EVN leaders met again to urge progress of 500 kV Line 3 Project

EVN leaders held another meeting to expedite the progress of the 500 kV circuit 3 transmission line project.

EVN leaders held a meeting with contractors participating in the Quang Trach - Pho Noi 500 kV circuit 3 transmission line project to review construction progress and urge contractors to accelerate the pace of work.

The Chairman of the Board of Directors and the General Director of Vietnam Electricity Group (EVN) recently held a working session with contractors participating in the 500 kV circuit 3 transmission line project from Quang Trach to Pho Noi, to review construction progress and urge contractors to mobilize human and material resources to accelerate project progress. The meeting was conducted in a hybrid format, combining in-person and online participation.

EVN leaders met with contractors to expedite the progress of the 500 kV circuit 3 transmission line project on February 21, 2024.

The 500kV transmission line project (circuit 3) from Quang Trach to Pho Noi consists of 4 component projects: Quang Trach - Quynh Luu, Quynh Luu - Thanh Hoa, Thanh Hoa - Nam Dinh I Thermal Power Plant, and Nam Dinh I Thermal Power Plant - Pho Noi; with a total length of approximately 519 km, passing through 9 provinces (including 4 towns and 39 districts).

Thanks to the decisive involvement of all relevant parties, land handover has been completed for 1,118 out of 1,180 (95%) pole foundation locations and 179 out of 502 (36%) anchor spans along the entire route.

Currently, contractors have completed the foundation casting for 87 locations; are constructing temporary roads and simultaneously building foundations at 752 locations; have completed the installation of 1 steel pillar and are installing 6 more.

Following the direction of the Prime Minister , EVN has regularly directed and supervised the project implementation by the investor (National Power Transmission Corporation) and the contractors.

Every week, EVN leaders hold meetings with the project owner to review and expedite the project's progress. During the recent Lunar New Year holiday, from the 1st to the 3rd day, EVN leaders inspected the production of materials and equipment for the project and the construction progress of the contractors on the site.

In addition to working with the authorities of the 9 provinces through which the project passes to resolve difficulties and obstacles related to the project, EVN has also promptly reported to ministries, agencies, the Government , and the Prime Minister any obstacles beyond its authority for resolution.

Construction progress of component projects under the 500kV circuit 3 transmission line project from Quang Trach to Pho Noi as of February 20, 2024:
- For the Pho Noi - Nam Dinh I Thermal Power Plant 500 kV transmission line project: foundation casting has been completed for 7 out of 334 locations; road construction, excavation, and foundation casting are currently underway for the remaining 234 out of 334 locations.
- 500 kV power line project from Nam Dinh I Thermal Power Plant to Thanh Hoa: foundation casting completed for 78/180 locations, road construction underway, excavation, foundation casting or pile driving simultaneously in 98/180 locations.
- 500 kV power line project, Thanh Hoa – Quynh Luu section: foundation casting completed for 1/203 locations, road construction underway, simultaneous excavation and foundation casting for 135/203 locations.
- For the 500 kV Quỳnh Lưu – Quảng Trạch section of the transmission line project: foundation casting has been completed for 1/463 locations, and road construction, excavation, and foundation casting are currently underway for 285/463 locations.

At the meeting with EVN leaders, the contractors reported on the progress of the contract packages and committed to making maximum efforts and focusing resources to complete the work items according to the schedule required by the investor.

Following the Prime Minister's directive that the entire line must be energized by June 2024, the Chairman of the EVN Board of Directors requested that contractors prioritize and allocate all resources to the project, increasing manpower and equipment to urgently deploy immediately in the areas where land has been handed over.

Consulting and design firms need to further enhance their roles and accelerate the progress of work items.

Regarding contractors supplying materials and equipment such as steel poles, wires, insulators, accessories, and fiber optic cables, Mr. Dang Hoang An also requested that they accelerate production progress, ensuring quality and timely delivery as committed.

“Contractors need to work together with even greater determination to complete the project in accordance with the Prime Minister's directives. EVN, the National Power Transmission Corporation, and the leaders of EVN's specialized departments will continue to closely monitor the progress of contractors, promptly resolve any difficulties and obstacles that arise, and take immediate action against contractors at risk of falling behind schedule,” Mr. An suggested.
