The Party Central Executive Committee has recognized this and made timely adjustments in Resolution 71 by ending the activities of school boards in public schools, unifying the Party's leadership role in universities: the Party Secretary is the head of the educational institution.
Ending the operation of the school council and unifying the positions of Party Secretary and Head of the higher education institution is not only to reduce the number of management and leadership positions, but also to improve the quality of the higher education institution. Unifying the leadership of the Party Committee through the school secretary and principal makes the implementation of short-term and long-term goals of the higher education institution more and more effective.
In addition, maintaining solidarity within the Party in higher education institutions during the period of unifying the positions of Party Secretary and School Principal is extremely important. In reality, any unit that lacks unity and consensus towards a higher goal, promoting the sustainable development of each educational institution, leads to the weakness of a higher education entity. Therefore, the role of solidarity and leadership of the Party Committee through the head of the Party Secretary for the University is also to ensure internal solidarity, towards the goal of sustainable development, which must be the top requirement of any Party organization in a higher education institution.
Party secretaries, principals, and heads of higher education institutions must be prestigious people in the Party and in the university academic community. University governance does not necessarily require university heads to be leading experts in the field of science ; more importantly, they must be leaders who know how to gather around them experts, scientists, teachers, and lecturers who are ready to participate in the school's development process under any circumstances.
The role of the leader will have a positive impact on all activities of the university. Therefore, all party members, lecturers, officials and employees in the school must work together to build a sustainable development of the school, gradually bringing the school to a new level, affirming the position of universities in the country and the region, meeting the needs of national development, towards a new era, an era of rising of the Vietnamese people.
However, for a policy to come into practice and have lasting value, institutionalization by law as well as specific regulations through school leadership standards must be clearly expressed, and the qualities and abilities of the heads of higher education institutions must be easily measured.
Consider this an opportunity for universities to move towards sustainable academic development values and the role of universities in providing high-quality human resources for the country's socio -economic development.
Believing in a correct policy means implementing that policy in practice. Hopefully, the unification of the positions of party secretary and principal in practice will be the driving force for all future developments of public universities.
