Improve the effectiveness of learning and following Uncle Ho 's teachings.
In implementing Conclusion No. 01-KL/TW on continuing to implement Directive No. 05-CT/TW of the XII Political Bureau on promoting the study and emulation of Ho Chi Minh's thought, morality, and style, the Provincial Party Standing Committee has identified breakthrough areas to focus leadership, guidance, and organization of implementation, aiming to create a clear transformation in studying and emulating Ho Chi Minh's moral example and style. Simultaneously, it has issued numerous specific documents to guide and direct the organization of study, understanding, dissemination, and serious implementation, linking it with resolutions, conclusions, directives, and regulations of the Central Committee on Party building among cadres, Party members, and the people.
Party committees and organizations at all levels developed plans and organized the study of thematic topics for the entire term, as well as the 2023 and 2024 thematic topics, in conjunction with Central Resolution 4 (11th and 12th terms, and Conclusion No. 21-KL/TW of the 13th term), in accordance with the actual situation of the locality, agency, and unit. The study of the 2023 and 2024 thematic topics was implemented through various forms such as: organizing conferences for key officials, organizing online conferences, and integrating it with the implementation of directives and resolutions... Accordingly, all 14/14 Party committees under the provincial Party committee organized conferences to disseminate and study Conclusion No. 01-KL/TW, the 2023 thematic topics, and the 2024 thematic topics for key officials at all levels; over 94% of cadres, Party members, civil servants, and public employees participated in the study.
Along with that, Dien Bien province has made many innovative and dynamic efforts in promoting the study and emulation of Ho Chi Minh's ideology, ethics, and style. This creativity is demonstrated in clear and close leadership and guidance following the motto: Party members lead the way, cadres and Party members set an example and take the lead in difficult areas to attract the masses and people to participate in implementation. Closely following the spirit of the Central Committee's guidance, the Provincial Party Committee has directed Party committees at all levels and localities to implement Directive 05-CT/TW with breakthrough solutions, such as identifying prominent and pressing issues arising from practical realities to focus on resolving them, and promoting the leading role of cadres and Party members. Typical examples include the Tuan Giao District Party Committee's breakthrough in promoting the implementation of the Agricultural Sector Restructuring Project; and the Dien Bien Dong District Party Committee's breakthrough in the training and rotation of leading and managerial cadres at all levels. The Party Committee of the Provincial People's Committee has directed the Provincial People's Committee to create a directory titled "Information on resolving complaints and denunciations"...
Promoting the role of setting an example, 100% of the heads of Party committees, government agencies, and units in the province have developed personal action plans in accordance with their assigned responsibilities and tasks; demonstrating determination, a spirit of innovation, proactive creativity, and a willingness to think outside the box and take responsibility. Many leading comrades in Party committees, government agencies, and mass organizations have set exemplary examples in studying and following Uncle Ho's teachings, maintaining a working style that is close to the people, "matching words with actions," and proactively engaging in dialogue to resolve proposals, suggestions, and issues of concern to cadres, Party members, businesses, and the people. In addition, agencies and units have incorporated the results of studying and following Uncle Ho's teachings into the criteria for evaluating and ranking grassroots Party organizations and Party members at the end of the year. This contributes to improving the quality of Party branch activities, creating a clear transformation in the awareness of self-cultivation and training, enhancing revolutionary ethics, combating individualism and opportunism, and pushing back against the decline in political ideology, morality, and lifestyle.

The study and emulation of Ho Chi Minh's ideology, ethics, and style have been implemented through numerous specific movements and actions, creating a strong social impact and widespread influence. Many good models and innovative approaches have made positive contributions to solving urgent and prominent problems. Party committees at all levels have paid attention to directing the identification, dissemination, and replication of good models and effective approaches in implementing the study and emulation of Ho Chi Minh's ideology, ethics, and style. Localities and units have organized many practical and effective campaigns and emulation movements to attract and gather a large number of cadres, party members, and people to participate. In three years, the entire province has developed more than 532 models of studying and emulating President Ho Chi Minh in various fields such as: economic development models, socio-cultural development models, and charitable activities models...
Typical examples include: the "Grassroots People's Mobilization Team" model (Nậm Pồ district); "Modern-day Mường Thanh Women" (Điện Biên Phủ city); "Huổi Meo village drug crime prevention club, Mường Mươn commune" (Mường Chà district); "The Path of Compassion" (Tuần Giáo district)... From practical experience, these models have contributed to spreading widely to each Party branch, agency, unit, and residential area, becoming a goal for striving and self-improvement for cadres, Party members, and the people; creating an atmosphere of emulation in labor and production, and participating in building a clean and strong Party and government.
Learning from President Ho Chi Minh's virtues of diligence, frugality, and mutual support, the Women's Union of Muong Nha district has effectively implemented the "Turning Waste into Money" model for collecting scrap materials. To spread the model and attract a large number of female members, the Women's Union has extensively implemented it in every village and residential group. The various levels of the Women's Union have also intensified propaganda and mobilization efforts to encourage rural women to develop the habit of collecting and processing waste, maintaining environmental hygiene, and building a green, clean, and beautiful landscape. To date, the Muong Nha Women's Union has established 22 "Turning Waste into Money" models in 9 out of 11 communes; the money collected is used by the women's branches to visit and give gifts to poor and disadvantaged women and students; organize cultural, artistic, and sports activities; and promote women's movements in villages and hamlets.
“Learning and following Uncle Ho's teachings isn't about something far-fetched, but begins with meaningful, practical actions that benefit the village, community, society, and daily life” – This is the practical thought and action of farmer Giàng A Chớ, from Sân Bay village, Si Pa Phìn commune (Nậm Pồ district). Mr. Chớ and his family voluntarily donated 500 square meters of land to build a concrete road. Mr. Chớ happily shared: “Many families in the village have voluntarily donated land for concrete roads, not just me. With convenient roads, the economy can develop, people can easily exchange and buy goods, and children can go to school more easily.”
It can be affirmed that learning from and following President Ho Chi Minh's example through concrete and practical actions in the province has created positive changes in the awareness and responsibility of Party committees, Party organizations, agencies, and units at all levels, contributing to strengthening the people's trust in the Party and government, and promoting the strength of national unity. This is an important foundation for Dien Bien province to successfully implement the tasks of socio-economic development, ensuring national defense and security, and building an increasingly prosperous homeland.
