Improving the effectiveness of the Digital Popular Education Movement

This movement aims to help people connect with the world's knowledge base through digital technology ; form a digital culture and digital thinking in solving practical problems, helping to resonate each person's personal intelligence with artificial intelligence (AI).

Diverse activities and programs

According to the report of the Department of Science and Technology, regarding the results of implementing the BDHVS Movement in the province, Dong Nai has completed many specific targets. In particular, the rate of cadres, civil servants, public employees and workers in state agencies in the province who have knowledge of digital transformation, digital skills and can use digital platforms and services for work reached 100%. The rate of high school students and university students equipped with digital knowledge and skills to serve learning, research and innovation, with safety skills in learning and social interaction in the digital environment reached 100%...

The province has built and updated the province's programs and learning content on the BDHVS platform developed by the Ministry of Public Security, successfully organized 2 online courses on Personal Information Security Protection in the digital environment and popularized knowledge and skills in applying AI on the website https://binhdanhocvuso.gov.vn of the Ministry of Public Security, with a total of nearly 61,200 cadres, civil servants, public employees and people participating.

In 2025, 118,000 cadres, civil servants, public employees and people in the province will be trained in digital skills and AI application skills; about 29,500 cadres and civil servants will be trained in AI application in their work; more than 2,500 ethnic minorities will be educated in basic knowledge about digital transformation...

Localities in the province have implemented many programs and activities to promote the BDHVS Movement, improve the effectiveness of propaganda on resolutions and plans of the Central and local governments in developing science, technology, innovation and digital transformation...

Vice Chairman of Dai Phuoc Commune People's Committee Phan Chi Thao said: Immediately after operating the 2-level local government model, the commune focused on directing drastically and synchronously to promote the BDHVS movement with specific solutions. In particular, the commune promptly completed 15 community digital technology teams with 58 participating members; organized training and in-depth training on basic knowledge of digital transformation, AI application and use of online public administrative services. The commune followed the motto "go to every alley, knock on every door", deployed 4 campaigns to propagate and guide people to use digital platforms and online public services.

“Promoting the BDHVS Movement in Dai Phuoc commune has contributed to improving citizens' digital capacity. Content on digital transformation is popularized, widely spread, simple, practical, including basic digital skills and AI applications. The commune takes advantage of and promotes digital platforms (Zalo OA, fanpage) to support people in accessing information and registering to participate conveniently…” - Mr. Phan Chi Thao emphasized.

Similarly, according to Vice Chairman of Dong Tam Commune People's Committee Nguyen Van Hai, in recent times, propaganda and communication work on digital transformation has been regularly deployed by Dong Tam Commune People's Committee, with diverse forms and contents. The commune has launched the BDHVS Movement, and at the same time coordinated with organizations to organize direct propaganda, instructing people to install and use digital applications and online public services, contributing to raising awareness and digital skills in the community.

The Department of Science and Technology has officially launched the website on the BDHVS program (dongnai.mobiedu.vn). Deputy Director of the Department of Science and Technology of Dong Nai province NGUYEN MINH QUANG shared: This website was put into operation from the beginning of November 2025. This is a platform for learning and sharing digital transformation knowledge for all officials, civil servants and people in the province.

Strengthen coordination, improve propaganda effectiveness

At the meeting on the implementation of the Digital Education Program, promoting the digital transformation process, developing the digital economy, digital society... in the province on November 5, 2025, comrade Le Truong Son, member of the Provincial Party Standing Committee, Vice Chairman of the People's Committee of Dong Nai province emphasized: Regarding the implementation of the Digital Education Movement, in the coming time, relevant departments and branches, especially the Department of Science and Technology, need to deploy a program in coordination with mass organizations, universities, improve the operational efficiency of community digital technology groups in localities to deploy synchronous solutions to improve the indicators on the proportion of people of adult age with basic knowledge of digital transformation, digital skills, using smart devices to exploit information, using essential digital platforms and services, knowing how to protect themselves in the digital environment...

Vice Chairman of Minh Hung Ward People's Committee Nguyen Van Dien said: In the coming time, one of the key tasks of the ward in promoting the development of science, technology, innovation and digital transformation in the area is to build communication solutions and apply information technology to convey the Party and State's guidelines and policies on implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation to cadres, civil servants, public employees and people in the area.

Recently, in early December 2025, the Provincial Vietnam Fatherland Front Committee, the Provincial People's Committee, the Provincial Party Committee's Propaganda and Mass Mobilization Commission, the Farmers' Association, the Women's Union and the Dong Nai Provincial Youth Union signed a cooperation agreement to promote the BDHVS Movement.
