committee, former Head of the National Assembly Delegation of Bac Ninh province; Hoang Trung Dung, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the National Assembly Delegation of Ha Tinh province; Nguyen Van Gau, Secretary of the Provincial Party Committee of Bac Giang ; and former members of the Central Committee of the Party, leaders representing various Central Committees, Ministries, branches, and agencies.
Representing Bac Ninh province were: Mr. Nguyen Anh Tuan, Member of the Central Committee of the Communist Party of Vietnam, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation; Ms. Nguyen Huong Giang, Standing Deputy Secretary of the Provincial Party Committee and Chairwoman of the Provincial People's Council; Mr. Vuong Quoc Tuan, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee; members of the Standing Committee of the Provincial Party Committee, former members of the Standing Committee of the Provincial Party Committee; members of the Standing Committee of the Provincial People's Council, leaders of the Provincial People's Committee, and the Provincial National Assembly Delegation; the Provincial Fatherland Front Committee and the Provincial National Assembly Delegation of Bac Ninh; leaders of provincial departments, agencies, and organizations; leaders of districts, towns, and cities; leaders participating in the training course to update knowledge and skills for cadres slated to become members of the 14th Central Committee; leaders from the provinces and cities of Ha Tinh, Tay Ninh, Bac Giang, and Tra Vinh ; and leaders of the Departments of Culture, Sports and Tourism of several provinces and cities. In his opening speech, Comrade Vuong Quoc Tuan, Alternate Member of the Central Committee of the Communist Party of Vietnam, Deputy Secretary of the Provincial Party Committee, and Chairman of the Provincial People's Committee, proudly highlighted the achievements in the journey of preserving, promoting, and widely disseminating the unique and distinctive cultural values of Bac Ninh Quan Ho folk songs. To date, Bac Ninh Quan Ho folk songs have been recognized for 15 years, and throughout this time, Bac Ninh province has implemented numerous policies and initiatives to preserve and promote the value of this Representative Intangible Cultural Heritage of Humanity.
Along with restoring the performance spaces of the original Quan Ho villages, developing practicing Quan Ho villages, and establishing many Quan Ho clubs, the province has issued many mechanisms and policies to provide incentives for original Quan Ho villages, practicing Quan Ho villages, Quan Ho folk song clubs, as well as artisans and artists of Bac Ninh Quan Ho folk songs…

Based on an analysis of the advantages and disadvantages, opportunities and challenges in preserving culture, integrating cultural heritage and bringing it to international friends, Chairman of the Provincial People's Committee Vuong Quoc Tuan emphasized the need to further enhance the sense of responsibility through concrete actions to contribute to elevating the value of Quan Ho folk singing heritage to a new level, with the core and the main source of inspiration being the artisans, artists, Quan Ho villages, and Quan Ho folk singing clubs.
Speaking at the commemoration ceremony, Vice Chairwoman of the National Assembly Nguyen Thi Thanh informed that just a few hours ago, the National Assembly had voted to approve the draft Law on Culture (amended), which stipulates that November 23rd every year will be Vietnam Cultural Heritage Day. The Vice Chairwoman emphasized that Bac Ninh Quan Ho folk songs are the essence of the working life, love, and aspirations of the people of the Kinh Bac region. UNESCO's recognition of Bac Ninh Quan Ho folk songs is proof of its unique cultural and artistic value, as well as our responsibility in preserving and promoting this heritage.

On behalf of the Party and State leaders, and with personal sentiment, Vice Chairwoman of the National Assembly Nguyen Thi Thanh commended the dedication, responsibility, and significant achievements that the Party Committee, government, and people of Bac Ninh province have made in preserving and promoting the cultural heritage of Quan Ho folk songs. She also suggested strategic solutions for the preservation and promotion of this heritage.

Minister of Culture, Sports and Tourism Nguyen Van Hung presented Certificates of Commendation to collectives that have achieved many accomplishments in preserving and promoting the value of Bac Ninh Quan Ho folk songs.
On this occasion, two outstanding collectives – the Party Committee, government and people of Bac Ninh province; and the Department of Culture, Sports and Tourism of Bac Ninh province – and two individuals who have made significant contributions to the preservation and promotion of the value of Bac Ninh Quan Ho folk songs were awarded Certificates of Merit by the Prime Minister. The Ministry of Culture, Sports and Tourism also awarded Certificates of Merit to five collectives that have achieved many accomplishments.
Following the solemn ceremony, a special artistic program themed "Reunion of Bamboo and Plum Blossoms" was elaborately staged, featuring singers from the Bac Ninh Quan Ho Folk Song Theatre, artists from the Tay Ninh Provincial Cultural Center, Ha Tinh Province, the Vietnam Contemporary Art Theatre, the Quan Ho Young Talents Club of the Provincial Youth Cultural Center; and renowned singers such as Meritorious Artist Tan Nhan, Trong Tan, Bui Le Man...
The artistic program consists of four segments: Listening to Quan Ho folk songs, "Oh, my dear, come back"; The melancholic melodies of Vi-Giam folk songs; The profound artistry of Don Ca Tai Tu (traditional Southern Vietnamese folk music); and Bac Ninh's joyful festival. Through these segments, the enduring vitality of Bac Ninh Quan Ho folk songs – a Representative Intangible Cultural Heritage of Humanity – is demonstrated, along with the unique cultural values of each folk song genre bearing the imprint of the region.
