"Working day and night" to develop a plan to streamline the organization

On the afternoon of December 7th, at the regular government press conference for November 2024, Mr. Vu Dang Minh, Chief of the Office of the Ministry of Interior, provided information on the restructuring and streamlining of the organizational apparatus and the reduction of personnel, which are being urgently implemented recently.

According to Mr. Vu Dang Minh, in implementing the directives of General Secretary To Lam and the Central Committee, the Government's Steering Committee has assigned the Ministry of Interior to research and develop sufficiently strong and superior policy mechanisms to serve as a basis for restructuring and streamlining the workforce of officials and civil servants.

The Chief of Staff of the Ministry of Interior assessed this as a sensitive, complex issue with significant impact. Therefore, the Ministry of Interior is carefully evaluating the impact and considering multiple perspectives to ensure that the policy, once issued, will be highly feasible.

This includes considering the development of mechanisms to address cases where officials and civil servants within the system wish or need to transfer to other areas of work. In addition, these mechanisms should also ensure the retention of talented and capable individuals within the system, aiming for a merit-based public service.

The representative of the Ministry of Home Affairs informed that the draft decree is being carried out according to the procedure, asking for opinions from the Government Steering Committee, then submitting it to the Central Steering Committee and the Politburo for opinions, and then submitting it to the Government for consideration and approval "according to a shortened procedure", ensuring consistency when implementing policies. According to Mr. Minh, the Ministry of Home Affairs is working day and night with ministries and branches to develop arrangement plans in the spirit of "running and queuing at the same time".

The Chief of Staff of the Ministry of Interior also emphasized that along with ensuring a streamlined and high-quality workforce of officials and civil servants, it is also necessary to stabilize the apparatus for development, and at the same time, pay attention to the legitimate aspirations of officials and civil servants.

Accordingly, priority should be given to assigning, utilizing, and retaining individuals with outstanding qualifications, qualities, capabilities, seniority, and in-depth knowledge and experience. Furthermore, the policy must ensure the principle of "mutual consent." Officials and civil servants wishing to resign must obtain the consent and agreement of their superiors.

"People with qualifications and capabilities, but who find the financial benefits more attractive, request to leave and work elsewhere. This is very normal, so we must consider streamlining and improving the quality of the system, ensuring that we have a team of civil servants with sufficient qualifications to meet the demands of the job," said Mr. Vu Dang Minh.

According to a representative from the Ministry of Interior, after the policy is implemented, there must be a team of officials, civil servants, and public employees who truly possess the necessary qualifications, qualities, and capabilities to match the tasks and meet the requirements of the new system.
