On the afternoon of April 8th, the No. 1 monitoring team of the Provincial People's Council, led by Mr. Nguyen Ngoc Tien, Member of the Standing Committee, Head of the Provincial Party Committee's Internal Affairs Department, and Head of the Provincial People's Council's Legal Affairs Committee, chaired a thematic monitoring conference on the results of the implementation of the New Rural Development Program from 2021 to 2023 in Muong Lat district.
Overview of the conference.
In implementing the New Rural Development Program, the Party committees and government at all levels in Muong Lat district have been active in leadership, direction, and management, leading to successful implementation and achieving positive results. The awareness of all levels, sectors, officials, Party members, and the people regarding New Rural Development has been raised.

The One Commune One Product (OCOP) program has been implemented. The material and spiritual lives of the people have continuously improved. Rural socio -economic infrastructure has been built relatively synchronously, ensuring a clean and safe rural environment and landscape, rich in the cultural identity of ethnic groups.

From 2021 to 2023, Muong Lat district mobilized resources totaling 71.631 billion VND for rural development. This included 45.302 billion VND from the central government budget, 6.96 billion VND from the provincial budget, 150 million VND from the district and commune budgets, and 19.219 billion VND from social contributions. To date, the average number of rural development criteria met per commune in the district is 10; 30 villages have been recognized as achieving rural development standards, and no commune has yet been recognized as a new rural development unit.

Overall, the quality of the criteria remains low, and the maintenance, development, and improvement of the quality of criteria already achieved for New Rural Area status from the commune to the village level have not been consistent, continuous, or thorough. Many commune and village criteria no longer maintain the standard level after a review according to the criteria set for the 2022-2025 period. The quality of infrastructure projects after achieving the standard in some communes shows signs of deterioration due to a lack of regular attention and maintenance.

Although the form of production organization has changed, the number of effectively operating cooperatives is still low; and it has not attracted many businesses to invest in agricultural production. Investment capital is small and fragmented. Local resources are limited, and the mobilization of investment resources is low, mainly relying on the State budget, thus lacking initiative in implementation and failing to meet the requirements of the New Rural Development program as planned.

At the conference, members of the Supervisory Delegation pointed out the shortcomings and limitations of Muong Lat district in the process of building new rural areas. The members also requested that Muong Lat district conduct a more detailed and realistic assessment of the solutions for building new rural areas in the coming years. Through this, relevant provincial and district authorities can develop a roadmap for implementing the criteria in building new rural areas that is appropriate to the local reality.

Concluding the conference, the Head of the Provincial Party Committee's Internal Affairs Department and Head of the Provincial People's Council's Legal Affairs Committee, Nguyen Ngoc Tien, stated that in recent years, Muong Lat district has made many efforts in implementing socio-economic development tasks, and the lives of ethnic minorities in the area have gradually improved. However, development has not yet met the set requirements.
Muong Lat District must clearly identify difficulties, review the targets that have been and are being implemented, and demonstrate even greater political determination in the work of building new rural areas, striving to eliminate the current "blank" status of new rural communes. Continue to propagate and mobilize people to promote community spirit and contribute to building new rural areas. The district should focus on transforming the structure of crops and livestock to develop production in conjunction with forest protection and development. Coordinate with forest management boards in the area to focus on reviewing production land and forest types to create conditions for people to develop production. Focus on overcoming difficulties, promoting education at all levels and improving the intellectual level of the people; strengthen security and order in the area and border security; strengthen discipline and order in the performance of duties by cadres, civil servants, and workers...
The Head of the Provincial Party Committee's Internal Affairs Department and the Head of the Provincial People's Council's Legal Affairs Committee acknowledged the district's recommendations and proposals and requested the district to fully incorporate the opinions of the members of the supervisory delegation and the delegates at the meeting to finalize the report and submit it to the supervisory delegation for compilation and submission to the Standing Committee of the Provincial People's Council.
