Improving the effectiveness of administrative reform in Nghi Loc district

To concretize the administrative reform plan of the District People's Committee, Nghi Long commune has recently issued guiding documents and organized conferences to disseminate information to all officials and civil servants under the People's Committee, aiming to further promote administrative procedure reform through the one-stop and integrated one-stop mechanisms.

Based on this, the commune assigns specific tasks and responsibilities to each official and civil servant to effectively carry out assigned duties; builds and improves the quality of the team of officials and civil servants; reforms public administration and modernizes administration; and publicly posts regulations and procedures for resolving issues within its jurisdiction.

Mr. Nguyen Dinh Dung, Chairman of the Nghi Long Commune People's Committee, said: "In addition to emphasizing the role and responsibility of the Steering Committee for Administrative Reform in inspecting and supervising the implementation of administrative reform by departments, agencies, mass organizations, and the one-stop service center, the commune reviews and develops a plan for training and improving the professional qualifications of officials and civil servants; and effectively implements policies and regulations for officials and civil servants. We direct the commune's departments, agencies, and mass organizations to do a good job of disseminating information about administrative reform throughout the commune, reaching every village and hamlet."

Thanks to this, from the beginning of 2023 to the present, the commune's reception and results delivery department has received and processed a total of 2,290 applications; of which 2,266 applications have been processed early and on time. The time taken to process administrative procedures is always ensured to be on schedule and in accordance with the law.”

Meanwhile, in Nghi Thai commune, using the satisfaction of the people and businesses as a measure of the effectiveness and quality of administrative reform, the commune's administrative reform activities have now become well-established, contributing to better service for the people and businesses in the district.

As of December 15, 2023, the commune's reception and results delivery department had received 2,880 applications; of which 2,860 were newly received during the period (1,198 online; 1,662 in person and via postal service). 20 applications were carried over from the previous period. A total of 2,877 applications have been processed; of which 2,682 were processed ahead of schedule and 70 were processed on time.

Mr. Nguyen Van Manh, a construction materials business owner in Nghi Thai commune, commented: “In recent years, transactions between people, businesses, and government agencies have become much more convenient than before. Many procedures are carried out through electronic software systems, making the process very quick and eliminating long waits. For businesses like ours, time is money; delays in even a few procedures can mean losing opportunities. We hope that in the future, the local authorities will continue to promote this spirit to better serve the people in resolving related procedures and documents.”

Significant change

In 2022, the Nghe An Provincial Competitiveness Index (DDCI) ranked Nghi Loc district first in Nghe An province (85.43 points). This is a recognition and high appreciation from the Nghe An Provincial Chamber of Commerce and Industry (VCCI), the Provincial People's Committee, the business community, and the people for the decisive leadership and management efforts of the Nghi Loc district Party Committee and government in comprehensively and sustainably reforming the district's administrative system.

Building on the achievements of previous years, in 2023 the District People's Committee issued numerous documents to lead, direct, and effectively implement administrative reform in the district. At monthly regular meetings, the District People's Committee regularly directed, emphasized, and set requirements for specialized departments, agencies, and units in the district to strengthen administrative reform, focus on digital transformation, and apply information technology to improve the efficiency of leadership, management, and work processing, ensuring that the set plan is met.

In the field of administrative institutional reform, the District People's Committee directed specialized departments, the People's Committees of communes and towns, and affiliated units to proactively research and implement a plan to review legal documents in the administrative field; build and improve administrative procedures; enhance the quality and efficiency of administrative work; and innovate and improve administrative procedures in some areas of work, focusing on the process of direct contact and handling of complaints, denunciations, and petitions from citizens. During the year, the entire district received 59,460 dossiers, of which 35,764 were received online (accounting for 60.1%) and 23,282 were received in person (accounting for 39.16%).

In addition, the District People's Committee organized a conference to implement the digital transformation model at the commune level for six communes: Nghi Long, Nghi Lam, Nghi Thuan, Nghi Trung, Nghi Thai, and Phuc Tho. Following the conference, a signing ceremony was held to commit to successfully building the digital transformation model at the commune level in 2023 in the aforementioned six communes.

Currently, the six communes implementing the model have surveyed the current state of information technology infrastructure, provided sufficient computers and IT equipment for officials and civil servants, deployed LAN networks, reviewed all businesses in the area to simultaneously implement QR code payment systems; and digitized records on the system, contributing to the digitalization task as directed by the Provincial People's Committee.

During the year, 100% of the specialized departments of the District People's Committee and all 29/29 communes and towns with received applications on the Provincial Public Service Portal have digitized input and attached output results. The digitization rate of input applications reached 68.51%, ranking first in the entire province.

To improve the effectiveness of administrative reform in the district, in the coming time, the district Party committee and government will focus on resolving overdue applications on the system, ensuring the overdue rate is below 2%; strengthen guidance to increase the rate of online applications and digitize documents to 100%; strengthen the implementation of digital signatures for administrative procedure resolution results, electronic authentication, and online application submission; and strengthen the implementation of online payment models for citizens who do not have bank accounts or have not installed e-wallets.

Ensure all communes and towns implement online payments and manage fee and charge collection through registered accounts. Strengthen inspections of administrative discipline and order; inspect administrative reform work in communes and towns to promptly address shortcomings and limitations in adhering to administrative discipline and order, as well as in reporting on the implementation of administrative reform tasks, processing files on the information system, and resolving administrative procedures at the provincial level. Promote citizen satisfaction assessment through three methods: when submitting applications online, scanning QR codes, and through the citizen satisfaction measurement system, ensuring a rate of 20% of administrative procedure files on the provincial information system for resolving administrative procedures in all fields.
